We're looking for District Coordinators based in Surabaya Municipality, East Java Province, who will work under the "PHC Transformation Cadre Integration Project". The project is designed to take a gender-intentional approach to designing digital support tools and a telehealth prototype connecting community clients, cadres and Puskesmas in recognition of the differences between women and men cadres in digital tool literacy, smartphone ownership, and preferences regarding digital technologies, as well as client preferences regarding online and in-person case management and screening that may differ by gender identity.

Responsibilities

  • Proactively oversee, coordinate, implement and monitor the district project implementation in close coordination with the Project Coordinator and related National Officers, including holding weekly meetings and documenting their progress against set deliverables. Provide feedback on this progress as part of weekly project updates.
  • Facilitate the development of district quarterly project work plans and coordinate with the Project Coordinator and senior advisors in developing the quarterly budget for district activities.
  • Share weekly progress updates with the Project Coordinator, officers and senior advisors at the national level.
  • Oversee the implementation of the design and evaluation of the community PHC transformation model implemented through this project.
  • Partner closely with the Provincial Health Office, District Health Office, and other related government offices in implementing and monitoring the project.
  • Represent the project by attending regular PHC-related meetings and taking and sharing notes on key outcomes with the Project Coordinator and senior management team.
  • Prepare project technical documents, presentations, and reports.
  • Anticipate and flag any potential challenges to project implementation and inform the Project Coordinator, officers and senior advisors at the national level well in advance.
  • Facilitate annual review and planning workshops/meetings with project partners.
  • Actively participate in project results dissemination through meetings, conferences, webinars, roundtables, publications, etc.
  • Coordinate with the district-level Monitoring Evaluation & Learning Officer, Program Officer and Finance/Administrative Officer on project district-level activities and data analysis.
  • Support the district project team in developing terms of reference, scopes of work, and other technical documents.
  • Contribute to donor reports/presentations. 
  • Contribute to the development of the project work plan and project budget.
  • Perform other tasks as required.

Technical Qualifications

  • Master/bachelor's degree with a minimum of five years of job-related experience in public health, health sciences, medicine, and gender
  • Strong understanding of the primary health care health system in Indonesia, including knowledge of the community health system
  • General understanding of the budget planning process of the local government
  • General understanding of the advocacy process through the Provincial Health Office, District Health Office, Primary Health Care, and local government with a good understanding of the local context
  • Demonstrated leadership, project implementation, and management skills across effective implementation approaches.
  • Experience working with various PHC stakeholders in Indonesia, including government, local partners, donors and CSOs.
  • Excellent organizational skills and ability to successfully manage competing priorities and meet deadlines.
  • Capacity to work independently and collaboratively in a teamwork environment with solid interpersonal and verbal communication skills.
  • Field-oriented and comfortable with a team approach to programming
  • Excellent judgment, strategic thinking, and strong initiative
  • English language fluency required.
  • Solid knowledge of Microsoft Office Suite (Excel, Word, PowerPoint, Outlook)
  • Candidate domicile in Surabaya is preferable.

Currently, we are seeking a Monitoring, Evaluation & Learning (MEL) Specialist to help project implementation in IFES Indonesia's office.

 

Primary Responsibilities: Under the supervision of the Country Director and in close coordination with IFES Indonesia team, the Monitoring, Evaluation & Learning (MEL) Specialist will provide monitoring and evaluation (M&E) support for IFES Indonesia's programs and its subaward partners.

 

Scope of Work:

·        Support program team to collect, record, verify and evaluate data on program activities and ensure that necessary data is being collected for project indicators;

  • Support the collection of qualitative and quantitative data including special events, roundtables, focus group discussions, key informant interviews and case studies;
  • Liaise with IFES' M&E team, program team and IFES Indonesia's subaward partners on project progress, reporting, indicators and data collection;
  • Serve as M&E resource for program team and subaward partners; 
  • Help maintain new and existing data collection and tracking tools;
  • Contribute to briefing notes and program reports as requested;
  • Manage day-to-day project activities in an efficient and effective manner;
  • Travel as necessary to support IFES' and/or subaward partners' M&E efforts;
  • Provide any other relevant support as requested.

 

Requirements:

  • At least 6 years or comparable experience working in an international environment, ideally in a monitoring and evaluation role and on democracy or election programs;
  • A university degree in statistics, international development, political science, or related field.
  • Experience in contributing in the drafting or producing of reports for donors in English
  • Fluency in English and Indonesian Bahasa both written and oral;
  • A high level of self-motivation and ability to work autonomously within a fast-paced environment;
  • Demonstrated experience conducting focus groups or interviews for M&E purposes;
  • Strong analytical skills;
  • Ability to take initiative and work within tight deadlines;
  • Basic computer skills (Microsoft Office Programs, Excel, Internet) are required;
  • Experience with data collection tools, graphs and tables is preferred;

MSH started working in Indonesia in 1980 with a focus on improving child health, decentralizing health services, expanding access to care and treatment for TB, and strengthening pharmaceutical management. In 2023, MSH was awarded the five-year USAID BEBAS-TB activity to reduce TB incidence and mortality by addressing critical gaps and challenges in the TB program. This activity builds on the work of previous USAID projects and aims to improve access and utilization of quality and patient-centered comprehensive TB services. To achieve the objectives, MSH is looking for Consultant with roles as Data Analyst.

While improving TB screening, diagnosis and notification are critical steps, ensuring everyone diagnosed receives appropriate and timely treatment is very important. The gap between notification and treatment could arise due to different reasons in service delivery, access and barriers to care, and issues in the health systems including sources, quality and completeness of data. An assessment to better understand the root causes and mitigating them would be urgently needed. Therefore, this assessment aims to examine the process, barriers, and good practices in treatment initiation including the vertical and horizontal referrals between healthcare facilities.

 

The assessment approach could be streamlined balancing scientific rigor and pragmatic and time needed.

The assessment would use both qualitative and quantitative approaches. These include desk reviews at the beginning of the assessment, development of a data collection tool/questionnaires, plan for data collection including site visits and data analysis.

 

Overall Responsibilities

  • Work in close collaboration with Public Health Expert to ensure all the tasks for DS-TB enrolment gap assessment are done on time.
  • Collect, process, and analyse TB data related to DS-TB enrolment gap assessment.
  • Provide TB data analysis result regarding Desk Review Report.
  • Provide preliminary and final report on data analysis results (inc. present the result with graph and analytical interpretation, detailed analysis also provided in report).
  • Participate in meetings and regular communication with NTP and USAID-BEBAS TB.

 

Qualifications:

Education:

Bachelor’s or master’s degree in public health (epidemiology and biostatistics preferred)

 

Experience:

a.     Relevant experience (at least 3-5 years) in TB control programs, or public health research.

b.     Proficiency in data analysis software (e.g., SPSS) and qualitative analysis tools (e.g., NVivo).

Program Adaptasi Perubahan Iklim Pekalongan adalah kolaborasi antara KEMITRAAN dan Pemerintah Kota Pekalongan yang telah berjalan sejak Juli 2021. Konsultant Asistensi Teknis dan Monitoring dan Evaluasi (Monev) Program Penyaluran Dana FCPF di Kalimantan Timur

A.      Latar Belakang

Provinsi Kalimantan Timur terpilih sebagai penerima Dana Forest Carbon Partnership Facility Carbon Fund (FCPF-CF) yang dikelola oleh World Bank. Program ini adalah skema pembayaran berbasis kinerja (Result-Based Payment) atas kinerja pengurangan emisi di sektor hutan dan gambut. Pemerintah Indonesia telah menerima pembayaran pertama dari World Bank pada tahun 2022, dan dana tersebut dikelola oleh Badan Pengelola Dana Lingkungan Hidup (BPDLH). Untuk memastikan penyaluran dana yang efektif, diperlukan kegiatan Asistensi Teknis dan Monitoring dan Evaluasi (Monev).

B.       Tujuan

1.      Menyediakan dukungan asistensi teknis kepada pelaksana program dalam pelaksanaan musyawarah, asistensi proposal, dan monitoring program penyaluran dana karbon FCPF.

2.      Menyelenggarakan kegiatan Monev untuk memetakan dampak intervensi dan mengukur tingkat kontribusinya.

3.      Mengidentifikasi faktor pendukung dan penghambat, serta pembelajaran terkait efektivitas capaian program.

C.      Keluaran

1.        Pelaksanaan kegiatan asistensi teknis.

2.        Laporan Monitoring dan Evaluasi reguler.

3.        Laporan menyeluruh mencakup aspek teknis pelaksanaan kegiatan.

4.        Penyusunan capaian utama, kendala, dan pelajaran yang didiseminasikan kepada pihak terkait.

D.      Sasaran

Kegiatan ini melibatkan berbagai pihak seperti KLHK, BPDLH, Pemerintah Provinsi, Pemerintah Kabupaten, tim pelaksana program, mitra pembangunan, dan perwakilan penerima manfaat di Provinsi Kalimantan Timur.

 

E.     Metodologi

Menggunakan pendekatan partisipatif, kolaboratif, dan inklusif dengan metode pendampingan, survei, studi dokumen sekunder, in-depth interview, dan FGD.

 

F.       Lingkup Kerja

1.        Membangun metodologi, strategi, kerangka kerja, dan rencana kerja asistensi teknis.

2.        Membangun kerangka metodologi monitoring evaluasi dan instrumen pengumpulan data.

3.        Mengusulkan sampel desa dan daftar responden yang disepakati oleh PIU FCPF-CF KEMITRAAN.

4.        Mengumpulkan data lapangan dan mengusulkan kerangka analisa serta format laporan.

 

G.      Lokasi Kegiatan

Kegiatan akan dilaksanakan di Samarinda atau lokasi lain di Provinsi Kalimantan Timur.

H.      Durasi dan Waktu Kegiatan

Pelaksanaan selama 7 bulan

 

I.         Kompetensi

1.        Memahami kebijakan terkait perubahan iklim, REDD+, dan skema result-based payment.

2.        Berpengalaman dalam pendampingan teknis, monitoring, dan evaluasi program pembangunan.

3.        Penguasaan metodologi pendampingan teknis dan monitoring evaluasi.

4.        Kemampuan fasilitasi, analisa, komunikasi, dan menjalankan safeguard dengan baik.

5.        Pendidikan minimal Master degree dengan pengalaman 7 tahun di bidang terkait.

J.        Budget

Pendanaan maksimal sebesar Rp 857 juta.

 

K.      Persyaratan Administrasi:

  1. Proposal Teknis dan Finansial:
    • Detail metodologi dan pendekatan yang akan digunakan.
    • Rincian anggaran yang diajukan.
    • Timeline kegiatan.
  2. Dokumen Legalitas:
    • Akta Pendirian Lembaga/Konsultan.
    • NPWP dan surat keterangan domisili.
    • Bukti Potong Pajak
    • NIB/SIUP atau surat izin usaha yang relevan.
    • Surat Keterangan Terdaftar AHU
    • Sertifikasi formal maupun non formal pekerjaan terkait
  3. Profil Lembaga/Konsultan:
    • Portofolio dan pengalaman lembaga/konsultan.
    • CV dari tim yang terlibat, terutama Team Leader.
  4. Rekomendasi dan Referensi:
    • Surat rekomendasi dari institusi sebelumnya yang pernah bekerja sama.
    • Daftar klien dan proyek yang relevan 3 tahun terakhir.
