GIZ International Services (InS) is currently implementing the EU funded project "Enhanced Regional EU-ASEAN Dialogue Instrument".
E-READI's objective is to support ASEAN integration aiming at poverty reduction through inclusive and sustainable growth. By achieving its integration goal, the citizens of ASEAN Member States shall benefit from stronger, more equitable and sustainable economic growth, and enhanced social opportunities. The facility's purpose is to support the implementation of the ASEAN Community blueprints and subsequent plans, drawing on European experience and know-how through sectoral policy dialogues (at all levels and including democratic institutions and civil society), supporting thus the policy development processes in areas of joint interest, and provide capacity building covering the three ASEAN Community Pillars (Security and Political, Economic Integration, and Socio-Cultural).
GIZ is seeking one qualified Indonesian candidate for the following position:
In your role you are responsible for the technical, substantive and organisational implementation of a project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to col- leagues in bands 2 and 3, and ensure the quality of the commission's outcomes.
In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.
You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.
In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.
In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You re- solve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.
You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.
- Assists the implementation of the E-READI portfolio referred to the ASEAN Economic Community (AEC) with reports and other assignments, performing a variety of analytical functions and communications activities which demand knowledge of ASEAN members' national and regional policies, procedures and technical processes. Organise and participate in meetings and events (in person, hybrid, and virtual) and prepare minutes and other reports, as requested.
- Evaluate the accuracy of the logical framework and, if needed, propose adjustments. Map project indicators referred to the specific and overall objectives, and to the outputs and out-comes.
- Develop and apply activity-level tools for monitoring the E-READI project including collecting, collating, and streamlining quantitative and qualitative data for relevant indicators pre-scribed in the measurement system. Monitor relevance and sustainability of the results, outputs and outcomes to assess E-READI efficiency and effectiveness.
- Improve data accuracy and reliability through close collaboration with E-READI stakeholders and direct interaction, such as on-site interviews during workshops/events. Gather inputs, validate findings, collect success stories, and incorporate feedback into the final de-sign and implementation of the measurement system.
- Conduct research and collect specialised data from multiple sources and contribute to the design of ToR, for the activities of the NKE, including missions and other field activities related to the project.
- Maintain regular contact and communications with project counterparts, relevant organisations, NKE and other stakeholders to improve and maintain good working relationships.
- Manage the platform component of events, including invitations; registrations of participants; exchanges via Teams, Zoom, Webex; and the use of Slido etc.
- Carry out any other duties within the job's scope, spirit and purpose as requested by the Team Leader and/or Key Experts.
- Relevant bachelor's degree, preferably in international relations, development, social science, economy, labour and employment, public policy, or a related field of study.
- Four (4) years of working experience in the field of international cooperation and development sector can be considered in lieu of a relevant university degree.
- At least four (4) years of professional experience in the international cooperation and development sector;
- A good understanding of ASEAN policy agendas and priorities, and familiarity with ASEAN regional mechanisms and relevant stakeholders would be an asset.
- Prior experience in overseeing project activities and portfolios, as well as data collection, monitoring, or related fields, is preferred.
- Proficiency in data collection, analysis and visualisation tools and software such as Microsoft Excel, Microsoft PowerBI, or other various forms of online forms and survey tools.
- Strong analytical and problem-solving skills with the ability to interpret complex data sets and the ability to develop strategic recommendations based on the result is desired.
- Proficient in using and managing various online communication tools such as Zoom, MS Teams, Webex as well as standard MS Office suit.
- Good verbal and written command of English is essential, including good presentation.
- Ability to deliver quality output on time while working under tight deadlines;
- Cultural, gender, religion, race, nationality and age sensitivity and adaptability;
- Knowledge of EU service contract reporting requirements and EU monitoring frameworks such as the logical framework approach is preferred.
