USAID BEBAS-TB is a five-year (2023-2028) flagship project that seeks to work collaboratively with national and international stakeholders to strengthen Indonesia's primary healthcare system (PHC) and improve the quality of TB services to ultimately advance progress in TB control. The project will support the Government of Indonesia in achieving its goal to eliminate TB by 2030, focusing primarily on building a strong and sustainable response to the TB epidemic in four selected provinces with high TB burdens, notably North Sumatra, West Java, Central Java, and East Java.

USAID BEBAS-TB is led by MSH, in collaboration with local partners, Penabulu Foundation, Perhimpunan Organisasi Pasien TB Indonesia (POP TB), Rumah Cemara, Yayasan Dokter Peduli (DoctorSHARE), and Yayasan Kemitraan Strategis Tuberkulosis Indonesia (STPI), along with an international partner, Vital Strategies.

The USAID BEBAS‐TB project is made possible by the support of the American people through the United States Agency for International Development (USAID).

Overall Responsibilities:

The Provincial Manager is a senior manager and advocacy lead for the BEBAS-TB Activity for one of the provinces listed above. S/He represents BEBAS-TB at provincials' level and will be responsible for establishing relationships with public and private sector in the assigned province. Work in close coordination with the provincial and district government (health office, secretary, planning agency, village office),  and other partners in the governmental and non-governmental sector working in TB and related areas. Creates effective coordination of BEBAS-TB activities and supervise the provincial technical teams both the MSH and the consortium partner members, MERL team, finance and administration teams and district cluster coordinators in the respective province.

Specific Responsibilities

In consultation with the Deputy Chief of Party, the Provincial Manager will have the following responsibilities:

  • Provide a leadership role to build the capacity of the USAID BEBAS-TB team in project implementation, monitoring and evaluation.
  • Lead preparation of provincial level annual and budget preparations.
  • Lead baseline/follow up assessments and startup of activities in the province and monitor progress in project implementation using agreed upon M&E plans.
  • Coordinate all trainings in TB clinical management and laboratory strengthening.
  • Coordinate the trainings, external and internal quality assurance of the lab aspect of TB in all health facilities supported by USAID BEBAS-TB Activity.
  • Actively participate in the provincial TB technical working groups.
  • Prepare and submit quarterly and annual project progress report to the central office.
  • Participate in and contribute to program-based operational research activities in the region.
  • Collaborate and liaise with other USAID funded projects and other partners to harmonize activities.
  • Build and maintain strong working relations with key internal and external stakeholders, beneficiaries, prime and sub-awardees, suppliers, and partners. Provide effective and timely responses to inquiries and concerns.
  • Undertake other responsibilities as assigned by the supervisor.

Qualifications:

Education:

  • BSc in health sciences field plus MSc or MPH or MD from a recognized university.

 

Experience:

  • Previous experience as provincial manager or equivalent experience with USAID or other development partner funded project.
  • 7+ years of work experience in Health program programs in Indonesia, experience in TB is an advantage.

 

Knowledge and Skills:

  • Excellent communication, interpersonal skills, demonstrated leadership, and the ability to work collaboratively with diverse partners.
  • Computer literacy; competency with Microsoft Office, internet, and email systems.
  • Fluency in written and spoken English is required.
  • Ability to work independently as well as in collaboration with colleagues and partners.
  • Willingness to travel frequently (up to 50% time) within the province required.
