Team Lead – Promoting Advancement of Women in Indonesia's Infrastructure Sector (PAVE)

 

Program Background

Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Australia and Government of Indonesia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning. 

  

Through its work with central and sub-national governments, KIAT is working towards 5 End-of-Facility Outcomes (EOFOs): 

  1. Improved policies and regulations for infrastructure development
  2. High quality projects prepared for financing by GOI, MDBs or the private sector
  3. High quality infrastructure delivery, management, and maintenance by GOI 
  4. Infrastructure policies, design and delivery are more inclusive for women and people with disabilities 
  5. Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure 

The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); Climate Change; and Infrastructure Funding and Financing (IFF).

The Role

As part of its GEDSI work, KIAT has designed a new Activity Promoting the Advancement of Women in Indonesia's Infrastructure Sector (PAVE). PAVE will work to improve opportunities for women in infrastructure to move into – and remain in – leadership and management roles. This will be achieved through two main components of work.

 

The first component will expand and strengthen networks and mentoring for women in infrastructure sector to support their career progression. This first component also aims to support the role of women's associations that support women in infrastructure namely, Forum Perempuan Insinyur - Persatuan Insinyur Indonesia/PII (FPI-PII), the Community of Women in The Ministry of Public Works and Housing (MPWH) and the Women's Association at Ministry of State-Owned Enterprises (Srikandi BUMN).  

 

The second component has two parts. First, to work directly with one or two motivated infrastructure companies (private sector, public and/or state-owned enterprises). PAVE will support their efforts to review and improve programs, policies and support for women to take up, and remain in, leadership roles. Second, this component will engage with the MPWH's Bureau of Personnel Organisation and the Budget Planning and International Cooperation Bureau (BPAKLN), as well as engaging with Srikandi BUMN Deputy of Human Resources, Technology and Information, to support their efforts to improve support and professional development for female staff.

 

The Team Lead position (TL) will provide technical leadership to achieve PAVE objectives. The TL will be the focal point for PAVE and manage the PAVE team and consultants. representing the Activity at various events, dialogue and forums. The TL will work closely with KIAT-GEDSI, Performance and Communications team. The TL will develop and maintain positive and productive working relationships with government and private sector partners.

About You

Essential

·         Postgraduate degree (Masters) in the following or related fields: social science, international development, business administration, Public Policy, etc.

·         At least 5 years of experience in senior project management and demonstrated experience in leading a team. Experience working in a donor funded project will be an advantage.

·         At least 8 years of demonstrated technical expertise in a related field (e.g: gender equality, women's leadership, institutional development and organisational reform, private sector/state-owned enterprise or related field). Experience working in engineering or with infrastructure programs will be an advantage. 

·         High level policy, analytical and political economy analysis skills.

·         Experience working in Indonesia particularly with the Government of Indonesia is an advantage. Familiarity with the Ministry of Public Works and Housing and Ministry of State-Owned Enterprises will be an advantage.

·         Proven experience managing multiple partnerships and developing and maintaining strong stakeholder relations.

·         Excellent skills in leading and managing multi-cultural teams and working in a cross-cultural environment.

·         High level interpersonal and communication skills, including the ability to convey concepts clearly and concisely.

·         Excellent communication in English language both written and oral

·         Proficiency in Bahasa Indonesia would be highly regarded.

Remuneration

Based on DFAT standard ARF rates. Successful Indonesian nationals will be engaged under a local contract in IDR and will be subject to Indonesian employment regulations and tax obligations.
