Islamic Relief Indonesia (YRII) is seeking an experienced consultant or consultancy team to undertake the Endline and Evaluation Study for the "Deepening Role of Faith Leaders and Religious Places in Disaster Risk Management (DROFLERD-DRM)" Project, supported by Islamic Relief Netherlands.
About the Project:
The DROFLERD-DRM project strengthens the role of religious leaders and institutions in disaster risk management, targeting six religions across Central Sulawesi and Jakarta. The goal is to enhance knowledge, skills, and leadership capacity for disaster preparedness, as well as strengthen institutional capacity of religious places serving as community hubs for DRR.
Assignment Scope and Objectives:
- Conduct an endline evaluation covering December 2023 to November 2025.
- Assess impacts, results, and project outcomes.
- Document lessons learned, good practices, and provide practical recommendations for future initiatives.
- Evaluate project relevance, efficiency, effectiveness, sustainability, impact, and inclusiveness—especially regarding vulnerable groups.
- Integrate findings to inform climate change programming and inclusive, faith-based approaches to DRR.
Key Responsibilities:
- Design and implement mixed-method (quantitative & qualitative) evaluation, including surveys, interviews, FGDs, desk reviews, and field visits.
- Engage with stakeholders, including religious leaders, local government, DRR teams, and beneficiaries.
- Deliver comprehensive inception and final evaluation reports, executive summaries, supporting documents, and presentations.
- Ensure participatory, inclusive approaches throughout the evaluation process.
Deliverables:
- Inception Report: methodology, team, budget, work plan, data collection tools.
- Draft and Final Reports: analysis, findings, recommendations, annexes.
- High-quality PowerPoint presentation to Islamic Relief, donors, and stakeholders.
Consultancy Timeline:

Requirements:
- Proven experience in external evaluations for development/disaster risk reduction projects.
- Strong expertise in quantitative/qualitative research and participatory methodologies.
- Familiarity with faith-based programing, DRR frameworks, and Indonesia's socio-religious context.
- Excellent analytical, reporting, and presentation skills.
- Fluency in English (reporting language), with ability to produce clear, concise documents.
- Commitment to inclusivity, gender sensitivity, and capacity building.
