Guiding Principles
The consultant shall comply with the principles stipulated in the Humanis Safeguarding Policy to ensure the assessment processes are promoting and protecting people's health, well-being and human rights, and enabling them to live free of harm, exploitation and abuse. The Policy entails a wide range of policies, procedures and activities seeking to address the welfare of staff, partner organization(s) and those come in contact with such as children (under 18 years old) and (vulnerable) adults. Consent to participate in the assessment will be given freely, without coercion and influence from financial inducement, improper pressure, or any form of misrepresentation and applying research ethics that ensure and acknowledge respondents' rights in taking part or to object involvement in the assessment, maximize possible benefits and minimize possible harms.
Background
Humanis is implementing Phase II - Accelerating and Strengthening the Advocacy on Anti Sexual Violence Law/ UU TPKS Project (ASAP II), specifically designed to improve access to justice for victims of gender-based violence (and their families) in Indonesia following the enactment of UU TPKS (Anti Sexual Violence Law) and is intended to achieve three outcomes:
- Drafted regulations of the UU TPKS (PP, Presidential Decree, and Ministerial Regulation) in government institutions and others;
- Strengthened capacity of relevant law enforcers and paralegals in handling anti-sexual violence cases with victim-rights perspectives and approaches;
- Increased public awareness of the implementation, practicality, and impact of UU TPKS.
Funded by the Norwegian Ministry of Foreign Affairs (MFA), represented by the Royal Norwegian Embassy in Jakarta, the project is implemented by Humanis in collaboration with three partner organizations: Forum Pengada Layanan (FPL), Perempuan Mahardhika (PM), and Institute for Criminal Justice Reform (ICJR).
The main purpose of this end-line study and final evaluation are:
- To collect and analyze the project endline data based on the project logframe.
- To assess the extent to which the project objectives have been achieved and assessing the impact of the project particularly in supporting the improvement of justice for victims of GBV and their families in Indonesia following the enactment of UU TPKS.
- To assess the sustainability of the project initiatives and its impact to beneficiaries It will also look at strengths and weaknesses, opportunities and challenges and any external factors that have affected the achievement (or non-achievement) of the outcomes and the delivery of the outputs.
- To assess the results, effectiveness, processes and performance of the partners involved in project activities according to the project indicators. It will also identify lessons learnt and good practices for both accountability and learning for possible similar interventions in the future. Consequently, the evaluation is also expected to make detailed recommendations for major stakeholder groups to promote sustainability and long-term impact to the beneficiaries.
Scope of Work
The project endline study and final evaluation is meant to assess the project performance and achievements vis-à-vis the project's objectives, indicators and results, as well as the impact of the project to the beneficiaries. The final evaluation should be based on the six evaluation criteria from the Development Assistance Committee of the Economic Cooperation and Development (OECD/DAC) – Relevance, Coherence, Effectiveness, Efficiency, Impact, and Sustainability

The Consultant(s) will produce the following deliverables:
- Inception Report (including evaluation matrix)
- Powerpoint Presentation and Validation workshop
- Draft Final Report + Executive Summary
- Draft Case Studies
- Final Report, Case Studies & Evaluation Matrix
QUALIFICATIONS AND EXPERIENCES
The following are the selection criteria for the team of consultant(s):
- Solid experience and proven track record of carrying out project final evaluation for at least 5 years
- Demonstrable relevant academic and practical experience in qualitative and quantitative research methodology, evaluation design and implementation
- Proven experience in program design skills, including capacity to prepare logical, coherent and consistent documents;
- Capacity to work in a multi-disciplinary team, including coordinating technical input into a framework;
- Proven experience of using participatory tools as a means of data collection for project evaluation
- Excellent reporting and communication skills
TIMEFRAME AND BUDGET
The draft of final evaluation report should be presented no later than 6 weeks after commencement of the contract. Maximum budget for the entire assignment is IDR 99.000.000 including tax, fees, data collection activities, external reviewer (if needed). The budget offered will be subject to negotiation after selection of the team of consultant.
