Background

Project HOPE has been known in Indonesia since 1960 when the hospital ship USS HOPE visited Indonesia as part of its visit to several countries for humanitarian operations. Since 12 March 2018 Project HOPE has been registered as Yayasan Project HOPE in Indonesia. Yayasan Project HOPE (YPH) manages several programs in the areas of Infection Diseases, Tuberculosis Laboratory Strengthening, Maternal Neonatal Health, COVID-19 Emergency Response and Mental Health. It is also establishing an emergency response hub to strengthen emergency response operating systems in Indonesia and Southeast Asia.
Profile of Infection Prevention and Control Program
YPH collaborates with the Indonesian Ministry of Health and selected Provincial and District Health Offices to strengthen the capacity of healthcare workers and the broader health system, with a focus on community health initiatives. Infection Prevention and Control (IPC) Program aims to reduce the morbidity of healthcare-associated infections (HAIs) among healthcare workers.
Position Summary
The Program Manager will lead the technical and operational aspects of the IPC program, focusing on Maternal and Neonatal Health (MNH). S/he is responsible for planning, implementing, monitoring, and evaluating IPC interventions to prevent infections, particularly during childbirth and neonatal care, across healthcare facilities. This role involves collaboration with local health authorities, hospitals, and other stakeholders, ensuring adherence to the highest standards and best practices in infection prevention. S/he will also contribute to designing and developing proposals for new funding opportunities.
Responsibilities
Main responsibilities include, but are not limited to:
1. Infection Prevention and Control (IPC) in Maternal and Neonatal Health Settings
a. Lead the planning, coordination, and implementation of a comprehensive IPC package, focusing on the prevention, early diagnosis, and treatment of maternal and neonatal infections, particularly to prevent sepsis.
b. Develop and implement tailored IPC strategies for maternal and neonatal health in selected districts and provinces, in collaboration with provincial and district health offices to prevent infections during labour, delivery, and postpartum care.
c. Coordinate the implementation of best practices in IPC across healthcare facilities, ensuring compliance with Ministry of Health guidelines.
d. Provide technical support to healthcare facilities for the adoption of IPC protocols in labour, delivery, and postpartum care.
e. Lead the development and implementation of monitoring tools to ensure the quality of IPC programs and adherence to standards in maternal and neonatal care.
f. Lead the development and dissemination of IPC training materials for healthcare workers in collaboration with relevant professional organizations (e.g., POGI, PERDALIN).
g. Lead the program team and ensure quality delivery of the program in line with the donor/ partner expectations, agreement and budget.
h. Oversee program financial management, ensuring compliance with donor guidelines and standard operating procedures in collaboration with the finance team.
i. Communicate regularly with the project team from both Yayasan Project HOPE U.S.and donors (if necessary) to provide consistent updates via Microsoft Teams Meetings and email.
j. Prepare reports and technical documents for project updates, including concept notes, research papers, and quarterly/annual reports.
2. Program Development and Global Health Security
a. Oversee the planning and coordination of monitoring and evaluation (M&E) plans, ensuring alignment with project goals and health security initiatives.
b. Collaborate with project partners and health authorities, including the Ministry of Health, UGM's Centre for Health Policy and Management, US-CDC Indonesia, and Project HOPE U.S., to implement project activities.
c. Assist in developing new proposals and strategies for private and public funding opportunities (USAID, DFAT, DFID, GIZ, etc.).
3. Organizational Leadership and Support
a. Provide strategic leadership within the organization, supporting organizational growth and change management.
b. Strengthen relationships with government, donors, and other stakeholders to ensure continued support for programs.
c. Serve as a member of the YPH Senior Leadership Team, providing strategic input and guidance on organizational initiatives.
d. Perform other tasks as assigned by the supervisor.
Qualifications, Skills & Competencies
1. Advanced degree in medicine, nursing, midwives, epidemiology, public health, or related fields, or relevant field experience
2. Over five years of project management experience in development programs, including planning, staffing, and program execution.
3. Over five years of experience in infectious diseases and/or maternal and neonatal health, with a focus on project design, implementation, and management of IPC programs in healthcare settings.
4. Strong Technical knowledge, programmatic experiences on clinical interventions for prevention, early diagnosis, and early treatment of maternal and neonatal infections to prevent sepsis and IPC programs will be preferred.
5. Expertise in both quantitative and qualitative methods for monitoring and evaluating programs.
6. Strong ability to write reports, develop programs, and effectively present information to various stakeholders.
7. Excellent leadership and communication skills, with the ability to work in a team and engage diverse stakeholders.
8. Ability to manage multiple tasks and projects efficiently in a fast-paced and dynamic environment.
9. Proficient in Microsoft Word, Excel, and other common software.
10. Fluency in Indonesian and English.
Preferred Qualification
1. Experience managing programs in maternal and neonatal health, reproductive health, infectious diseases, and outbreak response.
2. Strong working relationships with key actors in infectious disease programming.
3. Previous experience working with non-governmental organizations is preferred.
4. Ability to collaborate effectively with government stakeholders, professional organizations, and hospital management.
5. Skilled in identifying opportunities that align with strategic goals and translating them into actionable plans.
6. Capable of organizing large-scale training activities involving multiple stakeholders.

2. Willingness to travel to project sites, including remote areas.
