Terms of Reference (TOR) for the Selection of an External Auditor for Yayasan Cita Wadah Swadaya (YCWS)
Background
Yayasan Cita Wadah Swadaya (YCWS) is a newly established non-profit organization founded in September 2024. The organization operates with a financial period from January to December each year. As part of its commitment to financial transparency and accountability, YCWS seeks to engage an independent external auditor to conduct an audit of its financial statements for the first operational year, covering the period from 15 September 2024 to 31 December 2024. The external audit will ensure compliance with international auditing standards and local regulations, providing valuable insight into the organization's financial integrity and the effectiveness of its internal control system.Objectives
The primary objectives of the audit are as follows:
1. To provide an independent and professional opinion on the financial statements of YCWS for the period from 15 September 2024 to 31 December 2024.
2. To assess the adequacy and effectiveness of YCWS's internal control system (ICS).
3. To ensure that financial resources are used efficiently and effectively in accordance with the organization's mission.
4. To identify any significant discrepancies or irregularities in the financial records and recommend necessary corrective actions.
Audit Scope
The external audit will cover the following areas:
1. Review and analysis of the financial statements for the period from 15 September 2024 to 31 December 2024, including:
3. Evaluation of the project management's adherence to contractual obligations and project objectives.
4. Verification of expenditures and comparison of actual spending with the approved budget.
5. Review of donations or funds received from other donors (if applicable).
6. Physical verification of assets and inventories acquired during the accounting period.
7. Recommendations for improving project management, accounting procedures, and internal controls.
The external audit will cover the following areas:
1. Review and analysis of the financial statements for the period from 15 September 2024 to 31 December 2024, including:
- Balance sheet
- Statement of income and expenses (Statement of operations)
- Notes to the accounts and significant accounting policies
- List of proposed adjustments and reclassifications
- Other relevant financial matters
3. Evaluation of the project management's adherence to contractual obligations and project objectives.
4. Verification of expenditures and comparison of actual spending with the approved budget.
5. Review of donations or funds received from other donors (if applicable).
6. Physical verification of assets and inventories acquired during the accounting period.
7. Recommendations for improving project management, accounting procedures, and internal controls.
Auditor Qualifications
The selected auditor must meet the following qualifications:
1. Proven experience in auditing non-profit organizations, especially those with a focus on transparency and accountability.
2. Professional certification and membership with relevant international auditing bodies (e.g., International Federation of Accountants – IFAC).
3. Knowledge of local accounting standards (PSAK 35) for non-profit organizations.
4. Experience in applying International Standards on Auditing (ISA) and adhering to local legislation on accounting and reporting.
5. Strong competence in assessing internal control systems and recommending improvements.
The selected auditor must meet the following qualifications:
