Project Description 

Resonance is seeking candidates to serve as the MEL/CLA Data Management Officer for the USAID/Indonesia Ber-IKAN Activity, a five-year project operating until July 2027. The Collaborative Fisheries Management or "Ber-IKAN" Activity seeks to advance Indonesia's self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. It contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy, and focuses on the following four main objectives:  

1.   Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.  

2.   Strengthened small-scale fisheries governance.  

3.   Increased government and market-based incentives for sustainable seafood products.   

4.   Improved protection of ETP marine species affected by fishing practices.  

Indonesia's fishery production is still dominated by fishing activities in the sea, whose level of sustainability is largely determined by the existence of fish resources. Although fish resources are recoverable resources, the reality shows that excessive pressure on fishing activities can result in overfishing and will not guarantee the sustainability of the capture fishery business. In order to ensure that fishery production is in accordance with the carrying capacity of existing fish resources, responsible and well-integrated management efforts are needed.

 

Good and responsible fisheries management can be carried out through accurate data and information reporting as a basic component for the preparation of fisheries management policies, one of which is obtained through the Fishing Logbook (Log Book Penangkapan Ikan, or LBPI). The Fishing Logbook is a written daily report of the fishers regarding fishery activities and daily operations of fishing vessels. Through the implementation of the fishing logbook, it is hoped that all fishing operational activities can obtain data and information to be further analyzed and used in planning activities to produce policy recommendations for sustainable fish resource management. Compliance in the implementation of fishing logbooks will have an impact on increasing the accuracy of data and the results of analysis of fishing activities which will affect the conformity of government policies in fisheries management to ensure the sustainability of fish resources and the sustainability of fishing businesses.

 

The fishing logbook has been initiated since 2010 through the Regulation of the Minister of Marine Affairs and Fisheries Number 18/PERMEN-KP/2010 concerning the Fishing Logbook. In order to improve the efficiency of the implementation of LBPI, in 2011 a Fishing Logbook Information System was built which is hereinafter referred to as Sistem Informasi LogBook Penangkapan Ikan (SILOPI), so that fishing ports that receive LBPI forms from skippers no longer need to send them to the Center, they only need to be input through SILOPI. SILOPI began to be tested in 2012 with the priority of the Central Fisheries Port (Unit Pelayanan Teknis, or UPT) to be integrated with SILOPI, so in 2014 the Regulation of the Minister of Marine Affairs and Fisheries Number 48/PERMEN-KP/2014 concerning the Fishing Logbook was stipulated which is an improvement of the previous regulation, in 2021 the issuance of the Regulation of the Minister of Marine Affairs and Fisheries Number 33 of 2021 is a revision of the previous regulation which has currently been amended by the Regulation of the Minister of Marine Affairs and Fisheries Number 28 Year 2023 concerning the Implementation Regulation of Government Regulation Number 11 of 2023 concerning Measured Fishing (Penangkapan Ikan Terukur, or PIT).

 

The implementation of the fishing logbook for all fishing vessels up to 5 GT and above 5 GT is expected so that all fishing operational activities can obtain data and information for further analysis. Regulation of the Minister of Maritime Affairs and Fisheries Number 28 of 2023, article 73 mandates the Directorate General to submit a report on the results of the analysis of fishing logbook data to the Minister every 1 (one) year as a consideration in the preparation of fisheries management policies.

 

In its development, the Directorate General of Capture Fisheries through the Directorate for Fish Resources Management innovated to improve the SILOPI application by developing an electronic fishing logbook application which is hereinafter referred to as the e-Logbook, which is an android-based electronic/digital reporting of catches, filled in independently by the Skipper at the time of departure and arrival and during electronic fishing operations sent to SILOPI which Previously, an inspection had been carried out by Syahbandar/Logbook Officer. The advantages of this e-logbook include (1) being more practical and efficient, (2) not using paper, (3) delivering reports directly from gadgets to SILOPI, and (4) can be input online/offline.

The role of fishing logbook data is to calculate the estimate of the potential of fish resources in Fisheries Management Area (Wilayah Pengelolaan Perikanan Republik Indonesia, or WPPNRI) and be one of the variables in dividing the fishing quota for the province. Article 6 Paragraph (1) in Government Regulation Number 11 of 2023 states that fishing quotas in measured fishing zones are determined in each state fisheries management area of the Republic of Indonesia (WPPNRI) in marine and high sea waters. In addition, fishing logbook data is used in reporting Indonesian tuna data in Regional Fisheries Management Organisation (RFMO).

Given the importance of this role, it is necessary to develop a fishing logbook information system application and update the e-logbook application to obtain increasingly quality data. Therefore, the Directorate of Fish Resources Management in collaboration with USAID Ber-IKAN plans to develop the SILOPI application and logbook application to support the implementation of the measured fishing policy. To support this goal, USAID Ber-IKAN will recruit experts to develop SILOPI and e-Logbook applications.

 

PURPOSE

The purpose of this activity to strengthening the implementation of MMAF fishing logbook through the develop the application of the fishing logbook information system (Sistem Informasi LogBook Penangkapan Ikan, or SILOPI) and the electronic fishing logbook to increase the quantity and quality of the logbook data so that it can be analysed to support the implementation of measurable fishing policies towards sustainable fisheries management. Provide support on all aspects related to data management, analysis, monitoring, evaluation, and reporting for USAID Ber-IKAN.

 

DELIVERABLES AND OUTPUTS

The outputs of this activity are:

1.      SILOPI application and electronic fishing logbook that is updated and can be implemented based on the minimum requirements of data points that have been agreed.

2.      Availability of guidelines for using the SILOPI Application and e-Logbook.

3.      Report on the results of activities according to the implementation stages.

 

SCOPE OF WORK

This activity includes the recruitment process of the Information Technology (IT) team by USAID Ber-IKAN which is united as Short-Term Technical Assistance (STTA). The improvement and development of SILOPI and e-logbook will be carried out for 3 (three) months with consideration of 1 month for reporting and handover of work results. This activity is expected to take place from August to October 2024 with the following process:

1.      Preparations include coordination meetings with the IT Team to equalize the perception of the scope of activities, inventory development needs, and prepare a development implementation schedule.

2.      Implementation of development:

a.      SILOPI Application.

b.      Updating the electronic fishing logbook application.

3.      Testing the results of the development of the SILOPI application and electronic fishing logbook.

4.      Review the results of the development of the SILOPI application and electronic fishing logbook.

5.      Develop of manual modules of the SILOPI application and e-Logbook; and

6.      Documentation, reporting, and handover minutes

Based on the needs of SILOPI development and e-logbook that have been agreed upon together with the Directorate for Fish Resources Management (Direktorat Pengelolaan Sumber Daya Ikan, or Dit. PSDI), USAID Ber-IKAN and input from the KKP programmer team, the following is the scope of development of the SILOPI application and electronic logbook as shown in the following table:

VALIDATION

 

3.1. Validation of the location of the catch with the type of fish caught.

3.2. Validation of Number and type of fish per setting.

3.3. Validation of the number of sea days with the number of sets (setting - hauling) of fishing.

3.4. Validation of Number of fishing rods per set (setting – hauling) (for fishing rod).

3.5. Validation of the Number and type of catch with fishing gear (Alat Penangkapan Ikan, or API).

3.6. Adjustment of criteria and weight of variable values according to the draft of the Technical Instruction.

3.7. The verification process for numbers 1 to 6 was initiated "by system" using AI.

ANALYSIS

 

4.1. Adjustment of arrival trip data based on the year of arrival.

4.2. Standardized grouping of fishing vessel's GT ranges.

4.3. Adjustment of the analysis of the activity of filling in the logbook by comparing it with ship trip data on the sailing approval document.

4.4. GIS-based CPU reporting in a 1x1 degree radius every quarter.

4.5. Creation of a catch aggregation module per month/total effort per month.

QUALIFICATIONS: 

USAID Ber-IKAN is looking for individual consultants who can demonstrate:

·        Bachelor's degree in Informatics/Information Systems.

·        Minimum 10 years of experience in mobile app development.

·        Minimum 10 years of experience in web application development.

·        Minimum 10 years of experience in database development.

·        Have at least 2 mobile applications developed with the Flutter framework and used in KKP (DJPT).

·        Must be evidenced by a reference letter from the employer.
