MEL Manager – Promoting Advancement of Women in Indonesia's Infrastructure Sector (PAVE)

 

Program Background

Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Australia and Government of Indonesia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning. 

  

Through its work with central and sub-national governments, KIAT is working towards 5 End-of-Facility Outcomes (EOFOs): 

  1. Improved policies and regulations for infrastructure development
  2. High quality projects prepared for financing by GOI, MDBs or the private sector
  3. High quality infrastructure delivery, management, and maintenance by GOI 
  4. Infrastructure policies, design and delivery are more inclusive for women and people with disabilities 
  5. Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure 

The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); Climate Change; and Infrastructure Funding and Financing (IFF).

The Role

The MEL Manager role entails providing technical capacities of all monitoring and evaluation (M&E) aspects of PAVE. This includes developing and implementing a robust M&E framework, conducting impact assessments to gauge the activities' effectiveness in promoting women's leadership in infrastructure sector, managing research/review endeavors to uncover advancement barriers and opportunities, facilitating knowledge-sharing to drive continuous improvement, providing technical support to the team and partners, ensuring data quality, aligning activities with program priorities through stakeholder collaboration, and delivering timely M&E reports with actionable recommendations for activity enhancement and sustainability.

About You

Essential

  • Relevant academic qualifications  (research and methodological experience encouraged).
  • At least 5-8 years' experience in MEL role  including in developing and modifying M&E tools, qualitative data collection and analysis, and database management skills and experience.
  • Ability to manage competing tasks, work independently and meet tight deadlines.
  • Exceptional verbal and written communication skills in English and Indonesian.
  • Demonstrated ability to communicate with a wide range of stakeholders from diversebackgrounds.
  • A demonstrated understanding of gender equality, disability and social inclusion in approaches in MEL processes.
  • Experience developing and/or refining program theory, theories of change, and/or program logics

Remuneration

Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
