Deputy Team Leader – Promoting Advancement of Women in Indonesia's Infrastructure Sector (PAVE)
Program Background
Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Australia and Government of Indonesia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning.
Through its work with central and sub-national governments, KIAT is working towards 5 End-of-Facility Outcomes (EOFOs):
- Improved policies and regulations for infrastructure development
- High quality projects prepared for financing by GOI, MDBs or the private sector
- High quality infrastructure delivery, management, and maintenance by GOI
- Infrastructure policies, design and delivery are more inclusive for women and people with disabilities
- Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure
The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); Climate Change; and Infrastructure Funding and Financing (IFF).

The Role
As part of its GEDSI work, KIAT has designed a new Activity Promoting the Advancement of Women in Indonesia's Infrastructure Sector (PAVE). PAVE will work to improve opportunities for women in infrastructure to move into – and remain in – leadership and management roles. This will be achieved through two main components of work.
The first component will expand and strengthen networks and mentoring for women engineers to support their career progression. This first component also aims to support the role of women's associations that support women in infrastructure namely, Forum Perempuan Insinyur - Persatuan Insinyur Indonesia/PII (FPI-PII) and Indonesia's branch of the Society of Women Engineers (SWE Jakarta) and the Community of Women in State-Owned Enterprises, (Srikandi BUMN). This component will also examine the possibility to engage strategically with the Ministry of Public Works and Housing women's community (Srikandi PUPR) comprising women at the Echelon 1 and 2 levels.
The second component has two parts. First, to work directly with one or two motivated infrastructure companies (private sector, public and/or state-owned enterprises). PAVE will support their efforts to review and improve programs, policies and support for women to take up, and remain in, leadership roles. Second, this component will engage with the MPWH's Bureau of Personnel Organisation and Procedure as well as continued engagement with the Budget Planning and International Cooperation Bureau (BPAKLN) to support their efforts to improve support and professional development for female staff.
The Deputy Team Leader (DTL) role will provide strong technical support to the delivery of PAVE with a focus on delivery of Component 2 and oversight to the smooth functioning of activity and administrative management across PAVE. The Deputy Team Leader supports the Team Leader and engages closely with the KIAT GEDSI Coordinator for PAVE as KIAT's focal point for PAVE's administrative aspects and facilitating effective regular communication within the team and across KIAT.

About You
Essential
- Postgraduate degree (or a combination of undergraduate and relevant work experience) in a relevant discipline.
- At least 10 years of experience in senior level program management roles including related to working with the private sector, working on issues related to workplace gender equality, public sector reform, organisational management and strengthening etc.
- Knowledge and experience of Australian Government (specifically DFAT) policies and procedures is an advantage on: financial management; human resource and personnel management; procurement and contracting reporting requirements; grants management; fraud and risk management; child protection and safeguards.
- Proven experience oversighting the development and implementation of complex workplans and budgets.
- Proven experience in managing and empowering diverse teams and a high degree of cultural competency and sensitivity.
- Partnership and stakeholder management skills of a high order
- Verbal and written Indonesian and English communications skills of a high order
- Previous experience in GEDSI and infrastructure-related work will be highly regarded.

Remuneration
Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
