Scope of Work

Activity Title : Climate Financing Training for Project Staff in Indonesia
Location : Kupang City
Duration : Two days

1. Background
Achieving meaningful climate action in Indonesia necessitates strong engagement and support from local stakeholders, particularly local government. Catholic Relief Services (CRS) in Indonesia, committed to localization and collaborative partnerships, aims to enhance its staff's capacity to facilitate local stakeholders' access to climate finance for impactful climate action. Recognizing the complexities and context-specific nature of climate finance within Indonesia, this training will equip CRS staff and potentially implementing partners with the knowledge and understanding of national mechanisms and funding sources. This will bridge the gap between intricate climate finance systems and the practical realities of local development planning, empowering local actors, especially local government, to unlock funding, navigate regulations, and align projects with regional priorities (RAD-GRK/RAD-API). Ultimately, this training is crucial for building strong partnerships, developing locally relevant and fundable proposals, and driving successful and sustainable climate outcomes on the ground in Indonesia.

2. Objective
The overall objective of this training is to build organizational capacity by increasing CRS staff knowledge and understanding of the climate finance system within the Indonesian context, with a specific focus on engaging local stakeholders and accessing relevant funding streams.

3. Specific Objective
By the end of this training, participants will be able to: 
a. Identify key climate finance sources, instruments and mechanisms relevant to Indonesia and accessible to local actors (government and NGOs), such as national budget allocations, specific grants, bonds, public-private partnerships, blended finance, and village funds to enable climate action for mitigation and adaptation in Indonesia. 
b. Explain stakeholder roles: Explain the importance of different actors and stakeholders in Indonesia's climate finance landscape, with a deep dive into the specific roles and responsibilities of local government (e.g., planning, budgeting, permitting, implementation, monitoring).
c. Outline coordination and engagement strategies to work collaboratively with local government and other local stakeholders (communities, CSOs, local businesses) in developing and implementing climate finance proposals that align with local development plans and regulations and navigate the basic processes of working with local government to access financing.

4. Target Participants
The primary target participants for this training are CRS Indonesia staff, including project managers, program officers, and MEAL staff from the CAPACities and CORRECT/PAR IV projects. Additionally, CRS will consider inviting participants from local governance structures (DLH Kupang City, BAPPEDA Kota Kupang, BPBD Kota Kupang), local implementing partners (YPPS & CIS Timor), and Caritas Indonesia.

5. Role and Responsibilities
The selected trainer(s) will be responsible for the following:
Review and adapt training key learning: Review the proposed training key learning and adapt them as necessary to ensure they are relevant, engaging, and meet the specific learning needs of the identified participants.
Develop Detailed Session Plans: Create detailed session plans for each module, including specific activities, discussion points, and time allocation.
Prepare Training Materials: Develop all necessary training materials, including presentations (in PowerPoint or similar format), handouts, case studies, practical exercises, and any other relevant resources in clear and accessible language. Materials should be tailored to the Indonesian context and the specific roles of the participants.
Deliver the three-day training: Facilitate all sessions of the two-day training in Kupang City, ensuring an interactive and participatory learning environment. This includes delivering presentations, moderating discussions, managing group activities, addressing participant questions, and ensuring effective time management.
Incorporate interactive methodologies: Utilize a variety of interactive methodologies as suggested, including discussions, Q&A, group work, case studies, interactive exercises, and practical exercises to maximize participant engagement and learning.
Guide Practical Exercises: Effectively guide participants through practical exercises focused on identifying local stakeholders, analyzing local development plans, and outlining potential engagement strategies.
Facilitate Knowledge Sharing: Encourage and facilitate the sharing of experiences and insights among participants, including CRS staff and representatives from local government and partner organizations.
Potentially Coordinate with Guest Speaker(s): If guest speakers are invited by CRS, the trainer(s)/facilitator(s) may be required to coordinate with them to ensure seamless integration of their presentations into the training program.
Provide a Post-Training Report: Submit a concise report to CRS within five days after the training, summarizing the training delivered, participant engagement, key learnings, challenges encountered (if any), and recommendations for follow-up activities or further capacity building.

6. Period of Performance
The climate financing training will be conducted on June 17 - 19, 2025. The meeting will start at 08.00 am and end at 17.00 pm (The Central Indonesia Time Zone).

7. Timeline
May 20, 2025: Call for Proposals/Expressions of Interest
June 2, 2025: Selection of Trainer(s)/Facilitator(s)
June 6, 2025: Initial Consultation with CRS on Training Content and Adaptation
June 11, 2025: Submission of Final Training Agenda, Session Plans, and Materials to CRS
June 17-19, 2025: Delivery of the Three-Day Training in Kupang City
June 29, 2025: Submission of Post-Training Report.

8. Location
The training will be held at representative venue around Kupang City (to be confirmed)

9. Methodology
The training should employ a variety of adult learning methodologies, including:
Interactive presentations and discussions
Case studies and real-world examples relevant to Indonesia
Group work and collaborative exercises
Role-playing or simulations (if applicable)
Q&A sessions and opportunities for peer learning
Guest speaker presentations (if applicable)

The training should prioritize practical application and ensure that participants gain actionable knowledge and skills

10. Deliverables
The trainer(s)/facilitator(s) will deliver the following:
A detailed three-day training agenda and curriculum.
All training materials (electronic copies).
Facilitation of the two-day training in Kupang City.
A post-training report summarizing the training and providing recommendations.

11. Trainer/Facilitator qualification
The ideal trainer(s)/facilitator(s) will possess the following expertise and experience:
Demonstrated expertise in climate finance mechanisms relevant to Indonesia, including national and sub-national funding sources, instruments, and processes.
Strong understanding of the Indonesian local governance structure, including planning, budgeting, and regulatory processes (RPJMD, RKPD, RAD-GRK/RAD-API).
Proven experience in facilitating similar training programs for diverse audiences, including NGO staff and government representatives, in an engaging and participatory manner.
Excellent communication, presentation, and facilitation skills, with the ability to explain complex concepts clearly and concisely in a cross-cultural context.
Familiarity with the work of NGOs and local development contexts in Indonesia is highly desirable.
Ability to work collaboratively with CRS staff and potential guest speakers.

12. Reporting
The trainer(s)/facilitator(s) will report to the designated CRS focal person for this training, Upi Gufiroh and Maria Nailopo.

13. Budget
The budget for this training should cover all trainer fees, including preparation time, and costs for developing and finalizing training materials. CRS will be responsible for venue costs, trainer travel costs, participant travel and accommodation. A detailed budget breakdown should be included in the trainer's proposal.
