Background and Justification
JSI Research & Training Institute, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. The Country Health Information Systems and Data Use program (CHISU) is a five-year USAID-funded cooperative agreement (2020-2025) led by JSI and focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries' self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.
As USAID's flagship HIS and data project, CHISU's work centers around four strategic objectives:
- Strengthened governance and enabling environment of host-country HIS.
- Increased availability and interoperability of quality health data and information systems.
- Increased demand and use of health data and information to address health priorities, gaps, and challenges.
- Strengthened organizational development of local partners for sustained health data use.
To promote the program sustainability, expand the size of the program and demonstrate the recipient's degree of support for the project, during the program implementation USAID CHISU documenting cost share provided by the government of Indonesia (GoI) and other non-USG Funded development partners supporting our GoI stakeholders with activities that contribute to USAID CHISU objectives. Thus, USAID CHISU is seeking the services of an Operation Support Consultant to document the project's cost share.
Place of Performance: DKI Jakarta
Activity Manager: The Operation Support Consultant reports to Project Officer for CHISU Indonesia.
Purpose and Objectives of the Consultancy:
The position is responsible for providing administration support to document the project's cost share to the implemented activities starting January 2023 up to June 2024. The consultant ensures that the cost share and its processes are managed according to policies and standards. Works closely with Project Officer and Finance Officer for the cost share requirements, calculation and documentation. Operation Support Consultant will work under the leadership of Project Officer to manage cost share.
Activities/Tasks
● Provide support on cost share calculation and documentation as per CHISU requirements and standards for the implemented activities from January 2023 up to June 2024.
● Develop, maintain, and update electronic filing system on cost share.
● Assist Project Officer with regular tasks related to cost share.
● Work closely with the Project Officer and Finance Officer on managing cost share, for example: administering, documenting, verifying, and reporting cost share items.
● Prepare cost share documentation reports and ensure proper backup documentation.
● Prepare summary of cost share.

Qualifications:
● Bachelor's degree in relevant subject, i.e., Accounting, Finance, Business Administration and/or related fields.
● A minimum of 5-year experience in financial management and administration preferably in a non-profit organization.
● Experience in managing cost share is preferred
● Familiarity with USAID's cost share rules and regulations is preferred
● Excellent written and oral communication skills in English and Bahasa Indonesia required
● Familiarity working with Google workspace
● Excellent problem-solving skills and attention to detail.
● Able to work independently and to meet deadlines.
