Program Background

Kemitraan Indonesia Australia untuk Infrastruktur (KIAT) is a partnership between the Government of Australia and Government of Indonesia to support sustainable and inclusive economic growth through improved access to infrastructure for all people in Indonesia. KIAT works with government partners, multilateral development banks (MDBs) and civil society providing technical assistance to improve infrastructure policy, planning and delivery. KIAT also works with sub-national governments to improve the quality of infrastructure spending and planning. 

  

Through its work with central and sub-national governments, KIAT is working towards 5 End-of-Facility Outcomes (EOFOs): 

  1. Improved policies and regulations for infrastructure development
  2. High quality projects prepared for financing by GOI, MDBs or the private sector
  3. High quality infrastructure delivery, management, and maintenance by GOI 
  4. Infrastructure policies, design and delivery are more inclusive for women and people with disabilities 
  5. Improved policy, planning and design results in lower-emission, more climate-resilient infrastructure 

The focus of KIAT is on the following areas: Water and Sanitation; Transport; Gender Equality, Disability and Social Inclusion (GEDSI); Climate Change; and Infrastructure Funding and Financing (IFF).

The Role

The Team Leader will lead the review process with the support of one or more Subject Matter Experts with relevant international experience in managing the preparation of large scale infrastructure projects and with relevant academic or professional experience in public private partnerships and/or private sector financing of large-scale infrastructure.

 

The Team Leader will be expected to:

                        Produce a Review Plan which elaborates the overall approach to the review.

                        Apply a structured methodology to (i) document achievements made toward EOFO 2; (ii) catalogue and summarise all KIAT activities that have provided project preparation support; (iii) identify salient observations from across these activities; and (iv) identify and develop 2-4 brief case studies of KIAT activities documenting innovative aspects of project design or preparation documents introduced through KIAT support and/or examples of GOI engagement in supporting the preparation of projects.

                        Lead the development of the review report, incorporating inputs from other review team members.

                        Hold an internal workshop to present, discuss and validate findings, reflections, and opportunities for the application of lessons.

 

The Team Leader will work under the direct management and oversight of the KIAT Deputy Director for Strategic Planning and Performance and will be supported by one or more team members (to be agreed with KIAT as part of the development of the Review Plan).

About You

Essential

·          A postgraduate degree in economics, finance, public policy, development studies, or other relevant discipline

·          Expertise and at least 10 years of experience designing, managing or reviewing infrastructure support programs or financing facilities

·          Expertise and at least 5 years of experience leading or supporting project preparation, transaction advisory, and management, including in the public sector, non-profit sector, and/or on international development programs

·          Understanding of the project preparation enabling environment in Indonesia

·          English fluency, with excellent written and oral communications skills

·          Ability to apply and communicate abstract concepts in a way that can be understood by a variety of stakeholders  

·          Ability to communicate with a wide range of stakeholders from diverse backgrounds including people with disabilities

·          Knowledge and understanding of the different needs of different stakeholders such as women, the elderly, people with disabilities and others with special mobility needs.

 

Desirable

·          Previous experience with the Australian Aid program is preferred

·          Experience reviewing or evaluating programs supporting innovation within the public or non-profit sectors is preferred

·          Previous work experience in Indonesia is preferred

Remuneration
