GESIT project is part of an integrated solution to the global climate crisis consisting of numerous Indonesian-German cooperation projects that leverage synergies in the fields of energy transition, resilient nature, and green and circular economy. Through promoting inclusive employment in green jobs, GESIT contributes to a Just Transition and decarbonization of the Indonesian economy. 

The Government of Indonesia has identified the transformation towards a green economy – an economy that is internationally competitive, environmentally sustainable, and socially inclusive – as a central strategy to promote continued high economic growth and to achieve the Indonesia Vision 2045, which focuses on Indonesia becoming a high-income country. Currently, however, there is a lack of an adequately skilled workforce to be able to exploit the employment potential of the growth of a green economy. The Indonesian-German Technical Cooperation project "Green Jobs for Social Inclusion and Sustainable Transformation (GESIT)" addresses the still insufficient awareness of the impact of the transformation to a green economy on the Indonesian labour market and Technical and Vocational Education and Training (TVET) system as well as missing approaches and instruments to promote employment in green jobs. Its aim is to enable selected public and private stakeholders to inclusively promote employment in green jobs. 

The project achieves this objective through the following four intervention areas: (1) Improving the policy framework and private sector participation for promoting employment in green jobs at national level, (2) Piloting inclusive approaches for upskilling and reskilling for green jobs, (3) Promoting employment in green jobs at subnational level, and (4) Supporting the coordination and monitoring of green jobs development. All intervention areas will focus on the areas renewable energy and energy efficiency, forest, and circular economy to contribute to the priority areas of Indonesian-German Development Cooperation. The three pilot provinces for intervention area (3) are East Java, East Kalimantan, and Riau Islands. The political counterpart of the project is the Directorate for Labour and Employment of the Ministry for National Development Planning (Bappenas). 

GESIT Project is therefore recruiting one Indonesian candidate for the following position: 

Regional Green Jobs Advisor (East Java)

(Job title in SAP: Vocational Training and Labour Market Advisor)

  

A.    Responsibilities 

In your role you are responsible for the technical, substantive and organizational implementation of the project's measures and activities in close cooperation with the Team Leader for Subnational Green Jobs Promotion and under the leadership of the Team Leader for Green Jobs Policies and Partnerships. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensure the quality of the commission's outcomes. 

In addition, you contribute to the conceptual design of the project, in particular its modification of realignment. 

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actor and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development. 

In coordination with the country director, the cluster coordinator, the commission manager, and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company. 

In consultation with your team colleagues and the project's management team, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You resolve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team. 

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks. 

You perform the tasks assigned to you by your line manager, where required. 
 

B.    Main activities

  • Support the Commission Manager and Team Leader for Subnational Green Jobs Promotion in charge for the Subnational Piloting (Output 3) of GESIT project in all strategic, technical, conceptual, and administrative tasks relevant to achieve related project indicators, including the development of strategies, technical concepts, studies, project reports and communication documents.
  • Liaise with and provide technical advice to the counterpart, Bappenas, and implementation partners at national and subnational level (Ministries/Agencies, Bappeda, Dinas, Tim Koordinasi Daerah Vokasi (TKDV), private sector, TVET institutions, academia, civil society).
  • Contribute to the overall project activities, i.e. the strengthening of local multi-stakeholder partnerships (MSPs), incl. TKDVs, the development of local strategies/action plans and the piloting of green jobs initiatives by MSPs to promote employment in green jobs which also promote gender equality or social inclusion.
  • Assist the continuous results-based monitoring (RBM) as well as the documentation and evaluation of subnational piloting activities, and the achievement of indicators and milestones set in the project's commission and the operational planning.
  • Prepare Terms of Reference (TOR) and required tender documents for service providers, conduct technical assessments of proposals and supervise contracted service providers and consultants, including performance monitoring and evaluation.
  • Conceptualize, prepare, implement and follow-up workshops, seminars, training and other events, according to the operational plan and the agreements with relevant MSPs and other relevant stakeholders in the three pioneer provinces East Java, East Kalimantan, and Riau Islands (with regular business trips to the provinces).
  • Support the Commission Manager, the Financial Advisor, and the Team Leader in charge of Output 3 in budget planning and expenditure monitoring for Output 3.
  • Coordinate with other GIZ colleagues/projects in East Java, support knowledge management and coordination in the Cluster Special Assignments and with other relevant Clusters of GIZ Indonesia/ASEAN and assist the Cluster Coordinator and Country Director in overarching issues related to the implementation of GIZ's corporate strategy (eq. Vision 2028).  

C.   Qualifications and specialist knowledge 
  1. Qualifications

       Master's degree in a field related to employment promotion, TVET, public policy, labour market policy, economics, development studies, or environmental studies. 

  1. Professional experience
       At least 3 years of professional experience in employment promotion and/or sustainable economic development.
       At least 3 years of professional experience in providing technical advice and coordination of project intervention activities.
       At least 3 years of professional experience in working with or advising provincial/local government, particularly in policy-making processes.
       Previous experience in event management, including training activities.
       Previous experience in advising provincial/local government in preparing planning documents (i.e. RPJMD, RKPD, Masterplan, etc.).
       Working experience in other development organisations (international organisations, consultancies, bilateral agency) is an asset. 
  1. Other knowledge, additional competencies
       Soft skills such as problem solving, mediation and diplomatic skills are essential. 
        Good work ethics, professionalism, teamwork as well as ability to work independently without requiring much structure and high motivation to conduct and complete tasks according to an agreed timeframe without having to be reminded.
       Excellent working knowledge of ICT technologies and computer applications (e.g. MS Office, Access or other database programmes).
       Language skills: Excellent English and Bahasa Indonesia skills required; German is an asset.
       Excellent communication and networking skills.
