Since March 2018 Project HOPE has been registered as Yayasan Project HOPE in Indonesia. Yayasan Project HOPE (YPH) manages several programs in the areas of Infection Diseases, Tuberculosis Laboratory Strengthening, Maternal Neonatal Health, COVID-19 Emergency Response and Mental Health. It is also establishing an emergency response hub to strengthen emergency response operating systems in Indonesia and Southeast Asia.
Profile of USAID Prevent TB Project
Prevent TB is a five-year USAID funded project to Support for Public Education and Communication to Tuberculosis Preventive Treatment (TPT) Acceleration that is implemented by YPH. This program will use evidence-based health communication program implemented to improve the coverage and outcome of TPT among eligible sub-population in six target provinces with the highest number of estimated TB latent cases (Jakarta, Banten, West Java, and East Java).
Position Summary
The position is one of the key personnel for USAID Prevent TB Project. The MERL Advisor will work closely with the COP and other key personnel to develop and implement monitoring and evaluation mechanisms to ensure effectiveness of the projects including any necessary improvement, conduct in-depth assessment, research in certain topics, baseline, data analysis, data reporting, and outcome evaluations.
Responsibilities
Main responsibilities include, but are not limited to:
1. Ensure the M&E procedures are well-integrated with donors and adheres to organizational standards, evaluate, and recommend further improvement of the logical framework and learning journey;
2. Assist COP in the preparation of reports on the findings and lessons learned from project implementations, conduct data-driven experiments while working in an agile environment, collaborate across teams and sub-partners to develop solutions that have a measurable impact on the program, or learning, prepare and develop the annual impact report;
3. Coordinate all M&E capacity-building activities with staff and communicate insights to key stakeholders and manage data collection and maintain databases;
4. Lead for all studies, communication exposure and adoption of practices assessment, rapid cost effectiveness analysis, and other research related activities;
5. Develop the AMEL Plan and the M&E framework;
6. Operationalize M&E plan including data collection tools, visualization dashboards;
7. Analyses MERL data for program feedback and reporting;
8. Support the development of the formative research and utilizing results for campaign;
9. Collaborate with Project HOPE (USA) on project monitoring on data collection forms and data use including maps, charts, pivot tables and dashboards for decision making, as per necessary;
10. Responsible for making available the regular reports and manuscripts (includes scientific writing) presentations, posters, blogs, and other products, using writing that is accurate, clear with logical flow, and appropriate for different audiences that use project data;
11. Assist the COP and Senior Health Communication Specialist to implement the communication exposure and applied practice study to track the percent of people exposed by the TPT communication campaign;
12. Assist the Senior Health Communication Specialist to develop the rapid feedback mechanisms for TPT Communication. The feedback from officials, LTB cases and providers on TPT communications;
13. Disseminate reports in policy briefs, abstracts, and presentations;
14. Collaborate with partners on project related research;
15. Assist the COP and Senior Health Communication Specialist on the study design for the impact generation.
Qualifications
1. Master's degree in the field of biostatistics, mathematics or engineering, data science or other related fields.
2. More than 7 (seven) years of major health program/project management.
3. Prior experience on major program MEAL activities, potentially from those having experience with USAID MERL.
4. Minimum 5 (five) year working experience working with non-government organizations, donor projects and/or development partners.
5. Demonstrated experience on evidence generation, social science research, knowledge management and evidence-based advocacies.
6. Technical knowledge of USAID's program cycle and CLA approach to adaptive management, tracking and measuring health communications work and concepts
7. Excellent verbal, written, interpersonal, and presentation skills in English and Bahasa Indonesia.
8. Ability to coach, mentor and develop capacity of the staff.
9. Ability to interact with donors, partners, and other key stakeholders especially in the aspects of program management and tuberculosis programming.
10. Computer proficiency should include Word, Excel, and other general experience with presentation, statistical analysis software, DHIS-2 and Tuberculosis information system.
