In Indonesia, GIZ’s Energy Transition Cluster / Energy Programme Indonesia acts as a trusted partner and technical advisor to the Government of Indonesia in the transition towards a sustainable energy system. 

The Energy Transition Cluster of GIZ Indonesia works across five thematic areas:

  • Power system transformation

The Emissions Trading & Energy Transition Advisor shall provide technical and strategic advice to the Indonesian government as part of the Energy Programme, which seeks to streamline energy transition policy and finance advisory work towards Indonesian ministries across all energy projects.

A.    Task and Responsibilities 

·       Under the guidance of the Sustainable Energy Finance (SEF) Lead, as a member of the SEF Unit under the German Indonesian Energy Team, he/she will contribute to an integrated, programmatic approach to delivering advisory works to our partners beyond project boundaries.

·       Design and implement technical and strategic advisory and capacity development activities tailored to the demand of the political partner(s); advising the development of regulations for the carbon pricing design and carbon economic value; conduct relevant investment analysis and overseeing modelling and analyses of CO2 price levels, and its macroeconomic effects, as well as develop financing strategies for energy transition through policy advice, capacity building and international collaboration.

·       Advise and support the political partner on the development of integrated finance policies and strategies to drive impact on the use of carbon pricing and provide guidance and expertise on the cost-effectiveness of emission reduction, carbon roadmaps, and relevant MRV systems.

·       Deep understanding of the Indonesian carbon economic value, and its relevant actors, as well as good understanding of international best practices in carbon pricing mechanisms.

·       Conceptualization of Terms of Reference for the procurement of external consultants, and subsequent steering of external international and local consultants, including designing, preparation, organization, facilitation, and documentation of related events, workshops, and conferences.

·       Write, revise, and review reports, brochures, recommendations, and other documents for internal and external audiences, ensuring high-quality outputs.

·       Develop and maintain relationships with the political partner and other relevant public and private sector stakeholders, including acting as a knowledge expert to high-level government representatives (Indonesian and German) and other relevant stakeholders in various formats.

·       Contribute from your field of expertise to the GIZ portfolio development, including participation in the preparation of new project concepts, as well as contributing to a unified and programmatic strategy, that ensure the delivery of cross-cutting technical expertise to our partners, moving beyond individual project silos.

B.    Required qualifications, competences and experience

 Qualifications

·       Master’s degree in economics (preferably with a focus on energy or environment), climate science, public and private finance, sustainable finance/banking, green infrastructures, business administration, or a similar relevant field,

·       Proactive team member that having financial expertise and related energy and climate sector knowledge, proficiency in economic modelling, econometrics, or financial engineering, specifically related to carbon markets will be highly valuable,

·       Working experience in renewable energy and energy efficiency, climate finance, development cooperation, and/or energy and environmental finance, and or public and private finance,

·       Deep understanding of the Indonesian carbon economic value, as well as its relevant actors,

·       Strong network and show ability to analyse complex data (incl. good understanding of software-packages like STATA, R, python etc.)  and identify trends and opportunities in the Indonesian climate finance initiatives for energy transition,

·       Outstanding conceptual and strategic thinking skills with excellent written and verbal communication, interpersonal and presentation skills (English and Bahasa Indonesia),

·       Previous experience in procurement and steering of external international donors and consultants

The project aims to strengthen institutional coordination and technical capacities at national and subnational levels for an integrated implementation of NDC, NBSAP and NAP. It promotes evidence-based planning and reporting through harmonised data systems, implementation guidance and gender-responsive capacity development. By improving horizontal and vertical coordination, the project strengthens action planning in the climate–biodiversity nexus, thereby increasing the effectiveness and sustainability of public interventions. In doing so, it improves the conditions for achieving national targets and supports transformational change towards inclusive, resilient and nature-positive development, while reinforcing Indonesia’s contribution to global climate and biodiversity goals.

Biodiversity Advisor

A.  Core Tasks

In your role you are responsible for the technical, substantive and organisational implementation of a project's measures and activities. In consultation with your line manager, you also assume tasks related to planning, steering and monitoring the project, including project administration tasks in some cases. You are also responsible for providing specialist support to col- leagues in bands 2 and 3 and ensure the quality of the commission's outcomes.

In addition, you contribute to the conceptual design of the project, in particular its modification or realignment.

You make technical and substantive contributions to overarching issues in cooperation with commissioning parties/clients, partners and other actors and thereby support the achievement of the agreed objectives of the respective project and provide impetus for further strategy development.

You assume responsibility for the topic Biodiversity as topic lead/contributor within the cluster Resilient Nature, while parallelly, you actively engage in knowledge sharing and contribute to working groups within the cluster Resilient Nature and among clusters as per request of your line manager and cluster coordinator.  In coordination with the cluster coordinator, portfolio manager and your line manager, you also use your contact network for the acquisition of new job orders, projects and co-financing from additional sources. 

You provide support for knowledge management, monitoring and reporting of project activities in your area of responsibility. You also prepare and share documentation and secure the proper archiving of project documents in data management systems and document sharing platforms.

 

  • Coordinate the biodiversity policy work area, including the development of strategies for the implementation of the National Biodiversity Strategy and Action Plan (NBSAP), policy recommendations, and technical advisory services for government partners.
  • Provide technical and strategic advice on biodiversity policy and the implementation of the National Biodiversity Strategy and Action Plan (NBSAP), supporting the preparation of policy papers, concepts, strategies, and implementation plans in collaboration with partner institutions.
  • Provide technical and strategic advice on international biodiversity negotiations and supporting Indonesia's engagement in the Convention on Biological Diversity (CBD) while promoting synergies with the United Nations Framework Convention on Climate Change (UNFCCC) and other relevant multilateral environmental agreements and international processes.
  • Coordinate and strengthen partnerships with government counterparts, development partners, civil society, and other stakeholders to ensure alignment, synergy, and effective implementation of biodiversity policy initiatives at national and subnational levels.
  • Plan, organize, and facilitate policy dialogues, workshops, trainings, seminars, and other capacity development activities, including developing programmes, preparing technical inputs, and managing logistics.
  • Manage technical assistance, including identifying support needs, preparing terms of reference, selecting and supervising consultants, and ensuring the quality of technical outputs.
  • Support project management through operational planning, activity coordination, monitoring and evaluation, progress reporting, risk identification, quality management, and documentation in accordance with GIZ methodologies (including Capacity WORKS).

  • strong knowledge of actors and experience with the development of national policies and planning documents related to climate change is an advantage.
  • professional experience in communication, implementation, and documentation of policy making processes at the national and subnational levels are assets
  • professional experience in writing policy papers is expected
  • familiarity and proven experience in providing technical assistance to governments, national and/or sub-national organizations.
  • excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments.

You contribute with information and inputs from your area of responsibility to answer requests coming from the cluster, GIZ Indonesia/ASEAN, the German Embassy, the German Federal Ministry for the Environment, Climate Action, Nature Conservation and Nuclear Safety (BMUKN), and Zukunft und Gesellschaft GmbH (ZUG). You assume responsibility for the topic Climate Mitigation as topic lead/contributor within the cluster Resilient Nature, while parallelly, you actively engage in knowledge sharing and contribute to working groups within the cluster Resilient Nature and among clusters as per request of your line manager and cluster coordinator.  In coordination with the cluster coordinator, portfolio manager and your line manager, you also use your contact network for the acquisition of new job orders, projects and co-financing from additional sources. 

You provide support for knowledge management, monitoring and reporting of project activities in your area of responsibility. You also prepare and share documentation and secure the proper archiving of project documents in data management systems and document sharing platforms.

  • Coordinate the project activities in the area of climate mitigation, supporting the project partners in the planning and implementation of the Nationally Determined Contribution (NDC) policy, including the development of implementation strategies, policy recommendations, and technical advisory services.
  • Provide technical and strategic advice to project partners on climate mitigation and NDC-related policies, supporting the preparation of policy papers, concepts, strategies, implementation plans, and technical analyses in collaboration with partner institutions.
  • Coordinate and strengthen partnerships with government counterparts, development partners, civil society, and other stakeholders to ensure alignment, synergy, and effective implementation of climate mitigation and NDC-related initiatives at national and subnational levels.
  • Plan, organize, and facilitate policy dialogues, workshops, trainings, seminars, and other capacity development activities, including developing programmes, preparing technical inputs, and managing logistics.
  • Manage technical assistance, including identifying support needs, preparing terms of reference, selecting and supervising consultants, and ensuring the quality of technical outputs.
  • Support project management through operational planning, activity coordination, monitoring and evaluation, progress reporting, risk identification, quality management, and documentation in accordance with GIZ methodologies (including Capacity WORKS).
  • Take the lead on the topic Climate Mitigation within the cluster Resilient Nature, organize knowledge sharing groups and discussions within the cluster and across clusters, and contribute to the preparation of reports and portfolio information materials from your thematic area
  • Contribute to the acquisition of new projects and to the preparation of new project concepts.
  • Promote knowledge management and communication by preparing reports, presentations, knowledge products, and communication materials, while fostering innovation and cross-project learning.
  • Perform coordination and other assigned responsibilities, including fostering collaboration across GIZ projects, maintaining regular communication with partners and the project team, and undertaking additional tasks as requested by management.

The main objectives of this assignment are to support district governments, local stakeholders, and project partners.

C.   Qualifications

  • postgraduate degree (MSc or higher) in a subject related to Environmental Sciences, Development Studies, Forestry, Natural Resource Management, or related discipline.
  • minimum 10 years professional experience related with climate change policy
  • strong knowledge on international, national, and local policies related to climate change
  • strong knowledge of actors and experience with the development of national policies and planning documents related to climate change is an advantage.
  • professional experience in communication, implementation, and documentation of policy making processes at the national and subnational levels are assets
  • professional experience in writing policy papers is expected
  • familiarity and proven experience in providing technical assistance to governments, national and/or sub-national organizations.
  • excellent interpersonal and negotiation skills and ability to liaise and communicate effectively with governments.
  • networks into both public and private sectors in Indonesia regarding climate change issues is an asset
  • experience in international cooperation and/or German cooperation
  • experience in developing and facilitating capacity development programs, tools and training modules, ideally linked to the climate change work area.
  • Excellent in English both speaking and writing (at least C1 level), German skills is of advantage.

Job Description

Under the supervision of the Graphic Design Officer, the Graphic Designer Support Intern will support WEI's communication activities through the development of engaging and visually compelling content for social media and other digital communication platforms. This position will contribute to translating communication messages and ideas into creative visual content while ensuring consistency with WEI's branding and visual identity.

 

Key Responsibilities:

Specific responsibilities of the Graphic Design Intern include, but are not limited to:

  1. Assist in developing creative and engaging visual content for Sahabat Widi's social media platforms, as well as design materials for the AKAR campaign, including campaign assets, promotional materials, and other communication needs.
  2. Collaborate with the Graphic Design Officer to develop creative concepts and visual approaches for WEI public events and exhibitions.
  3. Develop Merchandise and Marketing Materials based on WEI’s communications plan
  4. Perform other relevant duties to support WEI's related communication activities.

 

Qualifications and Skills:

  1. Recently graduated university students majoring in Visual Communication Design, Graphic Design, Communication Studies, Multimedia, or a related field.
  2. Strong interest in graphic design, visual storytelling, and digital content creation.
  3. Proficient in Canva and/or Adobe Creative Suite (Adobe Illustrator, Photoshop, or similar design tools).
  4. Basic knowledge of visual design principles, typography, composition, and color.
  5. Creative, detail-oriented, and able to translate ideas or briefs into engaging visual content.
  6. Ability to work collaboratively with a team and communicate effectively.
  7. Able to meet deadlines and manage multiple tasks simultaneously.
  8. Portfolio of content is an added value.
