The Indonesian Just Energy Transition Partnership (JETP) was launched on 15 November 2022 by the President of the Republic of Indonesia, together with the Japanese Prime Minister and other world leaders, at the G20 Leaders' Summit in Bali, Indonesia. JETP is a collaboration between the Government of Indonesia (GOI), the International Partners Group (IPG) and the Glasgow Financial Alliance for Net Zero (GFANZ). In 2025, Germany took over the co-lead role for the JETP, jointly with Japan.
By mobilizing 20 billion USD in investments through the partners, the JETP aims to support Indonesia's accelerated and socially just energy transition, including the accelerated deployment of renewable energy, a phase-down of coal-fired electricity generation, investment in the transmission grid, a more climate-resilient society, and ultimately, net-zero economy-wide emissions.
The first phase of the JETP governance structure included a JETP Secretariat financed by Japan via ADB since 2023, first anchored at the Coordinating Ministry of Maritime Affairs and Investment (CMMAI), and later moved to the Coordinating Ministry of Economic Affairs (CMEA) under the new administration. Its mandate included developing and updating the Comprehensive Investment and Policy Plan (CIPP), overseeing five JETP working groups, and tracking the investment pipeline.
Starting in 2026, the second phase of the JETP implementation will commence, supported by a German-funded JETP Delivery Unit (JDU). Guided by CMEA and the new established Taskforce on Energy Transition and Green Economy (Satgas TEH) as well as IPG and GFANZ, it will act in a secretariat fashion to support implementation of the JETP, track and communicate about JETP project implementation progress, operate a strategic platform for dialogue, and debottleneck project realization.
Hosted physically at CMEA, GIZ acts as the administrative structure to set up and operate the new JDU. The JDU will be steered by and report to both the Government of Indonesia and the IPG/GFANZ.
To establish the new JDU, experts across a wide range of energy transition topics are being recruited, to cover different functions of the JDU service delivery including stakeholder liaison, policy analysis, financial expertise, communication & outreach.
We seek one (1) motivated and qualified Indonesian national candidate for:
JDU Coordinator / Team Lead
A. Tasks & Responsibilities
- Act as team lead and supervisor for the JDU team (up to 8 staff members) and ensure smooth collaboration with extended support structures for JETP implementation (e.g. consultants, secondees from other organisations, interns).
- Lead the preparation and implementation of the JDU work plan to be approved and monitored by the JETP Steering Board including regular updating and progress tracking, as well as budget planning.
- Prepare recommendations and advice to the Steering Board on various energy topics (policy, finance, etc), as requested or emerging from the strategic dialogue platform and technical task forces and implement its decisions.
- Build a strong network and act as key liaison to GoI partners (CMEA, MEMR, other Satgas TEH ministries), the IPG and GFANZ, as well as other partners including PLN, private sector companies, banks, academia, other development partners and implementing agencies, as well as civil society organisations.
- Ensure smooth implementation of key activities of JETP and JDU including running of the strategic dialogue platform, and ensuring Secretariat functions are operational (website, reporting, external communication, IPG, GoI meeting support, etc).
- Support CMEA and Satgas TEH in JETP implementation, with a particular focus on debottlenecking project realisation, and engaging into strategic policy discussions with the IPG/GFANZ.
- Ensure smooth project management of the JDU including annual/quarterly reports, project progress monitoring, budget planning, etc.
- Provide logistical, coordination support to IPG or other implementing partners-led technical Task forces established under the umbrella of the JDU; ensure task forces are well connected to the workings of the strategic dialogue platform and Satgas TEH.
- Support organisation and facilitation of national workshops/conferences, internal GoI/GFANZ/IPG meetings, Steering Board meetings, as needed.
- Perform any other tasks as requested by the Steering Board to ensure the smooth implementation of the JDU's workplan.
- Qualifications
- University degree (master) in international development, engineering, public sector management, energy economics or fields relevant to the energy transition
- at least 10 (ten) years professional experience in working in international collaboration context and in the context of Indonesia's energy transition
- Demonstrating deep knowledge of Indonesia's energy sector reform opportunities and challenges to achieve net-zero emission targets
- Familiarity with Indonesia's Just Energy Transition Partnership is preferred
- Strong skills in stakeholder engagement and the ability to build professional networks
- Excellent written and verbal communication, interpersonal and presentation skills (English and Bahasa Indonesia)
- Strong conceptual and analytical skills
- Capacity to present ideas clearly and engage with diverse audiences.
- Experience in leading team of experts and managing projects;
- Experience working with a reputable international organization will be considered a strong plus
