A.  INTRODUCTION: ABOUT ISLAMIC RELIEF
 
 
Since 2022, Islamic Relief Indonesia has been transformed into a local non- government organization. YRII has objectives to contribute to the social welfare of the Indonesian and to save lives and alleviate suffering. Through its projects, YRII has continuously been providing safe drinking water, improving hygienic sanitation facilities, increasing hygiene awareness, empowering the capacity and livelihood as well as providing shelters for people who affected by disasters and climate change, contributing in strengthening food security, improving the nutrition for malnourished children, and sponsoring orphan children to increase their welfare. The focus geographical areas of YRII are West Nusa Tenggara, Aceh, Banten, West Java and Central Sulawesi. Moreover, the temporary office was also established in West Sulawesi during earthquake emergency on the early of January to July 2021.

B.  PROJECT CONTEX AND BACKGROUND
 
 
Disaster incidents in Indonesia increase every year. Based on the Indonesian Disaster Data and Information (DIBI) National Disaster Management Agency, more than 25,487 disaster events occurred in the period 2015 – 2021. Of this number, 74.10% (78,890) of disaster events were hydrometeorological disasters, and 25.90% (6,604) The incident was a geological disaster. Based on INARISK data, the Multi Hazard Risk Index in Indonesia is in the Medium - High class, with a potential population exposure of 254,154,398 people, potential physical losses of up to 670,151.35 Trillion Rupiah, potential economic losses reaching 431,898.86 Trillion Rupiah, and potential damage The environment reaches 80 million hectares.
  
According to data collected from the Indonesian Ministry of Religion, the number of worship houses in Indonesia  reached  393,711,  comprising  75.57%  of  mosques, 15.97% of Christian churches, 3.54% of Catholic churches, 3.77% of Pura, 0.62% of Vihara, and 0.53% of Confucian worship houses.
 
 
Where these worship houses are scattered almost all over the territory of Indonesia and have multi-hazard potential with middle to high classes, then worshipping houses become one of the assets at disaster prone area. The intensity of risk in worship houses tends to be higher because they are used as a centre of worship as well as a centre of social activities. Therefore, the house of worship is a priority area to build its resilience so that the administrator of the house and its congregation are able to manage the risk of disaster that is around the house, one of which is to initiate the resilience of the disaster in the house of worship.
 
Based on these conditions, in order to contribute to building community resilience, especially around worship houses, we have initiated the Deepening Role of Religious Leaders in Disaster Management, with the aim of increasing public resiliency to disasters in the future through the involvement of religious figures and worshippings in disaster preparedness and mitigation in Central Sulawesi Province and the Special Capitalcity Province of Jakarta in November 2025.
 
The Project will implement several strategies to achieve its goals, as follow:
 
 
1.  Deepening Role Religiouse Leaders with creating a champion of Religious
 
Leaders;
 
2.  Knowledge Management and Community Accessibility;
 
3.  Building disaster-resilient worship house institutions;
 
4.  Developing disaster-resilient worship house institutions;
 
5.  Integration of disaster respons fungction into Wards policies and services.
 
 
In addition to the strategy, in the process of launching this project, a number of stakeholders and non-governmental organisations concerned with disaster management issues have produced four points of key recommendations that can support the implementation of this project. The four recommendations include:
 
1.  It is necessary to identify the spread of worship houses, worshippers' profiles, and the level of disaster risk based on INARISK risk index of disasters;
2.  It is important to develop guidelines to improve the capacity of worship houses and all their elements in building resilience to disaster potential;
3.  It is needed to form a multi-party working group for the entire pentahelix component and to prioritize disaster risk reduction through disaster-resilient Worshipping Houses;
4. It is essential to formulate regulations/policy on disaster-resilient, resilient worship houses.
 
To support one of the program's approaches in line with the first strategy of creating a religious  champion  in  disaster  management  and  to  accommodate  multi-party recommendation number 2, Islamic Relief Indonesia intends to draw up a Technical Guideline for Facilitating Religious Persons in Building Disaster Resilient Worship Houses. The  preparation  of  this  Technical  Guidelines  is  intended  to  provide operational guidance for religious leaders and the learning curriculum to be used by the National Disaster Management Agency (NDMA) Education and Training Centre, the Ministry of Religion Research and Development Agency, and all stakeholders in supporting the capacity of religious persons to create disaster-resistant worship houses.
 
C.  OBJECTIVE
 
 
The objectives of this activity include:
 
 
1.  Provides technical guidelines for facilitators of religious leaders in building resilient in worship houses for 6 religious, as guidelines to facilitators in development of disaster-resilient worship houses;
2.  Provides a curriculum for the training of facilitator for Religious Leaders in the development of disaster-resilient worship houses for 6 religions , as guidance of the NDMA Education and Training Center and the Ministry of Religious Education and Training Centre in supporting the learning process and training of facilitator of Disaster-Resilient Worship House.
 
 
D.  SCOPE OF ACTIVITY
 
 
The scope of the activities to be performed includes:
 
 
1.  Recruitment of consultants development Technical Guidelines for Facilitators of Disaster-Resilient Worship House, as regards the scope of work to be carried out by consultants, among others:
a.  coordinate with the technical team of religious figures and technical team preparation curriculum training facilitator of disaster-resilient worship houses
b.  compile outline of the contents of the technical guidelines for facilitators of Disaster-Resilient Worship Houses;
c.  compilation of the parameters and indicators of disaster-resilient worship houses;
d. facilitate and compile best practice of implementation of Disaster- Resilient Worship House;
e. prepare a draft of the initial technical guide facilitator of Disaster- Resilient Worship Houses;
f.   carry  out  the  consolidation  of  disaster  management  contents  and religious contexts;
 
g.  prepare the draft final technical guide for facilitators of Disaster-Resilient Worship Houses;
 
h. conduct  public  consultations  and  receive  multi-party  technical recommendations on the technical guidance document for facilitors of Disaster-Resilient Worship House.

2.  Estabilishment of the Technical Team of the NDMA educational and training center, and the education and training center of the research and development agency of ministry of religion for the development of the training curiculum document for facilitators of disaster-resilient worship houses. As to the scope of the work to be carried out by the technical team of the disaster-resilient worship hoses training curriculum:
a.  To coordinate with the concultancy team and the technical team of religious leaders in the preparation of technical guidelines for facilitators of disaster-resilient worship houses;
b.  Develop an outline of the curriculum content for training facilitators for disaster-resilient worship houses;
c.  Contribute to developing parameters and indicators for disaster-resilient worship houses;
d.  Integrating  disaster  management  training  curriculum  content  and religious context;
 
e. Integrating content between the training curriculum and technical guidelines for facilitator of disaster-resilient worship houses;
f.   Developing the final draf ton the training curriculum for facilitator of disaster-resilient worship huses;
 
g.  Conduct public concultations and receive multy-party recomendations on the training curriculum document for facilitator of disaster-resilient worship houses;

3.  Formation of the technical team of religious leaders to compile religious content in the technical guidelines for facilitators of disaster-resilient worship houses. The scope of work to be carried out by the technical team of religious figures is as follows:
a.  Coordinating with the concultant team to developing technical guidelines for facilitator of disaster-resilient worship houses and the technical team to developing the training curriculum for facilitator of disaster-resilient worship houses;
b. Contribute to compiling an outline of the contents of the technical guidelines for fasilitators of disaster-resilient worship houses;
c.  Contribute  the  developing  parameters  and  indicators  for  disaster resilient worship houses;
d.  Developing religious content for technical guidelines for facilitators of disaster-resilient worship houses;
 
e.  Integrating disaster management content and religious context
 
4.  Identify good practices for implementing disaster-resilient worship houses from parties who hace experience implementingh disaster-resilient worship houses;
5.  Integrating the context of disaster management and religion in the technical guidelines for facilitators of disaster-resilient worship houses;
6. Substantial integration between the technical guidelines for facilitators of disaster-resilient worship houses and the training curriculum for facilitator of disaster-resilient worship houses;
7.  Conduct public concultantion on document of technical guidelines for facilitator of disaster-resilient worship houses and the training curriculum for facilitator of disaster-resilient worship houses;
8.  Provide final document of technical guidelines for facilitators of disaster-resilient worship houses and training curriculum document for facilitatoof disaster- resilient worship houses.
 
 
E.   LOCATION AND TARGET
 
 
Activities to developing technical guidelines for facilitators of disaster-resilient worship houses and training curriculum for facilitators of disaster-resilient worship houses will be carried out in Jakarta.

The targets to be achived in this activity include:
 
 
1.  Availability of technical guidelines document for facilitators of disaster-resilient worship houses for 6 religions;
2.  Availability of a learning curriculum document for training facilitators of disaster- resilient worship houses for 6 religions.
 
 
F.   METHODS AND STAGES OF IMPLEMENTING ACTIVITY
 
 
Stage developing of technical guidelines for disaster-resilient house of worship facilitators and disaster-resilient house of worship facilitator training curriculum, as follows:
 
1.  Preparatory Stage
 
 
The preparation phase includes the recruitment of consultants, the formation of technical teams from the NDMA Education and Training Center and the Education and Training Center of the Research and Development Agency, the Ministry of Religious Affairs, and religious leaders representing all religions in Indonesia. All of these personnel will be joined in the technical team for the preparation of Technical Guidelines for Disaster Resilient House of Worship Facilitators and Training Curriculum for Disaster Resilient House of Worship Facilitators, with a technical team work period of 3 months.
 
2.  Outline Preparation Stage
 
 
The stages of preparing the outline are carried out by the technical team using the workshop method. The technical team will also accommodate good practices in the implementation of the disaster-resilient house of worship program as input into technical guidelines and learning curriculum. The target achievement of this stage is the availability of an outline of the facilitator technical guidelines document, an outline of the facilitator training curriculum document, and a religious content outline.
 
3.  Documents Drafting Stage

The stages of preparing the draft facilitator technical guidelines document and facilitator training curriculum document are followed up after the preparation of the outline of the two documents. Each technical team will draft the contents of both documents. The target achievement of this activity is the availability of draft documents containing disaster management materials, religious materials in the context of disaster management, and draft learning curriculum.
 
4.  Drafting Document Integration Stage
 
 
This integration stage is a follow-up to the preparation of the initial draft carried out by each technical team. The stages of integrating facilitator technical guidelines documents will be carried out by a team of consultants, and the integration of facilitator training curriculum documents will be carried out by a curriculum drafting team from the NDMA Education and Training Center and the Education and Training Center of the Research and Development Agency of the Ministry of Religious Affairs. The target achievement of this stage is the preparation of a draft facilitator technical guidelines document and a draft facilitator training curriculum document.
 
5.  Document Draft Finalization Stage
 
 
The finalization stage of the draft technical guidelines document and training curriculum document is the stage of evaluating and finalizing agreement on the content of the document to be consulted with the public. The target achievement of this stage is the availability of the final draft of the facilitator technical guidelines document and the curriculum document for training facilitators of the disaster- resilient house of worship.
 
6.  Public Consultation Stage
 
 
The public consultation stage was carried out to explain, obtain recommendations, and provide final input for the facilitator technical guidelines document and the disaster-resilient house of worship facilitator training curriculum document. The target achievement of this stage is the availability of a final draft of facilitator technical guidelines and facilitator training curriculum documents that have received final recommendations from multi-stakeholders.

7.  Final Revision Stage
 
 
This stage is a follow-up to the public consultation stage to make a final revision based on multistakeholder input and recommendations on the final draft of the facilitator technical guidance document and facilitator training curriculum document. The achievement target of this target is the availability of a final draft of the facilitator technical guidance document and a revised curriculum document for training facilitators for disaster-resilient houses of worship based on input and recommendations during public consultation.
 
8.  Final Review Stage
 
 
This stage is the final stage in the process of preparing facilitator technical guidance documents and facilitator training curriculum documents. The final review will be conducted by a team of the NDMA Education and Training Center and the Education and Training Center of the Ministry of Religious Affairs' research and development agency. The target for this stage is a final document that has been reviewed and signed by the Head of the NDMA Education and Training Center and the Head of the Technical Education and Training Center, Research and Development Agency of the Ministry of Religious Affairs.
