CONSULTANT - STRENGTHENING INFECTIOUS DISEASE DETECTION SYSTEMS (STRIDES) POLIO SURVEILLANCE SUPPORT
Background
The Strengthening Infectious Disease Detection Systems (STRIDES) Activity, funded by the U.S. Department of State, supports the Government of Indonesia to strengthen national and subnational systems for the prevention, early detection, and rapid response to infectious disease threats, including those of zoonotic and epidemic potential. STRIDES aligns with global health security priorities and as well as national strategies to strengthen surveillance, laboratory systems, and outbreak response capacity.
Within this broader framework, STRIDES provides targeted technical assistance to strengthen polio surveillance systems, with a focus on improving the sensitivity, quality, and timeliness of detection and reporting. Although Indonesia has maintained its polio-free status, continued vigilance is required given ongoing risks of vaccine-derived poliovirus (VDPV), cross-border transmission, and surveillance performance gaps in certain geographies.
STRIDES polio activities are designed to complement ongoing efforts led by the Ministry of Health (MOH) and partners under the Global Polio Eradication Initiative (GPEI), focusing on high-impact, system-strengthening interventions rather than parallel implementation. Key areas of support include:
- Strengthening Acute Flaccid Paralysis (AFP) surveillance, including active case finding and reporting.
- Improving stool specimen adequacy and transport systems, particularly in hard-to-reach and high-risk areas.
- Supporting environmental surveillance (ES) site functionality and expansion where appropriate.
- Enhancing data quality, analysis, and use for timely decision-making
- Strengthening coordination and supervision across national, provincial, and district levels.
These efforts are particularly important in priority and underperforming districts, including those with logistical challenges, cross-border risks, and limited surveillance capacity.
To support implementation of these activities, STRIDES will engage technical consultants to provide field-level operational and technical support, working closely with MOH counterparts, subnational health offices, and partners to strengthen surveillance systems and ensure effective execution of priority interventions.
Purpose of the Assignment
The objective of this consultancy is to provide targeted technical and operational support to strengthen the performance, quality, and timeliness of polio surveillance systems in priority districts, in alignment with STRIDES workplan deliverables and Ministry of Health priorities.
Specifically, the Consultant will support the implementation of high-impact interventions to:
- Improve the sensitivity and completeness of AFP surveillance, including early detection and reporting of cases.
- Increase stool specimen adequacy and reduce delays in specimen transport.
- Enhance environmental polio surveillance and supporting the development of expansion sites
- Strengthen data quality, analysis, and use to inform timely public health decision-making.
- Enhance supervision, mentoring, and capacity building of subnational surveillance staff.
- Support effective coordination and alignment with MOH, NPEP, and partner activities.
Through these efforts, the consultancy will contribute to closing critical surveillance gaps, reducing the risk of undetected transmission, and strengthening Indonesia’s capacity to rapidly detect and respond to polio and other priority public health threats.
Scope of Work
Under the supervision of the Polio Technical Specialist, the Consultant will provide field-level technical and operational support to strengthen polio surveillance systems in up to two assigned districts from the STRIDES Polio project districts which include: Kota Pekanbaru & Indragiri Hilir (Riau Province), Kota Ambon & Maluku Tengah (Maluku Province), Kota Jayapura & Keerom (Papua Province), in alignment with STRIDES workplan deliverables and MOH priorities.
To achieve this, one dedicated Polio Consultant will be deployed to each priority province.
The Consultant will:
- Strengthen AFP surveillance through active case finding, hospital record reviews, and
- improved case detection and reporting, in support of existing AFP surveillance systems and structures in the targeted districts.
- Improve specimen collection and transport systems, including addressing bottlenecks and ensuring timely and adequate stool specimen delivery.
- Provide supportive supervision and on-the-job mentoring to district and facility-level staff to improve adherence to national guidelines.
- Support data quality, analysis, and use, including routine review of surveillance data to identify gaps and inform targeted actions.
- Assist with environmental surveillance activities, including ensuring specimen collection quality, site selection, site functionality and coordination, where applicable.
- Facilitate coordination with MOH, NPEP, and partners at the provincial and district level as appropriate, ensuring alignment with national strategies and avoiding duplication.
- Contribute to work planning, implementation tracking, and reporting, including preparation of monthly updates and identification of implementation challenges and solutions.
The consultant will not represent FHI 360 independently without prior approval.

o Cross-border surveillance; multi disease data triangulation and stakeholder coordination: Strengthening case tracking at border areas and triangulating AFP/ES data with other priority disease
o Dissemination and Sustainability: Final impact assessment and handover planning
· Key Performance Indicator:
o Cumulative updates on AFP and ES monitoring maintained; cross-border surveillance risk assessment conducted; triangulation of polio data with other priority diseases included in EWARS; coordination with district, provincial level, MoH, NPEP conducted
o Cumulative summary of all indicators; Final evaluation and dissemination of surveillance gap and implemented solutions (best practices)

o Strategic roadmap/handover plan for sustainability submitted

Deliverables must be submitted in English and Bahasa in editable electronic format and approved
by the Polio Technical Specialist.
Location of Work: The Consultant will provide field-level technical and operational support to
strengthen polio surveillance systems in up to two assigned districts from the STRIDES Polio
project districts which include: Kota Pekanbaru & Indragiri Hilir (Riau Province), Kota Ambon
& Maluku Tengah (Maluku Province), Kota Jayapura & Keerom (Papua Province), in alignment
with STRIDES workplan deliverables and MOH priorities.
Travel: This position requires frequent travel to project sites, including remote and/or high-risk
areas.
The Consultant will be responsible for:
· Complying with all FHI 360 travel, safety, and security policies and procedures.
· Adhering to Government of Indonesia regulations and any applicable local travel restrictions or requirements.
FHI 360 will provide guidance on travel approvals and security protocols; however, the Consultant is expected to exercise sound judgment and situational awareness while in the field.

Qualifications
The Consultant should meet the following minimum qualifications:
- Bachelor’s degree in Public Health, Epidemiology, Medicine, Veterinary Medicine, or a related field (Master’s degree preferred).
- Minimum 4 6 years of relevant professional experience in public health programs, with demonstrated experience in disease surveillance, field epidemiology, or health systems strengthening, including documented exposure to polio surveillance work.
- Experience supporting polio and/or AFP surveillance programs is required; familiarity with GPEI standards is an asset.
- Demonstrated experience working with Ministry of Health and subnational health systems in Indonesia.
- Strong understanding of surveillance systems, data collection, reporting processes, and performance monitoring.
- Proven ability to conduct field-based implementation, including supervision, mentoring, and capacity building.
- Experience working in remote or resource-constrained settings is highly desirable
- Strong communication, coordination, and stakeholder engagement skills.
- Ability to work independently, manage competing priorities, and deliver results under tight timelines.
- Fluency in Bahasa Indonesia required; working proficiency in English preferred.
- Must be based in the targeted provinces, preferably in one of priority districts (Kota Pekanbaru & Indragiri Hilir (Riau Province), Kota Ambon & Maluku Tengah (Maluku Province), Kota Jayapura & Keerom (Papua Province), with a strong preference for applicants residing within these targeted districts or surrounding regions to ensure seamless access to their duty stations, while possessing strong local contextual knowledge of the communities and geographical landscape where the work will be conducted.
Period of Performance: This consultancy is for a maximum of 680 days from date of award

Contracting & Compliance Notes
This is a fixed-price consultancy and level-of-effort tracking will be used. Payment is contingent upon acceptance of deliverables. The Consultant must comply with FHI 360 procurement, confidentiality, safeguarding, and ethics requirements. No direct payment to government officials is permitted. Activities must align with STRIDES contractual parameters and U.S Government funding limitations.
The Consultant shall maintain the highest standards of confidentiality and professional integrity in the performance of this assignment.
Specifically, the Consultant will:
- Protect all confidential, sensitive, or proprietary information obtained during the course of the assignment, including data related to patients, health systems, and government partners.
- Use such information solely for the purpose of fulfilling the responsibilities outlined in this SOW.
- Not disclose, reproduce, or share any information with third parties without prior written authorization from FHI 360.
- Ensure that all data collection, storage, and reporting activities comply with applicable data protection standards, ethical guidelines, and FHI 360 policies.
- Conform strictly to the FHI 360 Code of Conduct and remain fully compliant with all organizational safeguarding principles, including child safeguarding and the prevention of sexual exploitation, abuse, and harassment (PSEAH).
These obligations shall remain in effect during and after the completion of the consultancy.
- FHI 360 may perform a background check on any selected Consultant candidates.
- FHI 360 may cancel the solicitation and not award
- FHI 360 may reject any or all responses received
- Issuance of the solicitation does not constitute an award commitment by FHI 360
- FHI 360 reserves the right to disqualify any offer based on failure of the offeror to follow solicitation instructions
- FHI 360 will not compensate any offeror for responding to solicitation
- FHI 360 reserves the right to issue award based on initial evaluation of offers without further discussion
- FHI 360 may choose to award only part of the activities in the solicitation, or issue multiple awards based on the solicitation activities
- FHI 360 reserves the right to waive minor proposal deficiencies that can be corrected prior to award determination to promote competition
