In December 2019, Hivos signed a four-years partnership agreement with Palladium in rolling out the Prosperity Fund's Menuju Transisi Energi Rendah Karbon Indonesia (MENTARI) funded by the Foreign Commonwealth and Development Office (FCDO). The program main goal is focusing on renewable energy as a transformative platform for green and inclusive economic growth in Eastern Indonesia through:

 

  1. Improved Policy and Regulation,
  2. Brokered Investment,
  3. Demonstration Projects, and
  4. Collaboration and Networking.

 

 

The Demonstration Strand Project Associate is aimed to provide support to the day to day coordination with DP Technical Working Group members, relevant government institutions and expert consultants. Together with other consortium members from Palladium and Castlerock. The Project Associate plays a role in ensuring that the deliveries from the Demo project is well-reflected in the policy papers analysis and recommendation, financial & investment and collaboration knowledge learning agenda. The position is full-time (40hrs/week) Jakarta-based with travels, primarily to Eastern Indonesia.

 

 

Roles and responsibilities

1.     To play a proactive role in the implementation of the MENTARI Program which overall aims at renewable energy as a transformative platform for green and inclusive economic growth in Eastern Indonesia.

2.     Assist Demonstration Strand Lead in preparing procurement documents and communication with potential supplier/ suppliers for productive use of energy.

3.     Assist Demonstration Strand Lead in developing analysis and plans on maximising productive use of energy, access to market and access to information for local communities by coordinating with relevant government institutions, partners and consultants. 

4.     Provide support in coordination with Demonstration Strand Technical Working Group, including the finalisation of Demo Strand's annual terms of reference report to the Ministry of Energy.

5.     Compiling and archiving BAST, Demo 1 supplier's milestones documents and liaising with the local field team to document all implementation documents.

6.     Assist the Demonstration Strand Lead in developing product knowledge and dissemination including learning from Demo project in the policy papers analysis, financial & investment and overall knowledge management.

7.     Assist in research, studies and surveys and evaluation activities including taking care of minutes of meetings.

8.     Foster good coordination and communication with consortium partners and across strands within MENTARI.

9.     To regularly review and update the DP's monitoring evaluation & learning plan.

10.  To assist on the progress of the project, including:  monitoring and evaluation of the impact and outcome, providing regular progress report in accordance with donor requirements and ensure the submission of the reports within agreed deadlines.

 

 

Knowledge and experience

1.     A minimum bachelor degree in social sciences, a specific experience on renewable energy implementation and background will be of advantage.

2.     A minimum of 5 years of experience in project management.

3.     Strong knowledge and passion on community development, energy access, economic empowerment, and gender and social inclusion in development sectors (energy sector will be an advantage).

4.     Must have excellent communications skill, able to express views clearly and have strong relational skills

5.     A good team player, sound experience in managing partnerships and multi-actor initiatives

6.     Strong organizational administrative and proven report writing skills.

7.     Can indicate his/her limits in time, plan well, be assertive and decisive and independent.

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is an international cooperation enterprise for sustainable development with worldwide operations. Its corporate objective is to improve people's living conditions on a sustainable basis. GIZ has been working in Indonesia since 1975 on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ). 

The project "Emissions reduction in cities through improved waste management (DKTI)" has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) with an implementation period until July 2023. This project would respond to the problem faced by Indonesia concerning waste management and tackling greenhouse gas emission. With its large population (around 270 million people), Indonesia is one of largest emitters of greenhouse gas in the world, with unmanaged waste contributes for over 6% of total GHG emissions. In the world, Indonesia ranks 6th in terms of GHG emission from waste. The main reasons are the dumping of untreated organic waste in landfills, open burning of waste, poor segregation and recycling rates. 

The project aims to support the implementation of suitable waste management systems by improving required conditions in the national and municipal levels. Thus, the project works with 3 outputs working in 6 (six) municipalities/cities level and national level. The outputs represent improvement of technical know-how in value chain of waste management, improvement of waste and greenhouse gas (GHG) emission data and enabling financing of improved waste management. 

To support this project, GIZ is currently recruiting one (1) Indonesian candidate for the following position:  

Advisor (Senior) on Waste Management  

  1. Responsibilities

The advisor is responsible for:

  • coordinating and act as focal point on the synergy among related stakeholders in national and cities level related to waste management
  • provide advisory on waste management to national ministries and cities government
  • liaising with national ministries, Secretariat of Low Carbon Development Indonesia (LCDI) and cities government for joint activities within the project
  • provide review and backstopping on concepts to improve waste management system and related policy briefs and initiatives
  • assist the partner cities related to issues on waste value chain, waste data and financing of waste management
  • providing professional advice to partners and cooperating with important stakeholders
  • innovation and knowledge management and communication of innovation to partners and important stakeholders 

In this context, the position holder fulfils the following tasks: 

  1. Tasks 
  1. Professional advisory services

·         assist a well-coordinated planning and implementation of outputs in close consultation with the Bappenas as the project partner, partner cities government and/or other implementing partners in Indonesia
·         prepare and implement the coordination process of joint project activities at national and cities level
·         work closely with project partners in designing effective mechanism to implement waste management planning and financing in the national and cities level
·         deal with the design, preparation and implementation of workshops, seminars and other activities on improvement of waste management system
·         formulates terms of reference, select and supervision of external support (consultants) assignments to act as trainers/experts for selected research studies, workshop and/or training events
·         provision of inputs/review & backstopping of policy papers and research studies developed in the frame of project context
·         organising quality assurance process for research studies on solid waste management
·         monitors the development and implementation of plans and activities in close consultation with counterparts as well as identifies bottlenecks and recommends alternative management options to the manager 

  1. Networking and cooperation

·         Liaises closely with national ministries, secretariat of Low Carbon Development Indonesia and partner cities government in the implementation of the activities
·         ensures cooperation, regular contact and dialogue with partners, relevant organisations, non-governmental agencies and individuals in the project and with other projects to improve and maintain good working relationships
·         communicates local interests and efforts, forwards these and encourages sharing ideas and information for the benefit of the project
·         communicates regularly with other GIZ projects on specified topic(s) related with waste management and climate policy 

  1. Knowledge management
·         compiles information related with waste management and climate policy and ensures knowledge transfers
·         develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures
·         draws up reports and presentation documents related with working areas under his/her responsibilities
·         formulates appropriate input for project reports 

4.         Coordination tasks

·         assists with general project planning and develops project concepts including preparation, organisation and moderation of planning exercises and their implementation, management, monitoring, quality management, evaluation, communication and documentation
·         coordinates relevant project activities at local level in consultation with the manager and in cooperation with the partners, both as regards implementation and preparing organisational aspects
·         compiles the relevant information for joint activities and assignments
·         uses GIZ's Capacity Works to manage the projects

  1. Required qualifications, competences and experience 

Qualifications

  • Masters/MSc/similar degree education in Engineering (Environmental Engineering, Civil Engineering, Chemical Engineering), Environmental Science or similar studies focusing on waste management and climate change 

Professional experience

  • Minimum of 15 years professional experience related with waste management
  • Knowledge on waste management and international climate policy framework
  • Experience in cooperation with the public and private sector
  • Networks into both public and private sectors in Indonesia regarding waste management, recycling and climate change issues
  • Experience in international cooperation and/or German cooperation
  • Experience in developing and facilitating capacity development programs, tools and training modules, ideally linked to the waste management and/or climate change topic (mitigation) 

Other knowledge, additional competences

  • very good working knowledge of ICT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • excellent written and oral knowledge of Bahasa Indonesia and English
  • working knowledge of German is an asset
  • willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management
  • strong organisational competence with good communication and coordination skills
  • ability to work in an intercultural environment

PROJECT:                        United States Agency for International Development (USAID) Global Health Supply Chain Program – Procurement and Supply Management (GHSC-PSM) in Indonesia

 

 

OVERVIEW:

The USAID-funded Global Health Supply Chain-Procurement & Supply Management project (GHSC-PSM) is being implemented by Chemonics International. GHSC-PSM is the primary vehicle through which USAID 1) procures and provides health commodities, 2) provides technical assistance to improve partner country management of the health supply chain, and 3) collaborates with key international stakeholders to support global health initiatives.

 

In Indonesia, GHSC-PSM operates under the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) funded task order to conduct HIV and tuberculosis supply chain strengthening activities that support Indonesia on its journey to self-reliance. The focus of the project in Indonesia is to provide technical assistance in supply chain management to the Ministry of Health for HIV, TB, and laboratory commodities, in support of the national HIV/AIDS and TB programs in the country. At the national level, the project supports the Directorate of Direct Infectious Disease Control (Sub-directorates HIV/AIDS and TB), the Directorate of Quality and Health Services Accreditation (Laboratory services), and the Directorate of Public Medicine and Health Supplies. The project provides support to Jakarta Province and selected districts in some provinces based on requests from USAID.

 

SUMMARY:

 

The temporary Admin & Training Assistant will be responsible for providing day to day office administrative, Operations and training support to GHSC-PSM projects in Indonesia. She/he will be responsible to ensure events logistics was prepared appropriately, as PIC Event will responsible to collect all supporting document from participants and submit to Finance for Payment.  She/he will work closely to other department; Finance and Technical team and also works closely with Event Facilitator on supporting the activity. This position is required the candidate who is familiar with event management as well as office operations.

 

 

RESPONSIBILITIES:

Responsibilities may include, but are not limited to, the following:

 

  • Assist the Operations & Training Coordinator in organising event/activity, providing logistics support, preparing agendas and materials, budget preparation, invitations and follow up, and documentation requirements for meetings, trainings and other events
  • Assist the Operations & Training Coordinator to prepare Invoice Approval Sheets and supporting documents
  • Support event planning and travel logistics, including making travel and accommodation arrangements for project staff and visitors
  • Collect and sort incoming and outgoing correspondence.
  • Maintain stationery stock
  • Maintain and reconcile Taxi Voucher Logbooks
  • Support Operations Manager for inhouse logistics
  • Provide reception service including faxing, photocopying, answering phones in the absence of Office Assistant
  • Support other administrative works as assigned by the Operations & Training Coordinator and/or Operations Manager

 

QUALIFICATIONS:

  • Having at least 3 years working experience in administrative/operations management
  • Successful experience working in a diverse, fast-paced environment.
  • Having at least 2 years working experience with USAID Projects in Indonesia.
  • Excellent computer and typing skills including Microsoft Word, Excel, and Power Point
  • Bachelor’s degree in economics, secretary, administrative, business or any related education background
  • Fluency in English and Bahasa Indonesian required & having good communication skill
  • Ability to work in a team and adapt to changes
  • As good team player
  • Eager to learn new things with high self-initiative
  • Willingness to travel within Indonesia to oversee and assist in management of training activities

 

 

SUPERVISION AND DIRECTIONS:

 

The Temporary Admin & Training Assistant will report directly to the Operations & Training Coordinator or other designee
