JOB SUMMARY
The two Field Officers will work closely with the Provincial Coordinator to provide intensive planning, implementation, and monitoring support of the GHS workplan in the assigned province. The Field Officers will coordinate technical implementation of activities with relevant health authorities and subaward partners, at the direction of the Provincial Coordinator. This position requires a high degree of integrity and accountability, strong communication and facilitation skills, and effective teamwork experience.
KEY RESPONSIBILITIES
A. Activity Planning & Implementation (40%)
- Support activity planning with provincial team (Provincial Coordinator and Field Officer) to jointly contribute to successful implementation within the targeted province and districts/cities.
- Coordinate the activities of the project's various technical pillars (Laboratory, Surveillance, EMCE, Health Emergency Management) to ensure they are integrated and harmonious in the field, and support development of any necessary contingency plans.
- Regularly engage with sub-national health authorities, subaward partners, health facility and laboratory staff, Puskesmas, and coordination groups (e.g., TIKORDA) on daily logistics of implementation. Serve as a technical resource to partners to ensure validity of activities and workplan compliance.
- Support the Provincial Coordinator with documentation of progress, challenges, and issue logs.
B. Coordination and Partnership (40%)
- Coordinate with local animal health authorities and the EpiC STRIDES team on alignment of One Health activities in the field, such as joint surveillance, health emergency management, and outbreak response work.
- Attend local health cluster meetings and partner forums, representing the project in the absence of the Provincial Coordinator.
- Actively participate in regular online and offline communications with the provincial and national team.
- In the event of a zoonotic disease outbreak with pandemic potential, support engagement with TIKORDA and other decision-makers to support rapid mobilization and coordination of a sub-national response team, in compliance with national protocols and FHI 360 policies.
C. Monitoring and Evaluation (20%)
- Support the timely collection, verification, and transmission of project activity data and performance indicators, in collaboration from the respective project locations.
- Conduct monitoring visits as a provincial team to health facilities and communities to assess implementation quality and identify needed adjustments.
- Contribute to donor reports, technical content, and knowledge products, including but not limited to, lessons learned, success stories, and best practices.
QUALIFICATIONS
Education
- University degree (bachelor's degree or higher) in public health, global health/international relations, anthropology, epidemiology, medical sciences, or another relevant field. (Required)
Experience
- Minimum of six (6) years of professional experience implementing public health projects, preferably in the field of global health security, epidemic response, infectious disease surveillance, or health systems strengthening. (Required)
- Proven experience working with Indonesia's Health or Laboratory Systems. (Required)
- Familiarity or experience working with various health ministries and local government offices. (Strongly desired)
- Familiarity or experience working with One Health stakeholders. (Strongly desired)
Technical Knowledge & Experience
- Strong understanding of one health/zoonotic disease with pandemic potential. (Required)
- Strong understanding of global health security pillars and the Joint External Evaluation (JEE) framework. (Strongly desired)
- Demonstrated experience supporting coordination of multisectoral activities to drive improvement in public health outcomes. (Required)
- Demonstrated knowledge and experience in utilizing or strengthening community-based surveillance (CBS), SKDR/EWARS, SIZE, or other public health surveillance systems. (Required)
- Experience in outbreak response and preparedness. (Required)
- Familiarity with Indonesia's Risk Communication and Community Engagement (RCCE) Working Group. (Strongly desired)
- Ability to identify and document critical data reporting challenges and coordination bottlenecks and provide strategic recommendations. (Strongly desired)
Other Relevant Skills & Competencies
- Excellent written and spoken communication in Bahasa Indonesia and proficiency. (Required)
- Strong understanding of local language, customs, and culture in targeted province. (Required)
- Proficiency in written and spoken communication in English. (Strongly desired)
- Strong representation and professional presence, as the project also requires high-level engagement at the local level. (Required)
- Strong organizational, planning, and problem-solving skills with attention to detail and quality. (Required)
- Strong advocacy skills, ability to work independently and take initiative, manage processes and deadlines with limited supervision, and collaborate effectively in team settings. (Required)
- Experience fostering strong working relationships with colleagues from diverse organizations and cultures. (Required)
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Teams). (Required)
Other Requirements
- Frequent travel within the province to support district-level activities (80%); occasional travel to Jakarta or another province (5%).
