DAI Fleming Fund Country Grant to Indonesia Phase 2 Country Grant 1 is seeking a ‘STTA Junior Consultant for Laboratory’

Background
The Fleming Fund Country Grant to Indonesia – FFCGI – is supporting the government in implementing the National Antimicrobial Resistance (AMR) Action Plan. The fund supports strategies to monitor and contain AMR and to monitor antimicrobial consumption and use (AMC/U) and improve antimicrobial stewardship (AMS). The Fleming Fund Country Grant Indonesia is being implemented by a consortium led by DAI with partners KIRE, Health Security Partners, Liverpool School of Tropical Medicine and Prevalensi Nusantara. The implementation of the fund adopts a One Health approach supporting activities across the human, terrestrial animal, and aquatic animal sectors. The project seeks to strengthen current surveillance of AMR and AMU/C by working closely with the Ministries of Health, Agriculture and Marine Affairs and Fisheries and provincial counterparts to support capacity development in relation to laboratories and testing, surveillance, and information management and strengthen national, sub-national and institutional AMS programming. The project will also support and seek to engage private sector interests including healthcare providers and animal production industry stakeholders.
Purpose of This Post
DAI Fleming Fund Country Grant to Indonesia is seeking a dynamic and experienced professional for a Short-Term Technical Assistance (STTA) for position STTA Junior Consultant for Laboratory.
Description of Duties
Reporting to the Procurement Specialist, this role works to support Procurement specialist to manage and optimize procurement processes to ensure the timely and cost-effective acquisition of goods and services aligned with the organization’s strategic objectives.
General responsibilities include:
- Assist in prepare payment request including collecting the supporting documents from vendor and submission to finance.
- General related assignment as requested by organization or supervisor which may extend beyond specifically lab related activities.
- Liaise with requesters, vendors and receivers on logistics and required documentation.
Specific responsibilities include:
Providing assistance for laboratory procurement process (review procurement request, issue RFP, prepare bid analysis, issue PO and others as directed)
Assist with technical team for laboratory procurement process.
Prepare and maintain laboratory vendor list database.
Prepare periodic reports on procurement of laboratory consumable for management review.
Quality control of procurement Laboratory tools
Qualifications and Skills
1.Bachelor Degree in Health, Business Administration, or a related
field.
2.Minimum 3 years in Laboratory procurement, or laboratory administration.
3.Strong knowledge of Laboratory procurement policies and procedures.
4. Have experience working with MOH laboratory and MOA Disease Investigation Centre.
5. Excellent communication and teamwork abilities
6.Able to work independently with minimal supervision.
7.Proficiency in Microsoft Office and Management Data System.
8.Experience with donor-funded projects is a plus.
9.Proficiency in English, both written and spoken, is preferred
Desirable
Good knowledge of laboratory tools and consumable.
Supervision
The consultant will work under the direct supervision of the Procurement Specialist.
Level of Effort/Timeline
The level of effort will be determined based on the selected candidate’s a number of factors including skillset and experience. The independent consultant agreement will commence December 2024 through December 2025, with
possibility of extension. The selected individual will be required to travel to other parts of Indonesia on occasion dependent on project needs.

Remuneration and package
Remuneration and package will be commensurate with the candidate’s qualifications and experience.
