Position Title: Senior Program Officer Public Private Mix (PPM) (2 positions available)

Reporting to the USAID Associate Director for TB PPM Technical Assistance, the Senior Program Officer - Public Private Mix (PPM) TB will be responsible for supporting the Provincial and District Health Offices to implement Public Private Mix (PPM) activities. These PPM activities are funded by Global Fund for the funding cycle 2021 – 2023 and will be conducted in 80 priority PPM districts (see table below).


The position shall be based in

Zone 2: Lampung, Banten, DKI Jakarta

Zone 4: Jawa Tengah


Key Responsibilities (One Senior Program Officer - Public Private Mix (PPM) TB will be responsible for 9 – 18 districts (see table above).

·       Understand PPM activities implemented by DHOs under Global Fund funding and contribute towards successful implementation.

·       Collaborate with District PPM Team in the designing, planning, implementing, and monitoring of PPM activities including in the development of district-specific SOPs for PPM,

·       Identify issues and challenges from the implementation and provide recommendation to DHO and other district-level implementers for overcoming those issues and challenges.

·       Provide feedback from the district to national and provincial PPM Technical Team to evidence-based planning and strategy.

·       Facilitate NTP support required by districts

·       Assist the monitoring and evaluation of PPM activities from National TB Program.

·       Contribute to the development of PPM Operational Plan

·       Contribute to the TBPS annual workplan and Activity Monitoring, Evaluation and Learning Plan, including analyzing data.

·       Assist the planning and implementation of training and capacity building activities for PPM team from Provincial and District Health Offices.

·       Ensure Activity implementation meets national policies, standards and guidelines.

·       Monitor and provide technical support to field-level implementation to ensure activities are of high quality and account for the Activity's strategy.

  • Together with AMELP advisor, coordinates project learning activities to guide TBPS project course correction and ensure targets are met
  • Provide technical support to other implementing partners/organizations
  • Undertake other technical tasks that arise during project implementation

 

Minimum Requirements

  • Advanced degree or its international equivalent in medicine, public health, social sciences, or related areas.
  • At least 10 years of experience working with TB programs, with experience working with the private sector/Public-Private Mix (PPM)
  • Experience working with the Government of Indonesia's National TB Program.

 

Desired Requirements

  • Knowledge/experience of TB issues, policies, procedures and approaches related to program design/implementation and monitoring and evaluation.
  • Demonstrated ability to coordinate multiple stakeholders and create and maintain effective relationships with Government personnel at the national and subnational levels.
  • Ability to influence, motivate, and collaborate with diverse group of staff members.
  • Strong analytical skills, insight, problem-solving and decision-making abilities
  • Fluency in written and spoken Bahasa and high proficiency in English

Position Title: Field Administrative Officer in Medan

We are currently seeking qualified candidates for the position of: Field Administrative Officer for a USAID Tuberculosis Private Sector Activity in Medan, Indonesia.

JOB SUMMARY/DESCRIPTION:

The Field Administrative Officer will provide support and assistance to the technical team on project management and implementation activities in Medan.  S/he will coordinate with the TB Private Sector Operations Team Jakarta Office to provide critical operations support to the TB Private Sector team.  S/he will be responsible for administrative duties including travel and logistics arrangements, technical team event arrangement and visitor liaison functions.  S/he will ensure that all office functions - including financial transactions, banking transfers and payments are handled efficiently and on time.     

The position will be based in Medan, Indonesia. Indonesian nationals are encouraged to apply.

DUTIES AND RESPONSIBILITIES

·       Ensure all operational and administration functions and processes and system implementation in field office are in-line with FHI360 and USAID guidelines and policies.

·       Provide support to the technical and program staff/team including secretarial duties, such as word processing, filing, scheduling and confirmation of appointments etc. Develop and maintain a comprehensive electronic and paper filing system.

·       Provide support with the preparation, logistics, documentation and management of meetings, workshops and trainings and be responsible for taking and disseminating the minutes of meetings not limited to activities invitation and arrangement, after event reporting, etc., not limited to other districts.

·       Set up, maintain and update the filing system to include project documents including operations (admin, procurement, etc.), work plans, project reports, project updates and other project - related documents. Maintain and distribute project materials as appropriate or as directed by senior project staff.

·       Assist technical team members with the preparation of routine and ad hoc project reports, such as weekly updates, annual work plans, etc.

·       Responsible for coordinating travel authorization (TA) and travel expense reports of staff and coordinate with accounting and finance staff to ensure timely submission of the TAs and TERs. Make staff travel arrangements e.g. hotel bookings, ticketing, travel insurance etc.

·       Maintain office asset register and ensure all receipt document needed is available in assigning assets to employees and whenever assets are returned. Ensure office asset register and asset receipt & return register is always accurate, up to date, and in coherence with national asset register managed by national office.

·       In coordination with Procurement Team, assist local procurement in accordance with FHl360 and USAID regulations and procurement plans, including oversight of all bids and billing as appropriate, not limited to other districts.

·       Serve as petty cash custodian and prepare the petty cash report and submit the request for its replenishment in timely manner and support other areas of financial management as required.

·       Assist other districts when needed.

·       Perform other duties as assigned.

QUALIFICATIONS

Education/Experience:

·       Bachelor's degree in business studies or public health or related field.

·       At least 5 years' relevant experience in office management and administration.

·       Must have prior work experience on USAID programs with USAID/PEPFAR funded programs.

·       Working knowledge of office software, including Word, Excel and PowerPoint.

·       Must be well organized, self-starter with attention to detail.

·       Must have excellent communication skills and good command in both written and spoken Bahasa Indonesian.  Good English skills desired.

  • Must have experience with U.S. government rules and regulations and experience working in an international NGO environment.
  • Ability to manage and complete numerous tasks with a high degree of organization and limited resources.
  • Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and country office as needed.

[newdevjobsindo] GIZ Indonesia for the Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs (3RproMar) project: Private Sector Advisor

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations on behalf of the German Government.

 

The project "Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs" supports the Association of Southeast Asian Nations (ASEAN) member states in the improvement of implementation capacities for reducing land-based waste leakage to protect the seas. The project outcome includes four output areas. Based on the "ASEAN Framework of Action on Marine Debris" the regional cooperation and knowledge management among the ASEAN working groups will be enhanced. The second area of activity focuses on the development of national measures for waste leakage reduction within the focal ASEAN member states (Indonesia, Philippines, Viet Nam and Cambodia) as well as their transmission to strategies on local level. The third area of activity focuses on involving the private sector to develop approaches for waste leakage reduction along the value chain. Pilot projects along the value chain from sustainable consumption to enhanced waste collection and recycling will be implemented in a fourth area of activity in selected municipalities.

 

In Indonesia, one pilot will focus on the optimization of Waste prevention, collection, recycling of valuables and utilization of residual waste in a medium-sized city, while a second pilot aims to test approaches of Waste prevention and/or applied concepts of Extended Producer Responsibility (EPR) for certain packaging materials involving the private sector.

 

The Advisor will support and coordinate the project implementation with technical knowledge and will be responsible for contributing towards the achievement of the project's contractual targets. This position focuses mainly on the implementation of Output 3 and 4, namely working with private sector along the value chain in Indonesia.

A.  Responsibilities

 

The 3rProMar project is looking for an experienced Advisor who is responsible for:

  • developing and implementing activities involving the private sector in Indonesia, e.g., reducing plastic in products/packaging, hosting exchange formats, and giving technical inputs for plastic value chains.
  • the incumbent gives technical input and draft innovative approaches to enable the Private Sector to meet mandatory national recycling and collection targets, shifting towards more circular and more competitive business models

 

The incumbent performs the following tasks:

 

B.  Tasks

 

1.   Coordination tasks

  • Support the development of the implementation strategy, action planning and monitoring of project activities in line with private sector organizations and business associations
  • Coordinating, supporting, and advising the implementation of the Indonesian component of the regional ASEAN project Reduce, Reuse, Recycle to Protect the Marine Environment and Coral Reefs (3RproMar) with the Private Sector, overseeing pilot project activities on innovative approaches along the value chain
  • Supervising the design, preparation, and organization of technical workshops as well as high-level events (in-person and virtual) and other activities on waste prevention and management as well as sustainable (plastics) value chains and the reduction of waste leakage from land-based sources

 

2.   Advisory tasks

  • Providing advisory services with regulatory, economic, voluntary and informational policy instruments (especially implementation of Extended Producer Responsibility)
  • Prepare best practice guidance with targeted recommendations on improving recycling through circular economy approaches, across the whole waste value chain in Indonesia
  • Formulating Terms of Reference (ToR) and other tender documents, selection and management of national and international short-term expert as well as quality assurance of the work results
  • Advisory services in the field of waste management, circular economy, waste prevention, policy development, and organizational development
  • Providing inputs/review & backstopping of policy papers and research studies developed in the frame of project context

 

3.   Networking and cooperation tasks

  • Moderation and facilitation of dialogue events (workshops, conferences) with the private sector organizations
  • Ensuring communication and coordination with the subcontracted consulting firms as well as the regional project team
  • Representing the project and GIZ implemented activities on Circular Economy, Waste Management, as well as Environment and Climate protection in meetings, workshops, and conferences

 

4.   Other related tasks

  • Contributing to GIZ Indonesia internal coordination/knowledge management structures, relevant working groups, team meetings, country planning, etc.,
  • Performing other project related tasks as assigned by the Principal Advisor in Indonesia.

 

C.  Required qualifications, competences and experience

 

Qualifications

  • University degree (MA /MSc or MBA) or comparable qualification from a certified institution in, natural resource management, environmental management, solid waste management

 

    Professional experience

  • Minimum 5 years of expertise in the technical field (Circular economy, waste management, policy development) working with the Private Sector and PRO organizations
  • Desirable: Proven experiences in working for or with GIZ or other international development agencies, preferable coordinating country activities
  • Good understanding of Indonesian plastic (waste) sector, (upstream) circular economy approaches, and recycling
  • Established networks with business associations, large businesses and Producer responsible organizations in Indonesia

 

    Other knowledge, additional competences

  • Strong technical expertise and capacity to support and work with Private sector to develop new strategies, action plans and policies, including alternative systems to significantly reduce single-use plastics, Deposit Return Schemes (DRS), Extended Producer Responsibility (EPR) and improvements in waste management.
  • Ability to work in an intercultural environment
  • Excellent interpersonal skills, ability to work in a team, social competence
  • Readiness for travel within Indonesia
  • Fluency in Indonesian and English (written and spoken) is required
