TECHNICAL CONSULTANCY SERVICE FOR WOMEN ECONOMIC EMPOWERMENT (WEE) IN SHEEP-FARMING

OF HORAS HUB PROJECT

In Indonesia, SNV started to operate in 2013, focusing on agrifood, energy, and water sector. The interventions in the agri-food sector utilize a productive and resilient landscape, inclusive market access and green investment, healthy diets for all, and youth employment opportunity approaches. In addition to these approaches, there are cross-cutting issues including climate change, good governance, as well as gender and social inclusion.

 

UL Smallholder Hub Project

The HORAS HUB project, known as the Horas Smallholder Hub, is an initiative spearheaded by Unilever with the aim of establishing an institution that facilitates collaboration among stakeholders in the sustainable palm oil sector. The main goals of this project are to increase Unilever's supply chain network's productivity, promote the traceability of oil palm products, foster stronger stakeholder engagement in the palm oil industry, improve the living conditions of farmer households, and ultimately scale up the initiative's impact. The project includes the integration of Regenerative Agriculture Principles, Women's Economic Empowerment, and the Living Income Program. The project plans to focus on 20,000 smallholders, which represent around 21% of all smallholders. With a productivity rate of 3.9 tonnes per hectare, these smallholders cultivate an average of 2 hectares of land per household. By attaining these objectives, the initiative hopes to improve farmers’ lives, preserve the environment, and increase the supply chain for palm oil's resiliency and effectiveness. The UL Smallholder Hub project, led by Unilever and supported by SNV, seeks to enhance the sustainability of the palm oil sector through increased productivity, traceability, and stakeholder engagement.

 

HORAS Smallholder Hub implement the GESI and WEE components for promote gender equality and the forming of women led as gender champion. Empowerment of women enables them to gain control of their lives by increasing their participation in the economy and all levels of decision making. The intervention is including train learners on gender awareness; train women farmers on financial literacy, women economic empowerment, and leadership; established and strengthened women group; partnership between women group and market; and annual competitive seed funding to women group.

 

SNV has trained few women groups for Institutional Business Development, specifically business planning and development. The discussion between women groups identifies the potential product and market from their respective villages, including livestock and fisheries, such as: catfish, sheep and pig. The selected commodity will be run by the women groups which will be supported by the seed funding fund as an initial working capital for implementing the business. The seed funding will be managed by the Cooperatives as revolving fund. To support the activities of income generating above, SNV is looking for consultant to assist the process of empowering women through training and technical assistance, as well as to leverage the cooperatives in managing the seed funding.

 

Objectives

1.     To improve the women groups income through the sheep farming business as implementation of economic advancement pillar in WEE

2.   To improve the welfare of the smallholders through the alternative economy (Income Generating Activity) for additional income so they could have a sustainable oil palm plantation

3.   To improve the capacity of the cooperatives to manage the revolving fund for the other groups who have the potential to carry out the income-generating activity and scale up the number of beneficiaries                                                                                                                                 

Scope of Works

Technical Consultant will carry out technical assistance activities for women groups so that they can run businesses using seed funding. This technical assistance activity will begin with a gap analysis of group capacity, providing group business management training, hardskills training, assistance with market access and access to funding.

 

The Technical Consultant process will be carried out in the HORAS Hub project and will work in the SNV project at Cooperatives in 2 Districts, namely Serdang Bedagai and Simalungun with the activities as follows:

 

A.    To conduct assessment and GAP analysis for the groups of women of sheep farming business

  • Value chain mapping
  • Sheep farming cultivation techniques
  • Sheep production and feeding systems
  • Potential business models for sheep farmers

 

B.    To conduct training of hard skills based on the result of the gap analysis

  • Develop modul, including logbook for smallholder sheep farming
  • Conduct training selection of good sheep seeds
  • Conduct training for feeding sheeps
  • Conduct training about reproductive management
  • Conduct training the maintenance and care
  • Conduct training of disease control and surveillance

 

C.   To provide the business planning assistance

·     To prepare the business plan for small-holder sheep producers

·     To facilitate the legality of business establishments, such as: NIB, SS, etc.

·     To link sheep farmers access market finance

·     To assist sheep farmers and cooperatives of business management projection

 

D.   To assist on managing the seed funding fund and revolving fund

·     Develop the business model for seed funding and revolving fund for women groups and cooperatives

·     Prepare the legality document of seed funding management in women groups and cooperatives

 

E.    To conduct monitoring, evaluation and learning of sheep farming cultivation

a.        Conduct the monitoring process of the livestock for sheep farmers based on the modul and previous training

 

Methodology

1.        To execute the assessment for the women groups, in receiving the seed funding:

a.        To interview to the groups of women

b.       To conduct the gap analysis for the groups of women

2.       To provide the training of groups dynamic and soft skill based on the result of the gap analysis

3.       To execute the technical assistance based on the identified potential in the respective group/village

4.       To execute the assistance for the women groups by opening the market access networks and access of funding, and the business management based on commodity and unit business selected in the respective group

5.       To assist the association on the management of seed funding

 

This work of assistance and mentoring the management of seed funding by supporting the women farmers group will be executed in a year, will be from the first week of December 2024 to the fourth week of November 2025 and will be done as a team.

 

Deliverables

1.     Assessment analysis, report gap analysis the potential of comparison product for women group in 5 villages

2.     Technical consultant conducts group dynamics training and have determined the type of business and group rules in 5 villages.

3.     Technical consultant carries out business technical training such as business motivation training, financial training, and soft skills training (related to businesses that will be carried out in 5 village groups).

4.    Technical consultant develops module and provides business planning assistance for 5 women groups

5.    Disbursement of seed funding to at least 5 women groups

6.    The technical consultant provides business assistance to at least 5 women groups until they successfully marketed the group's products during the mentoring process

7.     Seed funding (revolving fund) management is implemented in Cooperatives

8.    Monitoring the management of seed funding at Cooperatives and carrying out the process of returning seed funding to at least 1 women group

9.    Final report of assistance and coaching women groups in Bahasa and English

Required Skills

1.     University Degree or have experience on community development and managing the Small Medium Enterprises groups

4.    Experienced in creating revolving fund schemes in cooperatives and groups

5.    Understand the access of funding from the finance institution and the management seed funding

6.    Have knowledge regarding the type and pattern of the business or entrepreneurship

7.    Preferrable home based in North Sumatera area
