The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government. GIZ works worldwide in the field of international cooperation for sustainable development and has over 50 years of experience in a wide variety of areas.

In Indonesia, GIZ's Resilient Nature (RN) Cluster acts as trusted partner and technical advisor to the Government of Indonesia for developing a multi layered approach that combines conservation efforts, sustainable management, climate adaptation (nexus) and international cooperation in the region and beyond, including the strengthening of disaster risk reduction. The RN cluster works across six thematic areas: climate change mitigation & adaptation, biodiversity, forest, sustainable agriculture, climate financing, wetlands and marine ecosystems.

Under the framework of the International Climate Initiative (IKI) and on behalf of the German Federal Environment Ministry (BMUKN), GIZ is collaborating with the key partners to develop and implement regional and global projects that support partner countries, including Indonesia, in paving the way for protection of marine ecosystems and contributing to the "30x30 target" of the Convention on Biological Diversity (CBD) both within and beyond national jurisdictions.

In this context, the position will support the implementation of global and regional projects related to cross boundary marine management and conservation under the Living High Seas project on the conservation and sustainable use of marine biodiversity beyond national jurisdictions (BBNJ); and Solutions for Marine and Coastal Resilience in the Coral Triangle (SOMACORE) project on protection, good governance and effective management of three seascapes in Coral Triangle. In addition, the position will support developing the marine ecosystem portfolio of the RN cluster.

GIZ is seeking one qualified Indonesian candidate for the following position:

Advisor on Marine

A. Core Tasks

In your role you are responsible for the technical, substantive and organizational implementation of a project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensuring the quality of the commission's outcomes.

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

In coordination with the country director and your line manager, you also use your contacts for the acquisition of contracts on behalf of the company.

In consultation with your team colleagues and line manager, you also coordinate all issues within your area of work and ensure that they are dealt with promptly and competently. You re- solve problems that arise in your area of responsibility on the basis of existing rules and draw attention to more complex challenges in your team.

You are involved in ongoing process development within your remit, are responsible for knowledge management and prepare and share documentation. If required, you also support other experts in familiarizing themselves with and performing their tasks.

You perform the tasks assigned to you by your line manager, where required.

 

B. Main Activities

  • Contributes to project management: preparing strategic and annual planning (defining milestones, detail activities, resource allocations) relevant to her/his scope of topic or project outputs; implementing project workplan, monitoring and evaluating project activities and indicators.
  • Provides technical and coordination support to ensure project activities align with Indonesia's national priorities and relevant to global/regional agendas, including technical inputs during discussions with project partners, preparation of technical briefs and follow-up documentation with government and global/regional partners.
  • Coordinates with GIZ project teams, consortium members, and implementing partners by assisting work plan alignment, tracking implementation progress, and documenting cross-project synergies
  • Assists the development of capacity building and communication materials related to high seas MPA, transboundary seascape governance and sustainable fisheries, including technical summaries and outreach products.
  • Prepares data and information for project reporting and communication materials.
  • Keeps up to date on all marine relates policies, issues and initiatives in Indonesia and regions/global, including future partnership and funding opportunities

C. Qualifications and specialist knowledge

  • Completed university and master's degree in marine science, fisheries, marine biology, environmental sciences, geography, political science, or a related field with a focus on marine issues.
  • Experience in multi-stakeholder engagement, including collaboration with government institutions, to support marine conservation and sustainable fisheries initiatives
  • Practical experience in marine conservation and fisheries management, including engagement with technical experts and decision-makers.
  • Minimum of 7 years of relevant professional experience, preferably in marine conservation and fisheries management in Indonesia and the regions.
  • Strong organizational and time-management skills, with the ability to work independently, handle multiple tasks, and contribute effectively within an international and geographically dispersed team.
  • Good communication and coordination skills, including experience supporting meetings, workshops, and consultations.
  • Strong writing and editorial skills, with fluency in both English and Bahasa Indonesia (spoken and written)
  • Fluency in English (C1 level) and Bahasa Indonesia, German proficiency is an asset.
  • Very structured and well-organized working style and good skills in the use of digital tools
  • Proactive, results-oriented, and able to work independently in a dynamic environment
