Program and Policy Lead (Extended)
CERAH seeks a Program and Policy Lead to support our growing team and enhance the policy division. This position will spearhead CERAH's policy strategy to accelerate Indonesia's energy transition, providing leadership in policy analysis, stakeholder engagement, and strategic communications. This role is responsible for setting policy priorities, ensuring the quality and impact of policy outputs, and representing CERAH in high-level forums.
He/she will work closely with the other Cerah team members to support effective and efficient operations management, finance, and project administration within Cerah. As a Program and Policy Lead, the work of the employee will include:
Key Responsibilities
● Strategic Leadership
● Set Policy Direction: Define and regularly update CERAH's policy agenda in alignment with organizational goals and Indonesia's energy transition landscape.
● Oversight of Program and Policy Outputs: Develop a strategic program framework and report, supervise the development and delivery of all policy products, including brief notes, op-eds, and research reports, ensuring quality and relevance.
● Thought Leadership: Represent CERAH in national and international forums, providing expert commentary and shaping public discourse on energy transition.

● Supervise Policy Team: Lead and mentor Policy Strategists and Analysts, guiding their work and professional growth.
● Quality Assurance: Review and approve key deliverables, including brief notes, op-eds, and event concepts.
● Capacity Building: Organize internal knowledge-sharing sessions and training to strengthen the team's analytical and communication skills.

Stakeholder Engagement:
● Strategic Partnerships: Build and maintain relationships with policymakers, civil society, academia, and international organizations.
● Collaborative Initiatives: Coordinate with the Media, Outreach, and Advocacy Teams to ensure cohesive messaging and amplify CERAH's policy impact.

External Communication:
● Media Engagement: Serve as CERAH's spokesperson for high-level media engagements and ensure alignment with organizational messaging.
● Publications: Oversee and contribute to the publication of policy briefs, op-eds, and commentary on critical energy transition topics.

Project Oversight:
● Thematic Projects: Lead or assign team members to special projects as directed by the Executive Director.
● Third-Party Research: Supervise the commissioning and review of third-party research and reports.

Fundraising and Project Design:
● Fundraising: Proactively contribute to fundraising efforts by identifying opportunities, supporting proposal writing, and engaging with donors and partners.
● Program and Policy Project Design: Take a leading role in designing new programs and policy projects, ensuring alignment with CERAH's mission, strategic priorities, and funding opportunities.

High-Level Representation: Participate in and/or speak at at least 4 key policy events or forums per year.
Stakeholder Reports: Produce quarterly stakeholder engagement reports.
Fundraising Contributions: Support the development of at least 2 funding proposals or partnership concepts annually.
Qualifications and Skills:
● Master's degree in Public Policy, Environmental Economics, Development Studies, Political Science, Sociology, Environmental Studies, Climate Policy, or other relevant social science or interdisciplinary fields related to sustainable development and public affairs.
● Proven leadership in policy analysis, advocacy, and team management.
● Extensive experience in Indonesia's energy and climate policy landscape.
● Strong analytical and strategic thinking skills.
● Excellent writing, editing, and public speaking abilities.

● Strong attention to detail, accuracy, and organizational skills with the ability to be flexible and function well under deadlines or concurrent activities.
● Resourcefulness, initiative, enthusiasm, and a high standard of personal and professional integrity.
● Fast learner and strong adaptability.
● Demonstrated success managing a small team is preferable.
● A minimum of 6 years of experience in NGO or related sectors for the above requirements.
● Experience in program and project design and supporting fundraising activities.
● A good command of English and Bahasa Indonesia with strong verbal and written communication skills and the ability to communicate at multiple levels in the organization and with external stakeholders.
● Strong attention to detail, accuracy, and organizational skills with the ability to be flexible and function well under deadlines or concurrent activities.
● Resourcefulness, initiative, enthusiasm, and a high standard of personal and professional integrity.
● Fast learner and strong adaptability.
● Demonstrated success managing a small team is preferable.

The position is urgently required and will report directly to the Executive Director of Yayasan Indonesia CERAH (CERAH). It will be a contract-based position, and the remuneration will be based on qualification, competency, and salary history.
