USAID Indonesia Urban Resilient Water, Sanitation, and Hygiene (USAID IUWASH Tangguh) is a five-year Activity to advance Indonesia's development goals in increasing access to safely managed drinking water, sanitation, and hygiene (WASH) in vulnerable urban areas and strengthening climate-resilient WASH services and water resources management. In close partnership with the Government of Indonesia (GOI), USAID IUWASH Tangguh supports Indonesia's work to achieve their Sustainable Development Goal (SDG) targets to ensure access to water and sanitation for all (SDG 6) and to make cities and settlements inclusive, safe, resilient, and sustainable (SDG 11).
Using an Integrated Resilient IUWASH Systems (IRIS) approach—which aligns actions and incentives between upstream and downstream actors, while crowding in collaboration with key stakeholders through partnerships that accelerate the enabling environment and key enabling factors, such as finance and data—the USAID IUWASH Tangguh team will provide technical assistance to GOI, private sector and civil society stakeholders to achieve four objectives: 1) Strengthened WASH and WRM Sector Governance and Financing; 2) Increased Access to Poor-Inclusive, Climate-Resilient, Safely Managed Drinking Water and Sanitation Services; 3) Improved Water Resources Management to Support Resilient Drinking Water Services; and 4) Increased Adoption of Behaviors and Improved Women's Participation and Leadership Roles that Contribute to Improvements of WASH and WRM.
USAID IUWASH Tangguh is looking for Consultant - Expert for Community Empowerment NSPK PAMSSANIMAS in Jakarta, National Office
Objective
The main objective of the Individual Consultant position for NSPK (Norms, Standards, Guidelines, and Criteria) Expert for Community Empowerment is to support USAID IUWASH Tangguh in collecting the applicable NSPK related to Community Empowerment work, analyze, and synchronize the existing NSPK to be applied in PAMSSANIMAS piloting, consultation with respective ministries, and develop NSPK for Community Empowerment.

Required Qualifications and Experiences:
· Minimum a master's degree in a relevant field such as community/social development, public health, social science, or other development sectors.
· At least fifteen (15) years of professional working experience in WASH sector, including field experience in community engagement/development, implementing advocacy strategies, and assisting community activities, preferably having knowledge and experience in inclusive community development.
· Having strong experience on community-based approach including inclusive perspective and participatory approach, preferably having knowledge of PAMSSANIMAS approach.
· Having strong knowledge and experience in STBM 5 pillars concept and implementation, triggering, and participatory monitoring evaluation
· Having strong experience in developing training modules, methodologies for professional training and educational/training tools (NSPK).
· Having strong networking with government relations/ ministries, policies, and procedures
· Demonstrate ability to influence policy decisions and build consensus.
· Possesses excellent communication and facilitation skills, including training, workshop, and discussion with multistakeholder.
· Possesses excellent verbal and written communications skills in Bahasa Indonesia and English.
· Flexibility to work on evenings and weekends on occasion, and to travel within project locations in Indonesia when required.
