Project Description: The "Preventing and reducing tobacco use among Indonesian teens" project in Jakarta Province is a project funded by the Bill & Melinda Gates Foundation. It is designed to reduce teens boys (age 13–19) tobacco use through social marketing aimed at making tobacco less appealing. As teens are the targeted audience for the project, we have strong commitment to Safeguarding and Meaningful Youth Participation.
We are currently seeking a motivated and qualified candidate as a long-term consultant for the position of Youth Engagement and Safeguarding Consultant based in Jakarta. The consultant will support the project team in the implementation of project especially for safeguarding and youth engagement activities and liaise with teens and their parents or guardian.
Position Overview: The overall responsibility of the Youth Engagement and Safeguarding Consultant will take lead responsibility for safeguarding and child/teens protection. This position reports to the Executive Director and coordinates closely with the project team and Brand Coordinators.
Key Responsibilities will include but not limited to:
1. Respond appropriately to disclosures or concerns which relate to the well-being of teens and provide alerts to the organization when these happen.
2. Maintain accurate, confidential and up-to-date documentation on all cases of safeguarding and teens protection and provide reports where required.
3. Conduct risk assessments and develop safeguarding measures to protect the rights and safety of teens involved in the project. This includes identifying potential risks, establishing protocols for reporting concerns, and ensuring compliance with relevant legal, ethical standards, and Jalin Foundation safeguarding policy.
4. Design and implement strategies to effectively engage teens in various project initiatives and activities. This involves understanding the audience's needs, interests and concerns, and creating a platform for their meaningful participation.
5. Contribute to the review and implementation of policies and guidelines regarding the involvement and protection of teens in organizations and projects.
6. Collaborate with project teams to monitor the effectiveness of teens engagement initiatives and safeguarding measures through regular assessments and evaluations. This involves gathering feedback from teens, and stakeholders and making adjustments where necessary.
7. Work directly with teens in need and their families in the community in order to promote, strengthen and develop the potential of parents/guardian to support teens in order to prevent them suffering significant harm or becoming looked after.
8. Contribute to professional assessments of need and risk in respect of parents and guardian using the Local Authority procedures for teens in need and significant harm.
9. Coordinate the multi-agency approach to prevent and address teens protection issues and in need during the event.
10. Maintain confidentiality at all times, and ensure appropriate confidentiality is maintained by all staff during safeguarding processes.
11. Expanding the network of Jalin Foundation among youth coalition supporters, youth groups, and relevant youth organizations for the Tobacco Control project to spread key campaign messages and engage young people meaningfully in the project.
12. Ensuring adherence to ethical principles and professional standards in all aspects of work, especially concerning the confidentiality, dignity, and rights of teens and young people. This includes promoting a culture of respect, inclusivity, and accountability within the organization or project.
Qualifications:
1. Bachelor degree in a relevant field (e.g., public health, behavior science, communication, management, psychology, social science, or another relevant field).
2. At least five years prior experience in similar role in the field of Child Protection and Youth Engagement.
3. Demonstrated understanding on teens and youth-led initiatives, and teens and youth sensitive monitoring and evaluation.
4. Excellent communication skills, with the ability to communicate effectively with project staff , targeted audience, and related stakeholders at all levels.
5. Excellent interpersonal skills and solution focused approach to professional relationships.
6. Strong listening skills and the ability to deal with sensitive situations with integrity.
7. Ability to consult and negotiate with external agencies to reach the best outcomes for teens and young people.
8. Have an in-depth understanding of child protection and safeguarding legislation.
9. Have the confidence and good judgment to manage situations relating to the behaviour of others towards a teen and a commitment to safeguarding and promoting the welfare of young people.
10. Experience of planning and coordinating meeting in a time-pressured environment.
11. Good network with youth groups, youth-led organization, and youth community in Indonesia.
12. Excellent understanding of the practicalities of designing, implementing, and evaluating high quality programmes that promote meaningful teens and youth participation.
13. Strong team work.
14. Facilitation and training skills for teens and young people.
15. Excellent oral and written communication skills in English and Indonesia.
