Background
ADRA Indonesia is a humanitarian agency of the Seventh-day Adventist Church. Our mission is "to serve humanity so all may live as God intended." ADRA Indonesia is part of the global ADRA network, which includes over 120 supporting and implementing country offices.
Currently, ADRA Indonesia is collaborating with ADRA Germany, with support from the German Federal Ministry for Economic Cooperation and Development (BMZ), to implement the Creating Carbon Sinks & Green Community Livelihoods (CGCL) project in Marawola Barat District, Sigi Regency, Central Sulawesi. This project aims to empower Indigenous communities by promoting sustainable land management, restoring degraded land through agroforestry systems, and improving market access for sustainable agricultural and forestry products.
One of the core components of this project is regenerative forest management and agroforestry, which hold great promise both ecologically and economically. While existing agroforestry systems are still underdeveloped, baseline assessments have identified significant potential within social forestry areas for reforestation and conservation efforts.
The project envisions integrating multipurpose tree species into degraded landscapes to increase biodiversity and enhance carbon storage. A detailed geospatial analysis of 3,048 hectares has identified 2,250 hectares eligible for carbon crediting comprising 1,285 hectares for avoided deforestation and 965 hectares for afforestation/reforestation. Using SRN-PPI methodologies, the project is expected to generate approximately 18,731 tonnes of CO₂ equivalent annually over a 10-year period. At conservative market rates, this could yield up to USD 90,000 per year, with an estimated net surplus between USD 45,000 and USD 60,000 indicating financial viability within both voluntary and national carbon markets.
Developing a Project Design Document (PDD) that meets the SPEI certification requirements involves not only preparing technical documentation such as emissions baselines, mitigation scenarios, and Monitoring, Reporting, and Verification (MRV) systems but also ensuring participatory processes that secure social and political legitimacy. In particular, the use of satellite imagery and inclusive strategic planning will ensure that the voices, knowledge, and priorities of Indigenous and local communities are central not peripheral to the planning process.
The proposed Strategic Roadmap, to be developed alongside DRAM technical support, will serve as a dynamic governance tool. It will translate long-term visions for ecological restoration and carbon sequestration into concrete, time-bound, and evidence-based implementation pathways. This roadmap will also outline institutional frameworks, risk mitigation strategies, and co-benefits such as poverty reduction, gender equity, and biodiversity conservation ensuring that the project meaningfully contributes to both local development and global climate goals. To ensure the project achieves its full potential, we seek the support of a qualified consultant to help lead this work, aligning the project's vision with actionable, measurable, and sustainable results.
OBJECTIVE OF THE FINAL EVALUATION
1. To develop a strategic planning document (roadmap) that will support the CGCL project team in implementing the project effectively, in alignment with the approved project proposal submitted to the donor.
2. To prepare technical documents (PDD/DRAM) that meet methodological standards and policy requirements, and are socially verified through participatory processes.
SCOPE OF WORK
The consultant will be responsible for
1. Development of the Carbon Project Roadmap
· Conducting contextual analysis, establishing a baseline, and outlining the strategic direction for carbon project development.
· Designing implementation phases based on the project's needs.
· Identifying risks, challenges, and corresponding mitigation strategies.
· Developing a stakeholder engagement plan and inclusive development strategy (GEDSI).
2. Preparation of PDD and/or DRAM Documents
· Collecting and analyzing the necessary data (biogeophysical, socio-economic, and spatial).
· Preparing the PDD document in accordance with the SPEI/VERRA/JCM framework, including:
o Project description
o Justification of additionality
o Baseline and mitigation scenarios
o Estimation of avoidable/reduced emissions
o MRV (Monitoring, Reporting, and Verification) mechanism
o Community participation and FPIC (Free, Prior, and Informed Consent)
· Documenting the consultation and validation processes.
3. Coordination and Documentation
· Actively coordinating with the program team, technical partners, and local stakeholders.
· Preparing technical reports and presenting the results of the work.
4. SRN-PPI Registration
· Registering a user account for the CGCL/ADRA Green Project on the SRN-PPI platform
DELIVERABLES
1. Carbon Project Roadmap document (in both PDF and Word formats).
2. Complete PDD and/or DRAM documents in compliance with the selected carbon credit scheme standards.
3. Supporting documentation: FGD minutes, FPIC records, spatial maps, and baseline data.
4. Final activity implementation report.
5. Successfully registered SRN-PPI account for the CGCL Green Project / ADRA Indonesia.
QUALIFICATIONS AND COMPETENCIES REQUIRED
An individual or consulting firm with a minimum of a Master's degree (S2) in environmental sciences, forestry, spatial planning, or a relevant field.
• At least 5 years of experience in climate change mitigation, forestry, or carbon credit projects.
• Proven experience in writing validated/verified PDD or DRAM documents.
• Strong understanding of carbon accounting methods, MRV systems, and baseline scenario development.
• Ability to work using participatory approaches and a solid understanding of gender and social inclusion (GEDSI) issues.
• Prior experience working with local communities and government institutions is an advantage.
• Proficiency in GIS and spatial analysis tools is considered a plus.
• Familiarity with carbon registration mechanisms under the SRN-PPI system.
REMUNERATION:
The consultant will be paid a total fee of up to IDR 55 million, which includes all applicable taxes, upon proper completion of the agreed work. The budget and payment plan will be outlined in the contract and may be made in parts, based on the submission and approval of each output.
