About Position
Research, Monitoring, and Evaluation (RME) Manager is a key leadership role responsible for steering YCAB Foundation's evidence-based approach to social impact. This individual will be a seasoned RME professional who combines daily operational management with a strong strategic vision for the unit.
The core mandate of this role is to transform the RME unit from a data-gathering function into a strategic partner that actively informs program design, drives continuous improvement, and clearly articulates our impact. The successful candidate will develop and implement robust frameworks for monitoring, evaluation, and knowledge management, ensuring that rigorous research and data analysis are at the heart of our decision-making. This position is critical for enhancing program effectiveness, fostering a culture of learning, and strengthening our accountability to the communities we serve, our partners, and our donors.
Responsibilities :
  1. Strategic Leadership & RME Framework Development
  • Develop and implement a comprehensive RME strategy that is fully aligned with YCAB Foundation's Premise of Change and overarching impact goals.
  • Design and manage integrated RME frameworks and systems for all programs, ensuring consistent and high-quality data collection, analysis, and reporting.
  • Champion a data-driven culture across the organization, transforming the RME unit into an essential strategic advisor for program and executive leadership.
  • Lead the annual and long-term planning for the RME unit, including budgeting and resource allocation.
  1. Rigorous Research, Evaluation, and Impact Analysis
  • Design and conduct rigorous research and evaluation studies, including baseline/endline surveys, impact assessments, and thematic research to identify "what works."
  • Lead the implementation of advanced impact measurement methodologies, such as Social Return on Investment (SROI) analyses, to quantify the value of our interventions.
  • Analyze both quantitative and qualitative data to generate actionable insights and recommendations for program improvement and strategic pivots.
  1. Knowledge Management & Organizational Learning
  • Establish and oversee a best-in-class knowledge management system to systematically capture, analyze, and disseminate lessons learned and best practices from across all programs.
  • Facilitate a continuous learning loop, ensuring that insights from RME findings are actively used to inform the design of new initiatives and the adaptation of existing ones.
  • Prepare and present compelling, insight-driven reports and presentations for internal and external stakeholders, including the management team, board, donors, and partners. Translate between technical teams and non-technical staff to bridge communication gaps.
  1. Data Integrity and System Enhancement
  • Ensure the highest standards of data quality and integrity across all programs, overseeing data validation processes and the maintenance of a centralized data management system.
  • Continuously identify and implement improvements to RME methodologies, tools, and technologies to enhance efficiency and the quality of insights.
  1. Team Leadership & Capacity Building
  • Lead, mentor, and build the capacity of the RME team, fostering a culture of excellence, critical thinking, and continuous professional development.
  • Develop and deliver training sessions for program staff on data collection, data quality, and the importance of RME in achieving programmatic goals, thereby building data literacy across the foundation.
Requirements
  • A bachelor's degree in Economics, Statistics, Public Policy, Public Health, Social Sciences, or a related field with extensive relevant experience will be considered.
  • A minimum of 8-10 years of professional experience in monitoring, evaluation, and research within the international development, philanthropy or non-profit sector, with at least 3-5 years in a management or leadership capacity.
  • Proven track record of designing and implementing comprehensive RME frameworks and systems for complex, multi-faceted programs.
  • Demonstrated experience in a wide range of quantitative and qualitative research methodologies, including survey design, statistical analysis, and impact evaluation techniques.
  • Experience with advanced impact measurement methodologies (e.g., SROI, randomized controlled trials) is a significant asset.
  • Proven ability to translate complex data and research findings into clear, actionable insights for a non-technical audience.
  • Experience in developing and managing knowledge management systems.
  • Strong leadership and strategic thinking skills, with the ability to elevate the RME function to a strategic level.
  • Advanced proficiency in statistical analysis software (e.g., SPSS, Stata, R) and data visualization tools (e.g., Tableau, Power BI) will be highly considered.
  • Excellent analytical, problem-solving, and critical thinking skills.
  • Outstanding written and verbal communication skills, with the ability to craft compelling narratives from data.
  • Strong project management skills, with the ability to manage multiple priorities and deadlines effectively.
  • Fluency in both English and Bahasa Indonesia (written and spoken) is required.
