Overview of the role:


The Program Officer (Healthcare) plays a pivotal role in supporting the eyecare programs of Yayasan Ishk Tolaram Indonesia and the business endeavors of PT Ishk Medica Indonesia. 


Based in Batu/Malang and having frequent travels, this position supports the Program Director (PD) in various capacities to implement programs and partnerships effectively.


  1. Responsibilities

    1. Assist Program Director:

Facilitate coordination and communication with third parties, consultants, vendors, and suppliers working with Ishk Eye Clinic and/or PT Ishk Medica Indonesia. This includes, but is not limited to:

  • Sourcing: Identify and source necessary equipment, goods, and/or services for Ishk Eye Clinic and/or PT Ishk Medica Indonesia.

  • Research & Compliance: Conduct research and analysis of relevant regulations and procedures for the procurement process.

  • Vendor Communication: Liaise with third parties/vendors/suppliers to ensure accurate data sharing, progress updates, and timely delivery of agreed-upon tasks.

  • Contract Drafting: Prepare draft agreements with third parties/vendors/suppliers for review and approval by the Program Director and/or Ishk Tolaram's executive team in accordance with the approved proposals.


  1. Partners Engagement: Support the Program Director in maintaining communication and relationships with partners or grantees, including but not limited to due diligence, partner meetings, monitoring grant disbursements and project site visits, and collecting and compiling grantee reports.


  1. Support Outreach and Community Engagement: Coordinate and assist in community service activities, outreach programs, patient screening, and partnerships with external parties to combat avoidable blindness in the regions served by Ishk Eye Clinic and/or IMI/YITI.


  1. Presentations: Represent the organization and its eye health programs to external stakeholders, communicating current and upcoming initiatives.


  1. Relationship Building: Establish and maintain relationships with key stakeholders and partners to support the programs, activities, and operations of Ishk Eye Clinic within its service area.


  1. Research and Surveys: Conduct research and surveys in relevant catchment areas, gathering data on local regulations, regional policies, and competitor activities that impact Ishk Eye Clinic/IMI/YITI operations and programs.


  1. Presentation Development: Create presentations and decks for internal teams, board members, or leadership on the various programs conducted by Ishk Eye Clinic and/or IMI/YITI.


The Program Officer is additionally expected to:

  • Represent the organization's brand and values effectively.

Immediate Supervisor : Program Director (Healthcare), Indonesia

Immediate Subordinate : -

Working Relationship : CEO Ishk Tolaram Foundation, Ishk Tolaram Foundation Communication Manager, Program Director (Education)-Indonesia, Program Manager (Education), Sr. Finance Officer


For all the above, guidance is provided by the Programs Team as needed.

  1. Skills

  • Fluency in written and spoken Bahasa and relevant local language(s); good English proficiency for conversation is preferred.

  • Strong communication and presentation skills.

  • Proficiency in IT tools, including MS Office, G Suite, and social media.

  • Good academic research skills, with a focus on evidence-based practices.

  • Basic understanding of relevant regulations and compliance requirements.

  • Able to drive cars or motorbikes and having valid licenses is preferred. 


  1. Qualifications (Academic and Working Experience)

  • Minimum Education Level: University Graduate from a reputable institution. A master's degree is an advantage.

  • Ideally, prior background or experience in research, community development, profit and/or non-profit sector, and project management.

  • Minimum prior work experience of 4-6 years.


  1. Working Base

  • Position based in Batu/Malang with frequent travel to project sites as required.

  • Indonesian citizenship is required.

  • Please note that the foundation will not reimburse relocation expenses to the work location.
