Background of the Project:
INOVASI 3 is a partnership program between the Indonesian Government and the Australian Government aimed at improving the quality of student learning outcomes in basic skills (literacy, numeracy, and character) through the implementation of inclusive policies and practices in basic education. INOVASI 3 is a continuation of the INOVASI 2 program, which will be carried out in 6 provinces (West Java, East Java, North Kalimantan, Maluku, West Nusa Tenggara, and East Nusa Tenggara) from 2024 to 2027. The strategy in INOVASI 3 focuses on strengthening the education ecosystem by providing inclusive education services, guided by principles such as PDIA (Problem-Driven Iterative Adaptation), TWP (Thinking Working Politically), collaboration, locally led, diversity, inclusion, and evidence-based approaches.

West Java is one of the regions covered by the INOVASI 3 Program, which aims to strengthen the education ecosystem in West Java. INOVASI Jawa Barat has collaborated with various stakeholders, including UPT Kemdikbudristek (BBGP, BBPMP), the Ministry of Religious Affairs Regional Office, BDK and the West Java Provincial Government (Provincial Education Office, Bappeda, and Biro Otda Setda), as well as Teacher Training and Education Institutes (LPTK). Currently, INOVASI Jawa Barat is working with Cirebon District. Driven by objectives to improve the inclusive literacy of students in Kab.Cirebon during this semester, INOVASI Jawa Barat has to work several agreed activities with district education actors including 1) strengthening supervisor and school/madrasah principals capacity to support and lead the literacy program/teaching at school level, 2) strengthening teachers capacity to able teach literacy in meaningful and joyful manners, 3) improve the parents participation to children's learning of  literacy at home level, 4) piloting climate change education in school-level, 5) overseeing the progress of program implementation as well as conducting research of study on gap of learning achievement between boy and girl, 6) working with partner to strengthen the ULD dan inclusive education, and 7) Piloting to improve the inclusive literacy with KLASA Cirebon.
Given the limited number of staff in the INOVASI 3 program in West Java (currently only 3 people: MERL, Education Officer, and Ecosystem Coordinator), there is a need for an additional STP (Short Therm Personnel) to assist delivering the program activities as well as conduct ME.

INOVASI Phase 3 is implemented in 25 districts and cities across Indonesia, in the provinces of West Nusa Tenggara, East Nusa Tenggara, North Kalimantan, East Java, West Java, and Maluku. The program also works in Ibu Kota Nusantara (IKN).

The Program is managed by Palladium on behalf of the Government of Australia through the Department of Foreign Affairs and Trade (DFAT).

Purpose of the position:  Under the supervision of Provincial Manager, the Program Support Officer will support the provincial team in carrying out day to day activities in program support, event management, administration, and information management.

Duties: Under the direction of Provincial Manager, the Program Support Officer will:
Provide support to the INOVASI Program activities implementation in West Java:

  1. Work closely with the Ecosystem Coordinator, Education and MERL Officer to ensure that activity arrangements are prepared in timely and compliant with applicable Palladium and DFAT regulations and policies.
  2. Support Ecosystem Coordinator, Education and MERL Officer in organizing, planning, implementing, evaluating and reporting on activities related to district strategic plans.
  3. Arrange program meetings/event, materials and travel related with program activities. This is including to support Ecosystem coordinator, education and MERL officer in developing PAC (Program Activities Concept) and budgeting (Program Activities Budget), archive and share the materials, update calendars, follow-up on recommended actions and administration activities.
  4. Providing ongoing and necessary support for INOVASI partners and schools communities to implement activities relating to INOVASI Program.
  5. Assist Ecosystem Coordinator and Education Officer to support facilitating, documenting, and compiling implementation reports of activities.
  6. Represent Ecosystem Coordinator, Education and MERL Officers to coordinate, collect any necessary information or updates on current situation in the district level to support the implementation of program activities.
  7. Organize, schedule and prepare for meetings for with key people and partners at the district level as advised by INOVASI team Jawa Barat
  8. Support M&E officer to collect the data at school, community and district levels regularly, compile and verify MERL data required for reporting.
  9. Assist in identifying good practices or evidence of policy and practice changes at school, community and district levels to be potentially scaled out or replicated
  10. Coordination with Finance, Operations and Admin Officer and/or another STP to support INOVASI team with travel, accommodation bookings, transport, catering.
  11. Other duties as may reasonably be required by the Provincial Manager and other INOVASI Jawa Barat staff.

Qualifications and Experience: Program Support Officer will possess the following qualifications and experience:

  1. Have minimum of S-1 degree, preferable in education or social science and having a strong local knowledge of the targeted districts.
  2. Have at least 3 years of experience in program implementation, especially in field of education program or working with primary school/madrasah. Preferably experienced in INOVASI Programs.
  3. Experience in at least one of the following areas: teaching and learning methods, community participation in education, community development, literacy, numeracy, primary education, assessment, school management and leadership, educational inclusion, gender in education, disability inclusive development in education, climate change in education.
  4. Ability to work in the team and independently and capable of working with less supervision
  5. Ability to establish and maintaining good relationship with district government, partners and INOVASI team
  6. Exhibits excellent oral and written communication abilities, proficiency in English is an advantage.
  7. Ability to use technology effectively to support the operations of a large program or organisation.
  8. Being familiar with Excel, PowerPoint and web browsers.
  9. Sound problem solving and decision-making skills.
  10. Resident in, or willing to work in Cirebon district, West Java.
