Gender Assessment Consultancy Service for HORAS Hub Project
Background

In Indonesia, SNV started to operate in 2013 with the Ministry of Home Affairs as the main partner. SNV has been actively implementing projects in some provinces, including North Sumatra, Jambi, South Sumatra, and West Java, in key commodity supply chains, including oil palm, rubber, coffee, dairy, and coconut and cassava.
UL Smallholder Hub Project
The HORAS HUB project, known as the Horas Smallholder Hub, is an initiative spearheaded by Unilever with the aim of establishing an institution that facilitates collaboration among stakeholders in the sustainable palm oil sector. The main goals of this project are to increase Unilever's supply chain network's productivity, promote the traceability of oil palm products, foster stronger stakeholder engagement in the palm oil industry, improve the living conditions of farmer households, and ultimately scale up the initiative's impact. The project includes the integration of Regenerative Agriculture Principles, Women's Economic Empowerment, and the Living Income Program. The project plans to focus on 20,000 smallholders, which represent around 21% of all smallholders. With a productivity rate of 3.9 tonnes per hectare, these smallholders cultivate an average of 2 hectares of land per household. By attaining these objectives, the initiative hopes to improve farmers' lives, preserve the environment, and increase the supply chain for palm oil's resiliency and effectiveness. The UL Smallholder Hub project, led by Unilever and supported by SNV, seeks to enhance the sustainability of the palm oil sector through increased productivity, traceability, and stakeholder engagement.
HORAS Smallholder Hub implement the GESI and WEE components to advocate for and to contribute to gender equality and improved female's decision-making power, participation and leadership, and access to economic resources, supported by male and family members. Women empowerment enables them to gain control of their lives by increasing their participation in the economy and all levels of decision making. The intervention is including gender awareness training, household dialogue, female farmers financial literacy training, women groups formation and coaching, partnership between women groups and markets, and annual competitive seed funding mechanism for women groups.
Before implement the program, HORAS Hub conduct Gender Assessment in order to understand the community contexts, gaps, and opportunities which will inform the GESI and WEE intervention design.
Scope of Works
The Consultant will be hired according to SNV Contract and Procurement Policy, the consultant/s will start the work with SNV's HORAS Hub project team with the activities as follows:
1. Conduct FGD Gender Assessment for women and men groups in 2 villages in Asahan District
2. Deeply analyse and develop strategy based on the baseline (qualitative and quantitative) and references related to GESI and WEE from other projects
3. Refine the framework, reporting, and recommendation for HORAS Hub Project following the outline on attachment
4. Submit final report in Bahasa and English
Timeline
Deliverables
During the 1st – 4th week of December 2024, the Consultant/s is expected to provide deliverables as follows:
1. Gender Assessment Report in Indonesian and summary in English, including the gap analysis as well as the strategy plan informed by the result of baseline report and living income assessment by HORAS Hub;
2. Complete data analysis, presentation, reporting, and recommendation for HORAS Hub Project in Bahasa and English
Reporting Line
The selected Consultant will be contracted by SNV, and all results will be submitted to SNV for review and final approval. The Consultant reporting line will go through the HORAS Hub Project Manager and technical discussion with the Project Field Office, GESI Advisor and WEE Advisor.
Qualifications of Consultant/s
The Consultant /s can be individual or team with qualifications as follow:
1. Experienced conducting gender assessment and developing gender assessment report, including the analysis and recommendations based on barriers found in the contexts;
2. Experienced working/conducting assessment in palm oil context and women economic empowerment theme;
3. Familiar with North Sumatra and its social, culture, economy, and environment contexts;
4. Consultant/team has relevant academic background in Gender Studies, Development or Social Studies, Public Policy, or related majors;
5. Consultant/team based in North Sumatra is prioritised to reduce travel requirements;
6. Native Indonesian speaker with good command in English writing
Payment Scheme
The payment schedule is as follow:
1. 30% after the Agreement signing with the first report submission, presentation, and discussion of the report
2. 70% after the completed report is submitted.
Contract Duration
This assignment is for 8 weeks. The extension is subject to consultant performance and budget availability from SNV
