A.      Introduction: About Islamic Relief

 

Islamic Relief is an international aid and development charity, which aims to alleviate the suffering of the world's poorest people. IR is an independent Non-Governmental Organization (NGO) founded in the UK in 1984. As well as responding to disasters and emergencies, Islamic Relief promotes sustainable economic and social development by working with local communities - regardless of race, religion or gender.

 

Our vision: Inspired by our Islamic faith and guided by our values, we envisage a caring world where communities are empowered, social obligations are fulfilled, and people respond as oneto the suffering of others.

 

Our mission: Exemplifying our Islamic values, we will mobilize resources, build partnerships, and develop local capacity, as we work to:

IRW is committed to the Millennium DevelopmentGoals (MDGs) through raising awareness of the issues that affect poor communities and through its work on the ground. Since 2022, Islamic Relief Indonesia has been transformed into local non-government organization called Yayasan Relief Islam Indonesia (YRII). The objectives of the organization is to contribute to thesocial welfare of the Indonesian and to save lives and alleviate suffering. Through its projects, YRII has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, empowering the capacity and livelihood aswell as providing shelters for people who affected by disasters and climate change, contributing in strengthening food security, improving the nutrition for malnourished


children, and sponsoring orphan children to increase their welfare. The focus geographical areas of YRII are Banten, NTB, Aceh, and Central Sulawesi. Moreover, the temporary office was also established in West Jave since earthquake emergency on the end of December 2022.

B.      PROJECT CONTEXT AND BACKGROUND

The project is about to address the rights of poor people including women to participate meaningfully in the government’s climate change program in NTB province namely Zero Waste and Green NTB program through their participation in agroforestry activities in barren forest and land and in applying circular economy of waste management. To realize this, the project will train the targeted communities on relevant knowledge and skills around climate change, gender, agroforestry, 3R and circular economy, and Syariah microfinance. To equip their skill, we will engage them in the pilot as part of incubation process, so when they acquire certain capacities, they will be provided with microfinance support so that they can run their own agroforestry and circular economy activities in sustainable manner.

 

The project will have specific target to achieve, namely the communities especially women impacted by climate change will have increased their income, reduce exposure to climate hazard and reduced gender-based violence. In order to make this achievement to be sustainable and can be felt by other communities in the entire province, the project set up another target in policy level namely pro-poor and gender sensitive low carbon development and climate resilience policy and program in NTB province is resulted and effectively applied. The project has been implemented in North, Central and West Lombok District, West Nusa Tenggara Province, for a period of 2 years started from January 2022 to December 2023. In the remaining month of project implementation period, this project will end in May 2024. Therefore, an evaluation study is required to be conducted to evaluate the project implementation and measure whether the output and target have been achieved.

 

The project is expected to achieve the following two outcomes of the project within its duration of 24 months:

The purpose of the study of project endline and evaluation is to document and inform the stakeholders (donors, partners and beneficiaries) of the project’s relevance, effectiveness, sustainability, the potential impact and results in relation to project outcomes and the lessons learned, disaggregated per type of beneficiary (men, women, youth). The end of project evaluation shall relate largely to the baseline evaluation to allow measuring progress and the contribution of the project.

 

C.      OBJECTIVE

The project endline and evaluation will cover the entire FOMA-PRO project duration, from May 2022 to May 2024. The overall objective of the study is to assess the impacts and results of the project on targeted beneficiaries and provide stakeholders with information on the performance of the projectfrom beginning to end, document important lessons learned and provide practical recommendations for promising practice that can be replicated into other project that have similarinterventions- the project end evaluation will seek to understand the relevance, efficiency, effectiveness, impact and as well as the achievement of the project.

 

The evaluation should provide assessment against project aims, the project objectives and results based on the Project logical-model and the proposed intervention. The evaluation objectives are consisting:

a)     To assess the relevance/appropriateness of the theory of change of the project: Is the projectaddressing urgent needs and were suited to the priorities of the beneficiaries that will makea difference to the lives of the most vulnerable communities in terms of access tosustainable livelihood and production

b)     Assess the efficiency: The evaluator will assess whether activities of the project were cost- efficient, were achieved on time and whether they were implemented in the most efficient way compared to alternatives or not.

c)     Assess the effectiveness of activities and achievement of targets/outcomes

d)     Assess the project’s achievements in relation to the project’s objectives and intended results stated in the project document, logical framework and project implementation plan.


e)     Evaluate the impact/change on the intended beneficiaries and how the project has contributed to these changes, Assess the extent to which project outcomes will be sustainedbeyond the life of the project.

f)      Lesson learnt: Identify the key lesson learned and the promising practice that can be replicated in other projects that have similar interventions.

g)     To deliberate on opportunities to improve and inform the design of climate change intervention as part of Islamic Relief’s initiative (provide recommendations on Islamic Relief’s climate change programming)

 

Relevance

·        Investigate and make conclusions on the appropriateness of project concept to the problems it was supposed to address taking into account the prevailing social and economic context of project location

·        Review the complementarity of the project with other interventions particularly how this project has contributed to the reduction of vulnerability through the provision sustainable livelihood and capacity building on adapting and mitigating with climate change

·        Review the project design including the risks and assumptions

and their impact on the project.

Efficiency

·        Assess how well the project activities transferred the available resources into the intended results in terms of quantity, quality and time.

·        Assess how the project strategy used induced sustainable change, particularly in regard to working with Local government and community participatory processes.

·        Assess how inputs and means have been converted into activities and the quality of the results achieved.

·        Analyze the efficiency of the project implementation and monitoring at result level using the indicators of the log frame and the proposed timetable.

·        Assess the level of collaboration with other agencies and the various project stakeholders.

·        Verify the appropriateness of the project implementation approach and the innovativeness and response by project management to bring changes to the social environment in which the project operates.

Effectiveness

·        Measure the extent to which the project achieved its outcomes and purpose using the OVIs column of the Logical Framework

·        Assess whether planned benefits have been delivered and received as perceived by project management and target groups and will continue towards the intended purpose.

·        Analyse the effectiveness of project strategies and capacity building efforts to determine if they are sustainable.


 

 

·        Determine the progress made in achieving results of the project at all levels.

·        Assess the quality of operational work planning, budgeting and how the project managed the originally identified risks and others that may not have been foreseen.

·        Assess the quality of reporting.

·        Check if the assumptions were correct and if it not how this has

affected the project achievements

Impact

·        Analys whether the project has made milestones that will contribute to the sustainable development goal of sustainably improving access to basic needs by vulnerable communities and other disadvantaged groups.

·        Determine the impact the project has made on improving living standards to the direct project beneficiaries.

Sustainability

·        Evaluate the stakeholder participation in the management/implementation of the project;

·        Measure the level of local ownership and confirm whether key stakeholders are committed to continue and build on the achievements of the project;

·        Confirm whether the community has the intent and capacity to continue the support activities including financial and technical capacities.

·        Assess if the regional environment, socio-economic, political and cultural factors are conducive to the continuity of the project support activities.

·        Assess to which level sustainability has been considered in planning and execution of activities particularly in respect to institutions, formal and non-formal, as well as technical and cross cutting issues;

·        Validate the exit strategy in place.

·        To enable a possible replication, the evaluator is to check whether the process and lessons learned are being documented appropriately so they can be translated into a methodology which will enable others to replicate the activities more easily

and effective (multiplier effects).

Cross-cutting Issues

·        Particular attention will be given to special needs, vulnerable and marginalized groups, gender, cultural identity, peace building, environment mainstreaming and capacity building in the project.


 

On the basis of the            above- mentioned assessment

·        Measure the extent to which the project is successful in achieving its purpose in the targeted region. Analyse strengths and weaknesses of the project and identify lessons learned.

·        Develop detailed recommendations for how to strengthen: Project management (including monitoring); Implementation (including approaches) and relations with stakeholders in the project area. The recommendations should be placed into the context of how the project should be implemented in order to maximize impact going forward

 

1.            LOCATION AND TARGET

The study will be conducted in the three villages of Kekait in West Lombok, Montong Ajan in Central Lombok and Tegal Maja in North Lombok District.

 

2.            METHODOLOGY

The methodological design of the baseline study will be proposed by the consultant and it should include a combination of quantitative and qualitative research methods such as literature review, data collection and analysis, semi-structured interviews, focus groups discussions, key informant interviews and workshops. The choice of method must take into account the needs and capacities of the different target groups and stakeholders (children, youth, women, community farmers/forestry groups, livestock and waste management related companies, staff of YRII, province and district government representatives, etc.)

 

D.     KEY EVALUATION DELIVERABLE

The key deliverables of this evaluation will include:

 

Output 1: A detailed work plan developed with and approved by YRII, setting out the detailed methodology and deliverables prior to commencing the field visits.

Output 2: The consultant will submit a comprehensive end line evaluation report in both electronic version and signed hard copy. The document should be very precise and address each specific objective.

The selected consultant will submit the following:

Inception report on the execution of the assignment within three days of the commencement of the consultancy; setting out how he/she will approach the assignment, proposed methodology, evaluating team, proposed budget and detailed work plan and data collection tools, including draftsurvey questionnaire for collection of field-level data.

Draft comprehensive end line evaluation report which should include at least the following:

·        Executive summary (2 pages)

·        Background

·        Introduction

·        Purpose and objectives

·        Description of Methodology

·        Analysis and Findings


·        Conclusion and recommendations

Output 3: The consultant will also deliver a high- quality Power-Point presentation to wider audience such as IR staff, project local partners and other stakeholders

Output 4:       Final report, incorporating Project teams’, Programme Manager’s and other

stakeholders’ input, completed after input is received.

The written report will be:

·        Produced in English language and using grammatically correct, clear and concise language.

·        The report format and text shall be in A4 paper size and a legible Times New Roman 12 font size.

·        At least one signed hard copy and one electronic copy by the agreed deadline.

·        Final report; to be produced in the formats and schedules formats stipulated by IRW and inaccordance with IRW consultancy procedures

 

E.      EVALUATION TIMELINE

The consultancy period is expected to run starting from April 2024 – 24th May 2024, starting from the agreement contract sign-off date and ending when the final evaluation study report has been formally approved by YRII.

F.       Qualification and Experience Required

The consultant must demonstrate evidence of high level of research experience especially in conducting baseline study on the issues of climate change. The consultant should possess strong statistical/quantitative and qualitative research skills with excellent writing abilities. An appreciation and understanding of team work are highly required together with a high level of professionalism and ability to meet tight deadlines.

 

The specific required qualifications are below;

 

·        Extensive experience in research work especially in baseline study of climate change issues, having previous climate change research experience in targeted project areas arepreferred;

·        At least a Master’s Degree in environment studies, agriculture, developmental studies,and social science or related field for the lead consultant OR a minimum of Bachelor’sDegree on the relevant academic areas with 7 years of progressive experience in research can be acceptable.

·        Five years demonstrated experience in research in context like Indonesia with sound understanding of cross cutting themes such as child protection, child rights and awareness.

·        Knowledge in Research Methodologies and application of various tools including practical experience in assessments, planning, implementation, monitoring and evaluation of community-based interventions

·        The incumbent should have proven experience of using participatory methods as the means of data collection and analysis.

·        Fluency in spoken and written English, knowledge of local language is an advantage

·        Excellent analytical and report writing skills with skills in using statistical packagessuch as SPSS.


 

 

 

G.     Ethical Consideration

 

The consultant is obliged to respect the following ethical and child protection requirements:

 

·        Fair and inclusive: the consultant should seek the views of various stakeholders: Children with and without disabilities, street children, youth, their families, CSOs, community, partners and government actors and be able to identify and address potential conflict of interest and unequal power relationships. Special efforts should be made to make the research process child-centered and sensitive to gender and inclusion.

·        Conflict of interest: the consultant must demonstrate the necessary independence and declare any conflict of interest and potential biases, including bias towards any of the stakeholders, target groups, types of research methodologies or approach, social, political or religious prejudice.

·        Based on rights and ethics: the consultant must respect the rights and dignity of participants as well as comply with relevant ethical standards and YRII’s Child Protection Policy and Code of Conduct.

·        The research must ensure: appropriate, safe, non-discriminatory participation; a process of free and un-coerced consent and withdrawal and confidentiality and anonymity of participants. The informed consent of each person (including children) participating in data collection should be documented.
