The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 and formally with ASEAN since 2009 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
Sustainable economic development with the focus on trade and circular economy is one of the key priorities of the ASEAN-Germany Development Partnership. GIZ Indonesia and ASEAN implements Circular Economy measures as topics within the bilateral cluster "Green Infrastructure" and the regional cluster "ASEAN".
The project "Promoting Trade-related aspects for Circular Economy in ASEAN (TRACE)" commissioned by the German Federal Ministry of Economic Cooperation and Development (BMZ) will be supporting the the Coordinating Committee for the Implementation of ATIGA (CCA) and the ASEAN Trade Facilitation Joint Consultative Committee (ATF-JCC) facilitated and represented by the Trade Facilitation Division (TFD) of ASEAN Secretariat (ASEC) as well as further relevant ASEAN bodies and national line ministries, agencies and the private sector. The project takes a multi-stakeholder approach working on a regional, national and local level with public and private sector actors as well as civil society to harmonise the gap between regional frameworks and national policies. The project aims to address three outputs, namely 1) Support relevant ASEAN bodies in developing and operationalising proposals on trade-related aspects promoting a circular economy; 2) Capacity building to representatives of national authorities or ministries of the ASEAN member states to set national policies on trade-related aspects of circular economy, and; 3) Develop solutions to utilise trade-related aspects of circular economy for the private sector, especially women-led companies
At the same time, Indonesia, as a key member of ASEAN, plays an important role in regional initiatives. As the largest country in the region by population and one of the most advanced in terms of circular economy and trade policy development, Indonesia has the potential to influence the regional agenda by addressing challenges of trading recycled or circular produced goods. Thus, leveraging Indonesia's experiences, can create synergies to align its national initiatives with ASEAN's regional priorities.
Against that background, the Advisor will coordinate closely with bilateral projects on the topic of circular economy and trade.
To support TRACE, GIZ is currently recruiting one (1) Indonesian candidate for the following position:
Advisor on Trade Policy
A. Tasks & Responsibilities
- Provide advisory services to ASEC TFD and aligned ASEAN bodies on regulatory and economic policy instruments in trade related to circular economy, e.g. rules of origin (ROO), Harmonized System (HS), codes etc. to enable ASEAN in developing and upgrading policy frameworks to facilitate trade in recycled and circular produced goods
- Support ASEC TFD in coordinating the development, updating and/or harmonization of regulatory frameworks such as ATIGA on trade-related aspects for circular economy
- Develop and implement activities involving the private sector/industry in public-private dialogue mechanisms in ASEAN, such as organizing exchange formats, and providing technical input to strengthen operationalisation of relevant ASEAN frameworks
- Organise and provide capacity building measures for representatives of ASEAN working groups facilitated by ASEC TFD on trade-related topics to promote a circular economy.
- Facilitate synergy and coordination among relevant stakeholders in ASEAN on the topic of trade for circular economy
- Support GIZ Indonesia/ASEAN's strategic engagement at the national and regional level, enabling donors, agencies, and NGOs to cooperate with the private sector for greater effectiveness in implementation of ASEAN frameworks and national strategies
- Develop Terms of Reference (ToR) and other tender documents, manage the selection process for national and international short-term experts, and ensure quality assurance of deliverables.
- Support compilation of background material (e.g. studies, action plans, etc.) for the strategic operationalisation of relevant ASEAN and national documents to enable trade as a driver for circular economy.
- Assist in operational planning of the project such as budget preparation and administration, procedures, and cost allocations for partner-led activities on trade-related aspects for circular economy in ASEAN.
- Collaborate closely with project partners to implement the ATIGA and other relevant agreements, frameworks and strategic documents on trade to enable a circular economy.
- Masters/similar degree education in International Trade or related fields like International Business or Economy (esp. Circular Economy)
- 10 years professional experience related with international and regional trade; experiences in circular economy approaches in trade is highly advantageous.
- Knowledge of the international best practices and processes in trade and circular economy.
- Proven experience on the topic of trade policy and/or customs procedures for recycled goods. Interest and initial understanding of challenges and opportunities in the waste sector is highly advantageous.
- Proven experience in cooperation with the public and private sector in Southeast Asia on trade policies and trade-related capacity building.
- Experience in developing and facilitating capacity development programmes, tools and training modules.
- Experience in international cooperation and ability to work in an intercultural environment.
- Very good working knowledge of ICT technologies and computer applications (e.g. MS Office 365).
- Excellent written and oral knowledge of English, working knowledge of German is an asset.
- Strong organisational competence with good communication and coordination skills
