Project Description
Resonance is seeking candidates to serve as the Procurement Specialist to assist Operations Team in implementing the USAID/Indonesia Ber-IKAN Activity, a five-year project operating until July 2027. The Collaborative Fisheries Management or "Ber-IKAN" Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:
1. Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.
2. Strengthened small-scale fisheries governance.
3. Increased government and market-based incentives for sustainable seafood products.
4. Improved protection of ETP marine species affected by fishing practices.
RESPONSIBILITIES/ESSENTIAL FUNCTIONS
Objective
The Procurement Specialist will be responsible for maintaining daily operations of the USAID Ber-IKAN project. He/She will mainly assist the Operations and Finance Director and work closely with Office Manager, Administrative Assistant, Program Support Assistant, Finance Department, as well as HR and Operations Officer to ensure all administrative and event's financial tasks are completed and met with Resonance and USAID regulation and policy.
Activity Description
This position will support USAID Ber-IKAN program related with Operations with a range of tasks including but not limited to:
· Conduct procurement of goods and services for the USAID Ber-IKAN activity.
· Oversee solicitations, bids and proposals, and quotes from vendors in adherence with policies & approved requisitions that have been compiled by Admin Assistant.
· Conduct price/cost/reasonability analyses, create and maintain transparent selection memos documenting the procurement process for any services or goods provided.
· Conduct thorough market research efforts to identify and qualify potential suppliers (and products/services).
· Monitor, track and expedite all project procurement activities and delivery status of goods/services.
· Ensure that beneficial, ethical, and open supplier relationships are created and maintained according to procurement policies.
· Maintain procurement file system in Resonance's SharePoint system.
· Ensure compliance with U.S. government regulations, Resonance's corporate policies, and the laws of Indonesia.
· Assist and collaborate in external or internal audits as necessary.
· Train other USAID Ber-IKAN staff as needed in compliance with Resonance and USAID procurement requirements, as necessary.
· Ensure Resonance/USAID and US FAR policies, and procedures are followed and enforced.
· In case of the lack of operations staff to administer events, he/she will assist, and work with technical team to assist in preparation of events operations including meeting materials, data collection, and participants confirmation.
· Undertake other assignments consistent with the above that may be given from time to time.
QUALIFICATIONS:
The USAID Ber-IKAN is seeking an individual staff, which can demonstrate:
· Minimum Bachelor or equivalent experience
· Experience with USAID policy and regulations.
· Ability to manage and prioritize multiple concurrent bids.
· A positive and a can-do attitude, willingness to learn, and ability to adapt to changing priorities.
· Proficiency of Microsoft Office (Word, Excel, Power Point).
· Ability to apply laws, regulations and instructions and interpret Resonance and USAID policy.
· Must also have the ability to work effectively in a fast-paced environment
BASE OF OPERATIONS:
The location for this position is Jakarta, Indonesia with potential travel to USAID Ber-IKAN working areas.
REPORTING:
The Procurement Specialist will report to the Operations and Finance Director.
