Sunda Banda Program Director

(Code: SBP-D)

 

 

The Sunda-Banda Ecoregion is one of Konservasi Indonesia's geographical focusses that encompasses Fisheries Management Areas (WPP) 713, 714, 715, 718, and 573, the important fishing grounds of Indonesia. It is bordered by the provinces of Bali, NTB, NTT, Maluku, SE-Sulawesi, and S-Sulawesi. The government of Indonesia (GOI) has decided to promote sustainable quota-based fisheries, responsible aquaculture, areas conservation (MPA), and species conservation practices in the region. Konservasi Indonesia collaborates with the governments and communities to implement marine conservation programs in this ecoregion.

 

This position responsible for all aspects of programs, including strategy and design, planning, budgeting, staffing, capacity building and relationship management in Sunda Banda region. The position is a fulltime, multi-year assignment but based on annual contract and performance evaluation. The director will base in Kupang with frequent travels to project sites. In the planning and execution of field programs, the director will work with the local government agencies, communities, resource users, local NGOs, privates, and universities.


KEY RESPONSIBILITIES

Program Development

        Develop ecoregion program strategy and project proposals to achieve KI impact targets.

        Align or integrate Konservasi Indonesia's programs with the sub-national government agencies by earnestly account local aspiration, desires, targets, and objectives.

        Participate in KI program strategic planning and fund-raising

 

Program Implementation and Monitoring

        Ensure field program implementations are consistent with the plans and comply with donor's requirement, including proper burn rate by conducting regular monitoring and surveillance.

        Communicate the programs to local stakeholders, particularly local government agencies, and seek for their supports in effective program implementation.

        Work with KI executive team to ensure adequate supply of tools and equipment as well as efficient operational process in field program execution.

        Coordinate with M&E team to monitor and evaluate program implementation to provide feedback for the next program planning.

        Provide regular and necessary reports to the Konservasi Indonesia's executive team.

 

Supervision and Staff Development

        Work with the Human Resource Director to hire adequate staffs for program implementation.

        Provide day-to-day strategic and technical direction and advice to local managers, coordinators, staffs.

        Oversee and supervise staffs to develop and walk on the periodic (annual) workplan.

        Formulate and organize training and enhancement programs to improve staff capacity.

 

 

Policy and Partner Engagement.

        Based on the findings and output of the field programs, work with Konservasi Indonesia's science and policy team to provide policy inputs and recommendations to governments to improve regional conservation policies.

        Interface local conservation aspirations with the national government and help communicate national conservation policies to the local stakeholders. 

        Build collaborative and productive relationships with partners in Sunda Banda ecoregion and other relevant partners.

 

PEOPLE AND RESOURCE MANAGEMENT RESPONSIBILITIES

·       Manage a large or highly-visible program. 

·       Fully accountable for the program's budget and human resources.   

·       Effectively manage, engage, and motivate direct reports.  

·       Provide mentoring, coaching and directions to his/her team

·       Host regular three-monthly meeting (at least) with all employee to provide feedback and sharing information

·       From time to time, the director may lead engagements with sub-national and national governments of Indonesia, industry, and local community stakeholders

 

QUALIFICATIONS

·       Bachelor's Degree and at least 15 years or more related work experience.  Advanced degree preferred.

·       7 year or more related work experience of broad conservation program, including demonstrated ability to function as an agent of change, strategy development, and program management. 

·       5 or more years of managerial experience and leading cross-organizational teams. 

·       Proven ability to fundraise and network, develop and maintain partnerships across a range of stakeholders. 

·       Ability to work creatively and resourcefully within a determined budget and within the public/private framework.

·       Ability to write reports to the government and donors.

·       Ability to efficiently respond to questions from the government, communities, and other stakeholders

·       Ability to define problems, collect data, establish facts, and present viable solutions.

·       Excellent communication/interpersonal and conflict resolution skills; solution orientation.

·       Computer literacy in Microsoft Word, Excel, PowerPoint, email and internet applications

·       Demonstrated competency in field team management and multi stakeholder facilitation in a multicultural environment

·       Fluency in English required.

·     Language Proficiency. Fluency in both spoken and written English and Bahasa Indonesia.

 

 

WORKING CONDITIONS

·     This position may require domestic and international travel (30% or more) as well as communication at different time zones. 

·     Ability to work in remote locations or under difficult working conditions.

A.    Tasks & Responsibilities

  • Under the guidance of the Sustainable Energy Finance Lead, as a member of the SEF team under the German Indonesian Energy Team, contribute to an integrated, programmatic approach for delivering sustainable finance advisory work to our partners beyond project boundaries
  • Support the design and implementation of technical and strategic advisory and capacity development activities tailored to the demand of the political partner(s) and to accelerate the Indonesian energy transition
  • Advise and support the key partners on the implementation of a Sustainable energy finance framework for the energy transition towards the intersection of energy transition, climate finance, and private finance expertise.
  • Support in analysing financial and carbon pricing mechanisms, as well as conducting financial modelling and analysis of energy projects, particularly those related to accelerating the energy transition.
  • Support the conceptualization, design, preparation, organization, facilitation and documentation of events, workshops and conferences
  • Develop the conceptualization of Terms of Reference for the procurement of external consultants and subsequent steering of external international and local consultants
  • Write, revise, and review reports, brochures, policy briefs, recommendations for external audiences, and other documents ensuring high-quality outputs

B. Qualifications 
  • University's degree in economics, engineering, climate science, public finance, economics, energy & environment, sustainable development, or similar relevant field. A master's degree in a related field is preferred.
  • At least 2 years working experience in renewable energy and energy efficiency, climate finance, sustainable finance, development cooperation, and/or energy public and policy.
  • Deep understanding of the Indonesian carbon landscape, energy sector, industry players, as well as its relevant actors. Strong network in the Indonesian energy transition topics
  • Ability to collect, analyse, and interpret data related to energy consumption, finance, and carbon emissions.
  • Stakeholder management skills, as well as the ability to work effectively in a team.
  • Excellent written and verbal communication, interpersonal, and presentation skills (English and Bahasa Indonesia), and strong report-writing skills.
  • Outstanding conceptual and strategic thinking skills. Relevant certifications related to carbon management, and energy finance, can be advantageous.

GIZ has been working in Indonesia since 1975 and formally with ASEAN since 2009 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). 

The ASEAN region is at a critical juncture in its energy transition and efforts to combat climate change. As one of the fastest-growing economic areas in the world, ASEAN's energy demand is projected to increase by 60% by 2040, driven by rapid urbansation, industrialisation, and rising living standards. Energy is a vital component of ASEAN's regional development. While fossil fuels, particularly coal, still dominate the energy mix, the utilisation of renewable energy and increased energy efficiency has become critical to sustainable development. Recognizing this, ASEAN has set ambitious targets through the ASEAN Plan of Action for Energy Cooperation (APAEC), which sets out priorities to ensure energy security, accessibility, affordability and sustainability across the region. Aiming to increase the share of renewable energy to 23% and to reduce energy intensity by 30% by 2025 (relative to 2005 levels), these targets underscore the sector's significant role in both mitigating emissions and addressing climate adaptation challenges, making energy policy a cornerstone of ASEAN's climate action strategy.

At the same time, ASEAN is highly vulnerable to the impacts of climate change, with rising sea levels, extreme weather events, and changes in precipitation patterns affecting millions of people. Most of ASEAN Member States have committed to ambitious climate mitigation and adaptation targets as part oftheir Nationally Determined Contributions (NDCs) under the Paris Agreement, with a strong focus on transforming the energy sector alongside broader climate action. These commitments emphasize the need to increase renewable energy adoption, enhance energy efficiency, and build resilience to climate impacts affecting key sectors. However, the successful implementation of these goals requires not only government action but also widespread public and corporate engagement.

The ASEAN Secretariat (ASEC) is mandated, in accordance with the ASEAN Charter, to provide support for the effective implementation of ASEAN's decisions and agreements, including in the area of energy cooperation. In this regard, ASEC coordinates and monitors regional initiatives to promote energy security, enhance access to affordable and sustainable energy. The Energy and Mineral Division (EMD) of ASEC serves as the backbone for implementing ASEAN's energy vision to support the ASEAN Member States, assisting in achieving energy security, affordability, sustainability and integration across Southest Asia.

A.  Tasks & Responsibilities

Duration:

Background:
Catholic Relief Services (CRS) Indonesia is implementing the PAR IV-CORRECT Project to strengthen disaster preparedness and resilience. The project aims to assess the feasibility of implementing anticipatory actions (AA) for flood risks and to develop an AA protocol for flood-prone communities in Kupang District.

Scope of Work:
The consultant will:

  • Conduct a feasibility study of AA, including assessment of risks, vulnerabilities, early warning systems, and institutional capacities.

  • Identify feasible AA interventions and develop a community-based flood AA protocol with defined triggers, actions, roles, and monitoring mechanisms.

  • Facilitate validation, simulation exercises, and feedback from community and government stakeholders.

Key Deliverables:

  1. Data Collection and Analysis Plan – by end of June 2025 (20% payment)

  2. Feasibility Study Report – by end of August 2025 (40% payment)

REQUEST FOR QUOTATION : SPEEDBOAT

BACKGROUND

Konservasi Indonesia, in collaboration work with Conservation International Timor-Leste, is actively involved in various marine conservation programs within the transboundary area between Indonesia and Timor-Leste surrounding Ombai Strait. These initiatives including the establishment and joint management of Marine Protected Areas (MPAs) in regions such as Belu and Wetar in Indonesia and Manatuto and Bobonaro in Timor-Leste, as well as marine mammal monitoring efforts between two countries. These cross-border programs aim to strengthen marine biodiversity protection while also delivering long-term socio-economic benefits to local communities in both countries.

To effectively implement and monitor these programs, reliable transportation is essential. Therefore, the procurement of a speedboat is a strategic necessity to support regular field operations, including monthly monitoring activities and coordination between stakeholders. Additionally, the speedboat will serve as a platform for empowering local youth communities by involving them in conservation efforts and capacity-building activities, especially in marine activities such as marine mammal monitoring and marine data collection. This investment will enhance operational efficiency and reinforce community engagement in sustainable marine resource management.

 

SCOPE OF PROCUREMENT

The scope of this procurement includes:

1.      Identify the engineering requirements for the transboundary speedboat

2.      Conduct review and analysis of bidding candidates involving panelist team

3.   Recommend the selected final candidate for transboundary speedboat upon consensus of the panelist team to proceed with procurement mechanisms applicable in Konservasi Indonesia
