People and Culture Consultant
Yayasan Indonesia Cerah (CERAH) is a non-profit organisation established in 2018. The organisation focuses on the issues of clean energy and the environment. CERAH promotes the narrative of shifting Indonesia's policy in energy transition as a leader in providing strategic communication to amplify key messages in the narrative of clean energy and its transition in Indonesia, cultivating and enhancing stakeholder engagement and providing recommendations to policymakers.
The CERAH team has extensive experience in climate and energy policy, digital and media communications, as well as social campaigning. CERAH works with various partners and stakeholders from civil society, research institutions, government, and the private sector in Indonesia. As part of a global network of climate and energy communicators, CERAH is also connected to international networks.
The CERAH is committed to improving the effectiveness and efficiency of staff performance. Currently, the organisation has a performance management system in place. However, there is a need for a comprehensive evaluation through the role of a People and Culture consultant to make the system more relevant and effective so that the organisation's vision and mission can be achieved.
Therefore, we are looking for a People and Culture Consultant. The Consultant will work closely with the Finance and Operations Lead and the Executive Director.
Tasks and Responsibilities
The consultant will carry out the following tasks and responsibilities:
- Review existing performance management policy and procedure documents, including the KPI-based evaluation system and the 360-degree approach.
- Conduct in-depth interviews and focus group discussions (FGDs) with management, unit heads, and staff across all levels.
- Gather and analyze internal feedback related to staff perceptions, engagement levels, and experiences with the current system.
- Analyze performance data and historical trends to identify patterns, challenges, and areas for improvement.
- Develop a comprehensive assessment report that includes findings, analysis, and recommendations for a more adaptive and inclusive performance management system.
- Design a new appraisal system tailored to each staff level (entry-level, managerial, and executive).
- Develop strategies to strengthen organizational culture, including work values, team collaboration, and diversity.
- Conduct a trial of the new system and evaluate feedback for iteration and refinement.
Deliverables
The consultant is expected to deliver the following outputs:
- A summary of findings from interviews and FGDs, including analysis of perceptions and challenges of the current system.
- Performance management needs assessment report based on a 360-degree approach.
- A structured appraisal system aligned with staff levels and responsibilities.
- A final presentation of findings and strategic recommendations to the organization's management team.
- Documentation of the trial process for the new system and its evaluation at each staff level.
- A report on the human resource development needs of the foundation, including projections of competency and capacity requirements.
- Recommendations for strengthening a healthy, collaborative, and inclusive organizational culture.
Qualifications and Experiences
The consultant should possess the following:
- A minimum of 8 years of experience in evaluating and developing 360-degree-based performance management systems
- Experience in developing performance management systems within NGOs
- In-depth understanding of Human Resource (HR) management and People and Culture in organizations
- Strong analytical skills in assessing performance data and trends
- Experience in conducting interviews and analyzing qualitative data
- Good communication skills and a solution-oriented mindset
