Role Purpose

The Senior Project Manager will responsible to oversee the overall project implementation in both Indonesia and Vietnam. She/He is expected to lead the team effectively to achieve project goals. She/He should coordinate with project research partner to ensure the partner is able to do their role effectively and in-line with project activities in Indonesia as well as in Vietnam.

Dimenstions of the Role

  • Driving strategic direction for effective project implementation in Indonesia and Vietnam
  • Ensuring effective and efficient management of the overall programme, which includes maintaining constructive relationships with key stakeholders in both countries
  • Coordinating with research implementation partner to ensure the research will be in-lined with project implementation strategy in both countries.
  • Driving strategic conversations around advocacy and impact, thereby contributing to sustainable programme outcomes
  • Ensuring effective project management by maintaining the delivery of appropriate technical, operational and financial outputs, while tracking the project progress through monitoring, evaluation and reporting;
  • Maintaining effective working relationships with project partners, related National Office and back donor through effective communication, consultation and reporting;
  • Aligning the projects implementation with Plan International principles of safeguarding of children and young people and gender transformative approach.

Accountabilities

Effective and Efficient Management of Overall Project

  • Develops and update Detailed Implementation Plan (DIP) of the project and monitor its implementation, ensuring timely implementation of the project;
  • Be responsible for managing research partner in both countries to ensure delivery of quality outputs based as required and planned in the project;
  • Oversee the financial management (budget planning and expenditure) of the project achieving accuracy and reliability of financial reports, in accordance with Plan International and donors' standards and compliance;
  • Analyse project risks and mitigation strategies submitted by Project Managers and driving the most safety approach for project implementation / actions.
  • Ensures adherence to the existing financial, procurement and administrative processes in line with prevailing Plan International's rules and regulations;
  • Coordinates the maintenance of project financial tracking in SAP in accordance with Plan International's procedures;
  • Oversee the preparation of project closing, audit and transfer of project asset. 

Effective Working Relationship with Partners, and Other Plan Offices

  • Establishes good practice of partnership management aligning with Plan International Guidelines for Building Better Partnership, from partner assessment process to monitoring the partnership agreement promoting mutual accountability and compliance;
  • Facilitates regular coordination and quality assurance with Project Managers in both countries and YPII YEE Program Team;
  • Adheres to RACI (Responsibility, Accountability, Consult and Inform) in decision making and communication in the implementation of projects;
  • Oversee Project Managers and YEE Program Team in ensuring coordination with government and private sector stakeholders;
  • Be the focal person for the contact with the team Partner as well as in the Vietnam, and US National Office with regards to implementation; this entails attending regular update calls, responding to email requests, attending global calls and exchange learning and ideas with other coordinators around the world.

Strong Positioning of Projects and Youth Economic Empowerment in terms of Employment for COVID 19 Context

  • Identifies opportunities for deepening the cooperation and collaboration with Government, NGOs, International Organizations (such as UN Agencies), TVET Institutions and development partners on the issue of YEE during COVID 19 in particular employment; 
  • Oversee advocacy processes conducted by Project Managers, and ensured approval from organization Directors
  • Conducting the process of  identify opportunity for leverage funding and working together with Business Development and Fundraising Department to develop strong concept note and high quality proposal which leverage the achievement of project milestone

Monitoring, Evaluation, Research and Knowledge Management (MERKM)

  • Oversee the monitoring processes of the implementation of the project by using agreed monitoring tools, M&E Framework and achieving quality of baseline, midline and end-line data collection;
  • Coordinates the data collection and support the provision of project report in Indonesia and Vietnam for periodic reporting to US National Office and Donor in timely manner in coordination with Grant Acquisition Manager and with supervision from YEE Program Manager;
  • Supervises the development of knowledge products from the project, including fact sheets/project brief, policy briefs, modules, research and publications, in quality and timely manner;
  • Oversee the maintaining quality standards of document keeping, retrieval and sharing mechanism.

Safeguarding Children and Young People (Safeguarding) and Gender Equality and Inclusion (GESI)

  • Ensures that Plan International's global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in project design, during implementation and as principles applied in day-to-day work;
  • Participates actively in capacity building and learning event on Safeguarding Children and Young People and Gender Equality and Inclusion;
  • Submits required documentations (reports, checklists, action plans) to implement policy, standards and approach on Safeguarding and GESI;
  • Understands and puts into practice the responsibilities under Safeguarding and GESI policies and Plan International's Code of Conduct (CoC), ensuring that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge

Essential

  • Undergraduate degree in education, social fields or other related field in the promotion of youth economic empowerment and gender equality
  • Minimum of 10 years of experience in project management, including budget management, monitoring and evaluation and quality project reporting
  • Minimum of 5 years experienced working in coordination with Government agencies/offices, Private Sectors and TVET institutions  
  • Affinity to work with and for young people on economic empowerment

Terms of Reference

Accelerating the implementation of selected pro environmental policies at Sub National Government

Context:

After the enactment of regional autonomy, Indonesian development experiences fundamental shifts regarding the sharing of power between the central and the decentralized government. Decentralized governments are given larger authority to govern its people, including in formulating and in implementing policies unique to its regional need. However, -as frequently criticized by civil society organizations-, decentralized policy implementation often faces challenges in 3 major ways, namely in form of overlapping authorities between the central and the decentralized government stakeholders, low capacity of sub national government human resources and lack of coordination among government stakeholders. As a result, many regulations particularly at sub national government level cannot be enacted effectively and thus affect the people negatively.   

Such policy implementation barriers have also recently been expressed by the green caucus members of parliamentarians, working at both national and sub national parliament level. Many local environmental regulations, such as regulation on waste management, management of river watershed, management of forest fire, disaster prevention, etc., cannot be implemented effectively due its need to coordinate with other districts. Garbage management for example, some decentralized governments do not have space to locate their final waste and therefore must establish partnership with its neighboring district to allocate a common landfill site. Similarly with management of watershed, as river flow passes several districts along its stream, all districts along the river line must share responsibilities to make sure the smooth of the river flow. A recent big flood in the province of South Kalimantan for example, is one concrete negative impact caused by such poor policy coordination among government stakeholders at sub national and national level.

On the other hand, political parties are believed to possess political power over government stakeholders at all level. Moreover, in Indonesian direct election context, head of local governments politically often obey political party leaders more than the government formal-hierarchical structure. Coordination among Majors of same political parties are politically more possible, rather than coordination among Majors of different political parties. Accommodating this context, the Conservatives-Westminster Foundation for Democracy (WFD) Programme intends to facilitate a venue where policy coordination and implementation can be enacted more efficiently, specifically on policies regarding environmental protection. In order to facilitate such venue, the Conservatives-WFD Programme seeks to partner with a consultancy organization that can implement the acceleration of pro environmental policy implementation at sub national government level.

 

The consultancy shall:

·         Facilitate policy dialogue between government stakeholders (including parliaments) and a political party of a selected sub national government to select one sample of local regulation on environment to use as sample of implementation acceleration

·         Provide a strong literature review and current assessment of challenges and barriers upon the selected policy to be implemented at sub national government level

·         Identify the linkages and connections between political party processes and policy implementation at sub national government level.

·         Determine the best practices and lessons learned from sub national government and political parties in mainstreaming pro environmental policies at sub national level.

·         With sub national government jointly facilitate action regarding the implementation of a selected policy agreed among all stakeholders

 

Consultancy method and support:

·         The consultant will prepare a work plan within 5 days of the start of the assignment.

·         The consultancy plan shall include a clear role of all concerned stakeholders, particularly the political party and local government stakeholders in the consultancy activities.

·         The consultancy plan shall include at least 2 sub national governments as venue of the activities/project partner

·         The process will be overseen by our Indonesia In-Country Policy Coordinator.

·         The Indonesia Conservatives-WFD In-Country Policy Coordinator will provide guidance and input to the consultancy activities.

·         The Indonesia Conservatives-WFD In-Country Policy Coordinator will help to facilitate informal discussions with political party representatives within the Indonesia Conservatives-WFD Programme.

Deliverables:

·         One policy dialogue among relevant sub national government stakeholders and political party

·         One written regulation implementation recommendation as agreed among relevant stakeholders

·         One activity as symbol of policy implementation, including its material support when deem necessary

·         One final report of overall commenced activities

 

Timeframe:

This consultancy is expected to be conducted between 15th of February 2021 and 20th of March 2021, with the final completion of consultancy activity by March 25th 2021.

 

Requirements for the Consultant Organization

·         Solid knowledge in the area of policy development, climate change and politics

·         Track record of previous, relevant work linked to the consultancy deliverables

·         Minimum of 5 years relevant experience in research on similar topics or areas, and in carrying similar policy implementation support activities

·         Working experience with political organizations on matters of policy, climate change, and governance will be a major asset.

Background

The Minister of Education and Culture, in his press statement on 2020 Achievements and 2021 Targets of January 5, 2021 conveyed the four main strategies of the Ministry of Education and Culture to achieve for 2021:

  • Firstly, infrastructure and technology development;
  • Secondly, strengthening policies, procedures and funding;
  • Thirdly, strengthening leadership, society and culture;
  • Fourthly, strengthening curriculum, pedagogy, and assessment.

The Minister emphasized that all ministry policies culminate in an effort to bring about meaningful transformation and bring this nation to progress.

In December 2020, the Minister of Education and the UN Resident Coordinator (RC) met for the first time in light of a series of courtesy calls of the RC to introduce herself after assuming her new assignment in Indonesia. The Minister of Education invited the RC for a partnership between his Ministry and the United Nations to set up a fellowship programme for promising youth  in Indonesia to become the next generation of inspiring leaders in the public and the private sector. The diversity of UN agencies and their mandates in Indonesia will allow for the participation of students from different academic backgrounds and aspiring to different career paths: this can include but is not limited to agriculture, finance, health, nutrition, education, innovative financing, communication, law, human rights.

The partnership aims to give the students with strong potential for personal and professional growth the opportunity to complete  a university semester with serving as a fellow with a UN agency for the same duration. During the assignment period, those students will earn equivalent credits. UN agencies are expected to provide mentoring and stimulating assignments with clear learning objectives. The UN Resident Coordinator has positively responded to the Minister of Education to operationalize this initiative through a partnership between both entities. The UN expects that this initiative includes students from all backgrounds (50-50 gender balance, geographic, disability, social classes etc.) to ensure it is inclusive to all. The RC has clearly positioned this initiative in the context of Leaving No-One Behind in identifying the young women and men who will participate in fellowship programme.

The Minister aims to launch the initiative by August 2021. It is important to clearly distinguish this initiative from  any ongoing UN internship programme, as the aim is for the fellows to obtain 'credentials' in a specific area of expertise relevant to the broader blobal 2030 Agenda on sustainable development, with a strong focus on learning, coaching and mentorship.

The purpose of this home-based consultancy is to formulate the concept note for this partnership between the Ministry of Education and the UN. It is expected that this concept note describes the mechanism through which this fellowship will be implemented including the costing structure.

The stakeholders of this initiative are the Ministry of Education and the UN agencies present in Indonesia as well as students, universities, alumni associations and student organizations.  Some UN agencies do have prior experience in integrating students into their operations. Drawing lessons learned from those experiences will feed into the formulation of the concept note.

Scope of Work, Activities and Deliverables

Scope of Work

Under the direct supervision of Head of RC Office, the consultant will contribute to develop the UN Fellowship Mechanism and its costing structure for the initiative for further discussion with the Ministry.

  • Collect documents and information to serve as data sources for the Fellowship Mechanism and its Budget formulation taken from existing initiatives at UN Agencies. This can include desk research as well as interviews with relevant representatives of the UN (including the Office of the UN Youth Envoy) and the Ministry of Education, Foreign Affairs and Bappenas and not excluding other Ministries.
  • Conduct a costing exercise on what it would require from the Ministry and UN agencies financially and through in-kind contributions.
  • Formulate a draft concept note which will include the Mechanism (including modalities and ToRs for the recruitment / identification of students) and its Costing Structure. This will be reviewed by an ad-hoc committee and the Resident Coordinator.
  • Submit the final draft of the UN Fellowship Assignment and budget formulation to RCO

Expected Outputs and deliverables

The expected output is a concept note that operationalizes the partnership between the UN and the Ministry of Education to integrate students into the UN projects and programmes for the duration of one semester in return of credits. The concept note should include:

  • the cost to set it up
  • eligibility and targeting criteria
  • application process
  • assessment/selection criteria of the students that will join the fellowship programme
  • sample ToRs for the fellowship assignments
  • a breakdown of the requirements the UN agencies need to have in place for an assignment through which a student can accrue credits.  

Three weeks will be made available to realize this output.

The deadline for submission of this output is 19 February 2021.

The output will be reviewed by an ad-hoc committee established especially for this output and which will include 3 UN agencies and the RC Office.

The final version of the concept note will be discussed with the Ministry of Education.

Working Arrangements

Institutional Arrangement

The consultant will be supervised by the Head of the RC Office to whom he/she will be directly responsible to, reporting to, seeking approval/acceptance of output from.

Given that the consultancy is only for three weeks, it is expected that the consultant will work closely with the established committee to guide the consultant. This committee is composed of 3 UN agencies and the RCO Office. The consultant will be given the freedom to decide on the format of the final report, however it is understood that the consultant will present an annotated outline (deliverable 1) which includes a proposal on the format.

The consultant is expected to liaise with representatives of the Ministry of Education, Ministry of Foreign Affairs and BAPPENAS, the UN, universities and relevant youth groups representing the students.

Since this concerns a home based consultancy, the UN will not make any support resources available to the consultant. 

Duration of the Work

This consultancy is expected to take 15 working days with a start date as soon as possible. The objective is for this initiative to be launched in August. To accommodate enough time to identify qualified students that meet the aforementioned criteria, the finalization of the partnerships proposal between the Ministry of education and the United nations is a priority and should be finalized by mid-Febuary 2021.

Academic Qualifications:

  • Masters or Bachelors in development studies, peace education, citizenship education, education for sustainable development, comparative education preferred

Years of experience:

  • Minimum 7 years of relevant experience for Master Degree and minimum 9 years of experience for Bachelor Degree in the areas of education, social science, youth engagement, programme  management;
  • Minimum 2 years of relevant international experience is an asset;
  • A solid experience in the areas of economic/rural development, poverty analysis, development and planning

  • Experience in formulating development strategies and policies;

Functional Context

On April 7, 2021 Voice will turn five! On the same day in 2016, the contract between MOFA, Oxfam Novib and Hivos was signed and Voice was born. After a five-year successful marriage -following its own paths- (among the many growing number of stakeholders beyond the three mentioned here) with the essential love and care for the beautiful, complex and surprising being that's unfolding. In short: a great moment for celebration and reflection.  The idea is that the get-together will celebrate the successes of Voice at national and global level, giving the ten countries each a space to shine globally. 

 

COVID-19 has complicated organising events enormously, especially at a global scale. For the moment, this concept focuses on organising national events locally which will be connected virtually at the global level. Ideally each event should also be about making a stand on inclusion and civic space, adopting a context-specific bold and defiant tone/theme that shows even through all the challenges we still have. For Voice Indonesia, the country team will be holding a fully online two-hour national event inviting all grantees and strategic partners, followed by the global national event.

 

The Voice@5 Indonesia Video Production Consultant falls under the supervision of and reports to the LLCO VOICE.

 

Objectives

 

1.     Connect all grantees and strategic partners via an online platform to conduct a fully online national and, consequently, global event.

2.     Develop and screen a short video summarizing the Voice Indonesia experience, along with testimonies from select grantees.

3.     Provide a sneak peek of what is in store for Voice's extension phase.

 

Roles and responsibilities

The consultant will be responsible for the following tasks:

1.     Plan the video content together with the Country Team;

2.     Prepare a storyboard for the video presentation in close collaboration with the Country Team;

3.     Coordinate with the Country Team and Linking & Learning Facilitator to gather inputs and clips from select grantees, depending on the final design; and

4.     Produce a five-minute video capturing the Voice Indonesia experience during its first five years.

 

PERIOD OF WORK

The period of assignment of this contract is based on contract from February 15 to April 9, 2021.

 

Knowledge, experiences and competencies

o    The Consultant may be an individual or a consultancy group focusing on multimedia production

o    Should be able to provide video samples (videos produced remotely/during the pandemic will be a plus)

Functional Context

On April 7, 2021 Voice will turn five! On the same day in 2016, the contract between MOFA, Oxfam Novib and Hivos was signed and Voice was born. After a five-year successful marriage -following its own paths- (among the many growing number of stakeholders beyond the three mentioned here) with the essential love and care for the beautiful, complex and surprising being that's unfolding. In short: a great moment for celebration and reflection.  The idea is that the get-together will celebrate the successes of Voice at national and global level, giving the ten countries each a space to shine globally. 

 

COVID-19 has complicated organising events enormously, especially at a global scale. For the moment, this concept focuses on organising national events locally which will be connected virtually at the global level. Ideally each event should also be about making a stand on inclusion and civic space, adopting a context-specific bold and defiant tone/theme that shows even through all the challenges we still have. For Voice Indonesia, the country team will be holding a fully online two-hour national event inviting all grantees and strategic partners, followed by the global national event.

 

The Voice@5 Indonesia Event Organiser falls under the supervision of and reports to the LLCO VOICE.

 

Objectives

 

1.     Connect all grantees and strategic partners via an online platform to conduct a fully online national and, consequently, global event.

2.     Develop and screen a short video summarizing the Voice Indonesia experience, along with testimonies from select grantees.

3.     Provide a sneak peek of what is in store for Voice's extension phase.

 

Roles and responsibilities

The consultant will be responsible for the following tasks:

1.     Take charge of the over-all coordination and implementation of the online event, supervised by the Country Team;

2.     Propose and lead in the logistics and procurement of relevant materials/services (e.g. language interpreter, sign language interpreter, snack giveaways to be shipped to grantees, communication allowances)

3.     Facilitate the national online event in close coordination with the Country Team;

4.     Provide a documentation of the online event

 

PERIOD OF WORK

 

The period of assignment of this contract is based on contract from February 15 to April 9, 2021.


Knowledge, experiences and competencies

 

1.     Must be a consultancy group/company on events organizing

2.     Experience in online event organizing using accessible platforms

3.     Experience working with Voice rightsholders or being one her/him/their self is a plus

4.     Knowledge on diversity and inclusion in the civic spacedesirable

5.   Should be available from February to first week of April 2021
