Economic Modelling of Projected Returns on Investment in Adolescent Girls in Indonesia


The primary objective of this assignment is to develop a robust, evidence-based economic model that projects the financial and socio-economic returns and most effective investment pathways in adolescent girls' education, protection and health in Indonesia. This model will provide policymakers with actionable insights to drive targeted interventions that maximise both economic growth and social equity.

The project will be conducted in a phased approach. Phase 1 will focus on the development of the economic model, while Phase 2 will centre on policy dialogue and stakeholder engagement. This structure ensures that the modelling work informs and anchors the engagement of key stakeholders in translating findings into action.

Specific objectives include:

  • Identifying the highest-impact investment areas for maximising GDP growth, including 1) analysis of adolescent girls' pathways to transition to labour market for increased female labour workforce participation; 2) macro-economic analysis to estimate contribution of adolescent girls' education, protection and health to Indonesia's GDP growth and 3) establish a comparative analysis of different investment scenario's, identifying the most cost-effective strategies.

  • Estimating the long-term economic benefits of increasing adolescent girls' educational attainment, including the increase in GDP from raising secondary school completion rates and the impact of closing gender gaps in STEM education.

  • Analysing the impact of GBV protection measures for adolescent girls on economic productivity and social stability, for example by quantifying the losses associated with child marriage, gender-based violence (e.g. economic benefits from health system savings and increased workforce retention).

  • Evaluating the cost-benefit implications of improved healthcare access for adolescent girls, including reproductive and mental health services. This includes the economic impact of reducing adolescent pregnancy rates. 

  • Developing an evidence-based investment roadmap for policymakers based on the findings to guide government and donor funding toward high-return interventions.

For the purpose of the study, the EU–Indonesia Cooperation Facility (EUICF) is recruiting a team of expert consultants with the following qualifications: 

  1. Junior National Economic Modelling and Policy Analysis Expert

Homebased: Jakarta, Indonesia.

Education:

Advanced university degree (Master's or higher) in Economics, Development Economics, Public Policy or related field.

Professional Experience:

  • At least 5 years of experience in economic analysis, macroeconomic modelling, or cost-benefit evaluation in the Indonesian context.

  • Proven ability to develop or contribute to economic models (e.g., ROI, labour market, public expenditure), with strong data analysis skills.

  • Deep understanding of Indonesia's economic landscape, national datasets (SAKERNAS, SUSENAS, PDB, etc.), and policy frameworks (e.g., RPJMN).

  • Experience in economic forecasting and quantitative analysis in sectors like education, health, gender equality, or social protection.

  • Skilled in scenario analysis, macro/sectoral datasets, and using results to inform policy; proficient in modelling software and tools.

  • Familiarity with gender-responsive and intersectional economic analysis, SDG indicators, and collaboration with Indonesian government or international partners.

Skills and Competencies:

  • Strong analytical and problem-solving skills with a capacity to translate technical findings into actionable policy recommendations.

  • Excellent written and verbal communication skills in Bahasa Indonesia and English, including the ability to prepare technical reports and present findings to diverse audiences.

  • Ability to work independently and collaboratively in a multidisciplinary and multicultural team.

Output:

  • Gender and economic modelling – 2-day training for BAPPENAS team.


  • Inception Report – detailing the methodology, work plan, key assumptions, and data sources.


  • Interim Report – initial findings, economic model framework, and stakeholder feedback.


  • Final Report – complete economic analysis, model results, and investment roadmap.


  • Policy Brief – a concise summary of key findings and actionable policy recommendations.


  • Presentation Materials – slides and supporting documents for stakeholder engagement.

Level of Effort: 40 working days over a five-month period, starting July 2025.


  1. Senior International Economic Modelling and Policy Analysis Expert 

Homebased: Jakarta, Indonesia.

Education:

Advanced degree (PhD or Masters) in Economics, Public Policy, Development Economics, or a related field.

Professional Experience:

  • At least 10 years of international experience in macroeconomic modelling, cost-benefit analysis, and public investment or impact evaluation in developing or middle-income countries.

  • Proven leadership in designing quantitative models to assess social sector investments (education, health, gender) and their impact on GDP, labour markets, and development outcomes.

  • Expertise in ROI and fiscal policy analysis, with a focus on gender-responsive or adolescent girls-centred investments.

  • Skilled in integrating multi-sectoral datasets (demographic, labour, education, health) into comprehensive economic models.

  • Strong grasp of gender-responsive macroeconomic policy and social development financing across diverse contexts.

  • Proficient in modelling tools/software for forecasting and scenario analysis; experience with EU, multilateral institutions, and Southeast Asia—especially Indonesia—is highly valued.

Skills and Competencies:

  • Ability to design and lead a rigorous economic modelling process, from methodology development to validation and policy application.

  • Strong written and verbal communication skills, with a proven ability to deliver clear, evidence-based policy recommendations and to engage with both technical and policy-level stakeholders.

  • Experience leading or working in multidisciplinary teams and facilitating stakeholder consultations with government, academia, and civil society.

  • Professional proficiency in English (written and spoken). Knowledge of Bahasa Indonesia is an advantage but not required.

Level of Effort: 30 working days over a five-month period, starting July 2025.


  1. Senior Gender and Economic Modelling Trainer


Homebased: Jakarta, Indonesia

Education:

Advanced university degree (Master's or higher) in Economics, Development Economics, Public Policy or related field.

Professional Experience:

  • At least 10 years of experience in economic analysis, macroeconomic modelling, economic policy 

  • Proven track record in delivering trainings related to gender and economics in an international context

Skills and Competencies:

  • Excellent verbal communication skills in English, including the ability to tailor their communication style to an audience composed of senior and junior Indonesian officials

  • Ability to work independently and collaboratively in a multidisciplinary and multicultural team.

Output:

  • Gender and economic modelling – 2-day training for BAPPENAS team.

Level of Effort: 8 working days over a five-month period, starting July 2025.
