Program Officer – Infrastructure Funding and Financing
Program Background
Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Australia and Government of Indonesia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning.
Through its work with central and sub-national governments, KIAT is working towards 5 End-of-Facility Outcomes (EOFOs):
- Improved policies and regulations for infrastructure development
- High quality projects prepared for financing by GOI, MDBs or the private sector
- High quality infrastructure delivery, management, and maintenance by GOI
- Infrastructure policies, design and delivery are more inclusive for women and people with disabilities
- Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure
The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); Climate Change; and Infrastructure Funding and Financing (IFF).

The Role
The Program Officer – Infrastructure Funding and Financing (PO-IFF) will assist in the preparation, implementation, and management of activities in the IFF portfolio.

About You
Essential
- Tertiary qualifications (Master's degree preferred) in economics, law, finance, public administration, urban and regional planning, or other relevant discipline from an accredited university.
- At least five years' relevant experience in program, project and / or activity management, including supporting the development of concept notes, terms of references, description of services, and tender documents.
- Knowledge and experience in budgeting and resource allocation systems, processes, and procedures.
- A sound understanding of the project cycle in the infrastructure sector and private sector participation in the planning, preparation, and delivery of infrastructure.
- Experience in working with different levels of government (national, provincial, and local).
- Experience in capacity building and institutional development for public sector counterparts highly desirable.
- Excellent verbal and written communication skills with the ability to communicate with a diverse range of stakeholders from a variety of backgrounds. Fluent English and Bahasa required.
- Experience working with bilateral or multilateral donors, with a strong preference for DFAT-funded programs.
- Ability to complete assigned tasks autonomously to a high standard and in timely fashion. Advanced computer literacy skills within a Microsoft Office environment

Remuneration
Commensurate with level of experience and qualifications for the role. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
