CNV Internationaal is a nonprofit organization in the Netherlands, connected to CNV, the 2nd largest Dutch Trade Union Confederation. CNV Internationaal works to promote decent working conditions internationally by supporting local trade unions in Asia, Latin America and Africa. Part of our objective is to promote sustainability in supply chains by strengthening the position of employees in standing up for their rights. Boosting social dialogue is at the heart of CNV Internationaal's activities. It focuses on improving labour conditions in international supply chains, such as garment, palm oil and mining.

CNV Internationaal is part of the consortium of the Sustainable Textile Initiative: Together for Change (STITCH) programme, spanning from 2021 to 2025. This program revolves around three main result areas:

  • RA 1: TUs and LROs have the power and voice to exercise their rights, especially related to FoA and decent work.
  • RA 2: Private sector actors in the garment industry in production and EU buying countries accept the need to change purchasing practices and FoA.
  • RA 3: Governments in production and EU buying countries create the opportunity to change and for inclusion of workers' voices in negotiations and decision-making.

As part of this program, CNV Internationaal supports the work of the garment trade union federation Garteks whose work focuses on the achievement of the first result area. Assignment In order to measure the impact of Garteks' work as part of this program, CNV Internationaal would like to conduct an evaluation to measure the effectiveness of Garteks' interventions since the start of the STITCH program in 2021.

The goals of this evaluation are:

  • To gather information on the impact of Garteks' interventions in terms of achieving the intended result (TUs and LROs have the power and voice to exercise their rights, especially related to FoA and decent work) and the specific outcomes that were formulated at the start of the program;
  • To identify the most effective and impactful interventions and results;
  • To provide feedback on the interventions for CNV Internationaal and Garteks to use to optimize our future interventions. This evaluation should use Outcome Harvesting technique or Most Significant Change technique. Deliverables and timeframe CNV Internationaal is looking for a consultant to carry out this evaluation, using either an Outcome Harvest or Most Significant Change technique.

The activity will be conducted from end of January until mid-March. In total, the consultant will dedicate an estimate of 20 working days (final number dependent upon evaluation design & plan) starting from drafting the plan until the final document submitted to and approved by CNV Internationaal.

2nd week of February

The consultant will present the evaluation design during a meeting with CNV Internationaal and Garteks, after which feedback will be given and the consultant will incorporate this feedback into the final evaluation design

Collecting data and information interviews with relevant stakeholders

 

- 3rd and 4th week of February

Meetings with stakeholders will be set up with support from Garteks and local staff

Completing the first draft report and presenting preliminary findings to CNV Internationaal

Draft report on all findings

1st week of March

The consultant will present the preliminary report during a meeting with CNV Internationaal and Garteks, after which feedback will be given and the consultant will incorporate this feedback into the final report Completing final report and presenting it to CNV Internationaal

Qualifications:

The candidate should have:

         At least 5 years of experience in project evaluation, especially with the outcome harvesting/most significant change method;

         Sufficient knowledge on labour rights, the trade union landscape, social dialogue and the garment sector in Indonesia;

         Strong written and verbal skills in Bahasa Indonesia and English;

         Strong report writing skills.
