Provincial TB Officer - 4 Provinces (North Sumatra, West Java, Central Java, and East Java)
USAID BEBAS-TB is a five-year (2023-2028) flagship project that seeks to work collaboratively with national and international stakeholders to strengthen Indonesia's primary healthcare system (PHC) and improve the quality of TB services to ultimately advance progress in TB control. The project will support the Government of Indonesia in achieving its goal to eliminate TB by 2030, focusing primarily on building a strong and sustainable response to the TB epidemic in four selected provinces with high TB burdens, notably North Sumatra, West Java, Central Java, and East Java.
USAID BEBAS-TB is led by MSH, in collaboration with local partners, Penabulu Foundation, Perhimpunan Organisasi Pasien TB Indonesia (POP TB), Rumah Cemara, Yayasan Dokter Peduli (DoctorSHARE), and Yayasan Kemitraan Strategis Tuberkulosis Indonesia (STPI), along with an international partner, Vital Strategies.

Overall Responsibilities
The Provincial TB Officer's responsibilities will include the overall strategic planning, coordination, and technical support to the drug-sensitive (DS) and -resistant (DR) TB activities for the project to ensure that the TB notification is increased, and treatment outcomes are improved. S/he will work closely with members of multidisciplinary provincial officers and the Provincial TB Coordinator and the District staffs to ensure progress is being achieved towards ensuring quality TB care and prevention.
This position will ensure coordinated technical support is channeled to the provincial and district government to improve case detection, diagnosis, treatment, and prevention efforts. With the MERL team, this position will support district TB supervisors/mentors for them in turn to cascade the data guided mentorship/supervision of private and public health facilities. The Provincial TB Officer helps assure a strong linkage between the public health and population approaches of technical assistance in TB, TB and comorbidities (especially HIV and Diabetes Mellitus) and MDR TB. S/he will work closely with provincial and district health offices to ensure a standard and integrated approach to build the capacity of health workers in public and private health facilities in diagnosing and treating DS- and DR-TB.
The Provincial TB Officer will be expected to employ a "hands-on" technical approach at the province level and mentorship and coaching approaches at the district level. Specific emphasis will be placed on program management – including for subawards and subgrant activities in the district, and quality DOTS implementation and DOTS expansion, with a focus on increasing TB case notification and improving the quality of care and treatment of patients as well as prevention in high-risk individuals.
Specific Responsibilities
- In collaboration with the Provincial TB Coordinator and the Provincial Manager, national-level technical and MERL team , plan, implement, monitor and evaluate the provincial and districts' project activities
- As a provincial level TB Officer, support the Activity field team, provincial and district government, TB experts, public and private health facilities to improve quality of TB screening, diagnosis, treatment, and prevention
- Provide technical supervision, monitoring, and direct program management support to the District staffs working in clustered regions (e.g., District Technical Coordinator, District Cluster Coordinator)
- Ensure smooth coordination for project activities and provincial technical assistance, including capacity building, sub-awards, and sub-grants in TB case notification, treatment, and prevention to hospitals and primary health facilities
- Closely work with the provincial and district mentors/supervisors in monitoring and implementing the public health activities, programmatic and clinical standards set together with the NTP
- Work with the other provincial BEBAS-TB officers and the provincial government to ensure consistent high quality service provision appropriate to the specific tier of the health facilities as well as referrals and linkages between each tier, and between the facility/community.
- Identify, mitigate, and resolve programmatic barriers for TB care and prevention in the province and designated clustered districts collaboratively with other team members and relevant stakeholders to ensure project objectives are met.
- Liaise and maintain external relationships with provincial, district health offices and other development partners to harmonize all activities and resources in the province
- Maintain an up-to-date knowledge of NTP approved TB policies and guidelines and ensure the project follows best practices within the team at provincial and district levels
- Together with the Provincial MERL team assist in conducting assessments, analyzing, monitoring and evaluation data and tracking project indicators as the basis for measuring performance and proposing improvements
- In consultation with the Technical Advisors and Provincial Manager, participate in developing provincial and district plans and budget
- Perform other activities as assigned by the supervisor.
Qualifications
Education:
- Bachelor Degree in Medical, Public Health, MD plus certificate is an advantage.
Experience
- At least three (3) years of related experience, including prior experience TB and MDR TB referred: Previous experience in TB patient and/or in program management.
Competencies
- Demonstrated ability to communicate clearly and concisely in written and spoken English.
- Previous USAID experience preferred.
- Proven ability to develop effective working relationships
- Excellent organizational and prioritization skills, and attention to detail
- Willingness to travel frequently (up to 50% of the time) within the assigned provinces
Physical demands
- Some domestic travel as required.
- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
