The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support inclusive and sustainable economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry. 

In December 2018, MCC’s Board of Directors selected Indonesia as eligible to develop a second compact. The compact agreement will be valid for a period of five years. MCC’s work with Indonesia on the second compact is currently in the pre-implementation preparation stage, prior to “Entry-Into-Force” (EIF) of the compact agreement at which time the five-year implementation period begins. The Government of Indonesia is in the process of establishing an implementation entity, called the Millennium Challenge Account – Indonesia II (MCA-Indonesia II or “MCA”), to act as a designee in supervising and managing the implementation of the five-year MCC Compact Program in Indonesia.

The MCC Indonesia Compact is designed to improve the country’s transport and logistics infrastructure, developing high-quality, climate-conscious transportation infrastructure in five provinces while increasing access to finance for micro-, small, and medium-sized enterprises (MSMEs).

On behalf of MCA-Indonesia II, we are seeking talented, highly qualified, and experienced Individual Consultant to take part in these interesting and challenging consulting services as:

Lead Economist

I.                    Position Objective

The Lead Economist leads Economic Analysis (EA) for the MCA-Indonesia II, under the guidance of the Deputy Executive Director for Program Support. The goal of the Lead Economist and EA consultant staff are to produce timely, relevant, and reliable data and assessments related to the economic rate of return (ERR) and beneficiary analysis for Indonesia Compact projects and activities.  The Lead Economist is also responsible for supporting the independent evaluations of the program, facilitating any necessary updating of the economic analysis related to the program, and managing the program EA budget and EA consultant staff. 

II.                  Tasks and Responsibilities

 

  • Collaborate with MCC Economists to ensure that the Cost-Benefit Analyses and Beneficiary Analyses, including estimates of the Economic Rate of Return (ERR), beneficiary counts, and potential impacts from each activity under the projects to be supported, are modified and updated in accordance with MCC Guidelines as improved information becomes available (updating key parameters and variables upon the receipt of new or higher quality data from reliable sources).
  • Maintain close collaboration and integration between the MCA-Indonesia II Monitoring and Evaluation (M&E) and ATLAS, FMD and MSME Finance project teams to ensure that EA data and analysis is accurate, up-to-date, and supports cost-effective, evidence-based project design and management. 
  • Maintain regular communication with MCA-Indonesia II leadership and MCC Economic Analysis staff to provide updates on the status of EA activities, analytical tools/databases and published data sources (at national and subnational levels), and to communicate risks related to the progress of implementation or the achievement of results in terms of observable/measurable outcomes.
  • Manage the EA consultant staff and supervise their activities and ensure timely work-program deliverables.
  • Manage the program EA budget and provide updates to MCC on commitments and disbursements on a quarterly basis.
  • Manage the procurements and contracts funded by the program EA budget, in conjunction with the MCA-Indonesia II procurement and finance teams, and report progress to MCC on a quarterly basis.
  • Establish, maintain, and facilitate communications and working relationships with relevant local think-tanks, academic entities, research centers in Indonesia as it relates to the economic analyses of Compact-supported projects and activities.

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

  • Advanced University Degree (Master’s or higher) in economics, statistics, social sciences or related fields or a related discipline.
  • Fifteen (15) or more years of experience, including approximately seven (7) leading teams that conducted quantitative and qualitative analyses of programs.
  • Demonstrated experience in project management, including managing team of experts, program budgets and work plans at country level.
  • Experience applying economic concepts and policy to real-world problems, using data and analysis to reach conclusions and provide recommendations.
  •  Familiarity with economic cost-benefit analysis and financial cash-flow analysis of projects
  • Strong and demonstrable experience in contract management, developing Terms of References (TORs), and managing consultants, including ensuring compliance with TORs.
  • Must demonstrate history of consistently delivering high quality projects on time and within budget.
  • Ability to communicate findings of complex economic analyses to a non-economist/non-technical audience.
  • Strong analytical, report writing, and oral communication skills
  • Organizational experience related to data and document management.
  • Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint).
  • Fluency in Indonesian and excellent written and verbal communication skills in English.
  • Willingness to undertake regular field visits and interact with the different stakeholders. Occasional international travel may also be required.

Desired Qualifications

  • Indonesia-specific experience conducting  economic analysis and problem-solving .
  • Experience implementing rigorous, quantitative impact evaluations involving household or business surveys.
  • Familiarity with designing and implementing program/project impact evaluations.
  • Experience working with national government and international donor organizations.
  • Experience with distributional analyses measuring economic and beneficiary impact of infrastructure projects, infrastructure investments, or micro-, small and medium enterprise (MSMEs).
  • Demonstrated experience in one or more of the following statistical analysis software and databases, such as R, STATA, SPSS, SAS, CSPRO, or Access strongly preferred.

 

IV.               Duration and Performance Location

The Consultant is expected to work for a base period of 12 months.  There is potential for a follow-on contracts to cover the implementation of the five-year Compact. Any follow-on contracts will be based on satisfactory performance and mutual agreement.

Deputy Executive Director for Infrastructure Finance

I.                    Position Objective

The Deputy Executive Director for Infrastructure Finance will assume a critical role in the success of the MCA-Indonesia II and two Compact Projects related to infrastructure planning and finance: the ATLAS Project and FMDP. The ATLAS Project is focused on developing the institutional structures to improve project preparation while FMDP is focused on improving the availability of finance for infrastructure.  The Deputy Executive Director for Infrastructure Finance (“DED for Infrastructure Finance”) will oversee and ensure that infrastructure projects are being developed so that they can attract commercially oriented finance, supported by blended finance, as necessary.  Accordingly, a key objective for the DED for Infrastructure Finance will be to ensure that there is coherence between the demand and supply sides of infrastructure finance.

The DED for Infrastructure Finance, reporting to the Executive Director is responsible for MCA-Indonesia II’s project functions encompassing the planning, design, and implementation [referred to as Project Implementation] of the ATLAS Project and FMDP, and ensure that all ATLAS Project and FMDP implementation and targets are met according to Compact objectives, agreed workplans, program designs, estimated budgets as well as MCC’s ESP, gender integration and monitoring and evaluation requirements. The DED for Infrastructure Finance shall provide thought leadership, strategic direction, operational oversight, routine program management/administration coordination in the compact as appropriate, including maintaining robust communications and/or interface with both internal and external stakeholders that includes Government of Indonesia as well as the financial markets, donor community, and relevant private sector stakeholders.

II.                  Tasks and Responsibilities

  1. Represent ATLAS and FMDP as integrated components of the MCC Indonesia Compact  to project stakeholders (e.g., with national/local government counterparts, civil society, project beneficiaries, community stakeholders, donors, finance institutions, private sector representatives, service providers, province and district multi-stakeholder forums, and MCA/Jakarta consultant staff etc.) ensuring that collaborative relationships are built and maintained to facilitate the delivery of the program.
  2. Plan, prepare, successfully implement, and ensure sustainability of the ATLAS Project and FMDP consistent with the objectives, budget, investment criteria and other requirements stipulated in the Compact; oversee the development of project work plans and management plans to achieve this.  
  3. Recruit, direct, and supervise a team of technical specialists and consultants under ATLAS Project and FMDP that will manage and support the primary activities, including both home office (Jakarta) and, if required, MCA field consultant staff in provincial offices; ensure a cohesive framework for project closing including financing strategy that integrates project details and financing markets and that integrates project technical and cross-cutting areas.
  4. Guide Activity Leads (Leads for Transport Planning Reform, Good Practice Infrastructure Projects, PIMG, and PPDF Activities) and ensure a collaborative environment is established to facilitate cooperation, integration, sharing of information, and shared accountability for the success of ATLAS and FMDP.
  5. Provide strategic direction, routine operational oversight, and advice to advance the preparation, development and implementation of the programs including project/program management coordination, quality assurance and overall communications.
  6. Evaluate Compact requirements and determine the appropriateness/relevance of project designs and develop strategies and frameworks, allocate budgets and resources, to ensure the MCA’s ability to deliver.
  7. Coordinate with DED Programs and cross-cutting Leads to ensure that the ATLAS Project and FMDP are implemented in full compliance with MCC and Compact requirements related to environmental and social management and inclusion and gender integration, and in accordance with relevant Government of Indonesia environmental laws and procedures and Government of Indonesia gender mainstreaming regulation and MCC’s Gender Policy. Coordinate with DED Programs and cross-cutting Leads to ensure team provision inputs as required for the Monitoring and Evaluation (M&E), Environmental and Social Performance (ESP), Gender and Social Inclusion (GSI), and Climate Change Related Activities under the MCC guidelines.
  8. Ensure that ATLAS and FMDP project teams provide  inputs into the compact-wide  project-level Social and Gender Integration Plans (SGIP) and implement activities in compliance with the SGIPs.
  9. Ensure coordination within and among the four ATLAS Project Activities, the three FMDP project activities, as well as linkages to  potential shared workspaces that could include one-stop services (OSS) and childcare centers, implemented under the MSME Project; promote learning across Compact provinces and projects; and foster collaborative approaches at the provincial level between MCA-I and other Government of Indonesia and market or donor-funded infrastructure and transport & logistics development initiatives.
  10. Prepare regular progress reports and serve as the main point of contact on ATLAS- and FMDP related matters to the MCA-I Executive Director.
  11. Prepare periodic progress reports and serve as the main point of contact on ATLAS and FMDP related matters to the MCC (Washington) Project Leads.  Ensure appropriate coordination and interface is maintained between the MCA-I and MCC technical teams.    
  12. Ensure that provincial- and district-level findings are incorporated into project design and revisions.
  13. Travel as necessary, domestically to Compact provinces and internationally, to build and maintain effective working relationships with key counterparts and stakeholders.

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

         Advanced University Degree in engineering, transport sector planning, infrastructure finance or a related field, with demonstrated experience in fields of relevance to the commercial and financial close of transactions in ATLAS Project and FMDP.

         Strong experience in policy and institutional reform activities in the infrastructure sector, bank and capital market in structured/project finance, and public-private partnerships. 

         Fifteen (15) or more years of experience, including at least ten (10) in a management or leadership position of a project or company, of demonstrated experience financing, managing, and implementing infrastructure projects, particularly in transport and/or logistics on international donor projects. 

         Experience working in the private, commercial sector in a related field (i.e., infrastructure finance).

         Demonstrated ability to manage large and complex contracts and to contribute to the procurement of such contracts.

         Knowledge of Government of Indonesia laws, regulations, and development plans, particularly those relevant to transport planning, infrastructure finance, environmental and social assessment, gender, climate change, public consultation, and economic development planning.

         Demonstrated ability to interact constructively and strategically with technical experts, government officials, beneficiaries of Compact projects, civil society, contracted service providers, local community leaders, and private sector counterparts including financial institutions.

         Demonstrated experience and proven skills in managing a large company or donor program with a multi-million USD budget and staff teams.

         Demonstrated ability to lead and work with multidisciplinary teams and institutions.

         Successful track record (and history) of achieving commercial and financial close of projects on time and within budget.

         Fluency in Indonesian and excellent written and verbal communication skills in English.

         Ability to travel to relevant project sites as needed.

 

Desired Qualifications

         Experience with municipal and climate finance is a plus.

         Experience working in Indonesia or the region on similar projects is preferred.

Grants and Partnerships Lead

I.                    Position Objective

The main function of the MCA Grants and Partnerships Lead is to lead the Grants and Partnerships teams to ensure that the MCA Entity and its grantees comply with the Program Grant Guidelines (PGG) and the terms and conditions of Grant Agreements.

II.                  Tasks and Responsibilities

·         Lead the Grant and Partnerships team in the MCA Entity and ensure that all the duties assigned to the MCA Grants and Partnerships Lead in the Program Grant Guidelines (PGG) are carried out.

·         Ensure that use of a Grant Program is well explained, justified and approved by MCC.

·         Organize, in collaboration with relevant Sector Leads, market research to identify the type and range of entities whose mission, programs or activities align with the MCA Entity and help to identify the scope of eligible entities for a particular Grant Program, or other non-funded partnership opportunities. 

·         Organize and deliver outreach events to generate interest in opportunities for Grants and non-funded partnership opportunities.

·         Review and submit any requests to waive a provision or provisions of the PGG for a particular Grant Program.

·         Ensure that accurate Grant data is captured and entered into MCC-MIS.

·         Engage with the Sector Leads and others within the MCA Entity early in the process to develop a strategy for implementing a Grant Program, identify appropriate Grant Award Procedure(s), and gain approval of Grant Programs.

·         Coordinate and expedite the preparation of Grant solicitation documents Concept Papers/Notes (CFCPs), Notice of Funding Opportunities (NOFOs) and Requests for Applications (RFAs) as appropriate.

·         Approve all written plans developed by the MCA Entity for Co-Creation and coordinate MCC approval when required.

·         Conduct screening of Proposers and Applicants for eligibility by conducting eligibility checks of entities and proposed Grant Activities.

·         Review and approve, as required, draft announcements for Grants, proposed solicitation documents for Grants and proposed total funds available for Grant Awards that are developed by the Sector Leads or others to confirm consistency with the approved Grant Program, the approved Grants Schedule and the requirements set out in the PGG.

·         Communicate with Proposers or Applicants when the Merit Review Panel, Selection Committee, or experts conducting Capability Risk and Grant Budget Assessments request additional information during their review of Proposals or Applications.

·         Monitor all Discussions, Co-Creation and negotiation meetings with potential Grantees.

·         Approve proposed members of the Merit Review Panel and Selection Committee.  Seek and ensure MCC approval of Selection Committee and of the Merit Review Panel when required.

·         Ensure, with support from the Legal and Institutional Affairs Lead, that each member of the Merit Review Panel and Selection Committee is cleared of Conflicts of Interest.

·         Review and approve, as required, Grant Award documentations including, but not limited to, requests for clarifications, amendments to Grant announcement documents and RFAs, Merit Review Advisory Reports, Capability Assessment Reports, Grant Budget Assessment Reports, Selection Committee Concept Selection Reports, Selection Committee Grant Award Reports, other relevant reports.

·         Ensure that the Selection Committee Concept Selection Reports and the Selection Committee Grant Award Reports include all the necessary documents, and the record is accurate and complete, and that the reports are signed by the members of the Selection Committee.

·         Monitor and ensure, with the support of the relevant MCA consultant staff, that the proposed Grant Budgets are free of ineligible costs as defined in MCC’s Cost Principles for Government Affiliates.

·         If Cost Share is required for a particular Grant Program, prepare the rationale for its determination and ensure that it is accounted for in every proposed Grant Budget.

·         Prepare Memorandum of Negotiation when the Selection Committee agrees to accept changes to the terms and conditions of the proposed Grant Agreement.

·         Debrief, upon request, any entity whose Concept Paper, Concept Note or Application was rejected or was not selected for Grant Award.

·         Liaise closely with the relevant Sector Leads and other MCA Entity agents and consultants on all phases of the Grant award, administration and management processes.

·         Manage all aspects of implementing a Grant Program in accordance with the terms of his/her position description and the responsibilities set forth in the PGG. 

·         Review and approve, as required, reports submitted by Grantees.

·         Review and submit requests for MCC approval, as required in the PGG, to modify a Grant Agreement.

·         Ensure in collaboration with the relevant Sector Leads that any branding and marking requirements of MCC funded assistance are met.

·          Review claims submitted by Grantees; ensure that any claims that have been submitted by Grantees are received processed.

·         Prepare and file in coordination with the relevant Sector Lead(s), the Contractor Past Performance Reports (CPPRs) of the Grant Manager, if procured.

·         Ensure proper grant documentation, and knowledge storage and sharing through-out the grant cycle.

·         Lead the Grant Closeout Process with the Grant Manager, relevant Sector Leads and consultants.

·         Support the development and implementation of non-funded partnerships with a wide range of actors to increase the reach and impact of compact programs, including but not limited to memoranda of understanding and other agreements with partners.

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

·         University degree in business administration, public administration, finance, law, international development or related field (advanced degree preferred).

·         Fifteen (15) or more years of relevant professional experience, including at least eight (8) developing and managing large international Grant Programs ($1 million and above), five (5) of which is in a lead management role.

·         Experience working with or for international financial institutions, international NGOs or foreign assistance organizations such as the Gates Foundation, the World Bank, the African Development Bank, the Asian Development Bank, the European Union or MCC /MCA preferred.

·         Proven management skills and managerial experience in activities related to grants management and administration.

·         Demonstrated ability to coordinate and collaborate with numerous distinct domestic and international stakeholders and counterparts in overseeing, prioritizing, monitoring, ensuring quality, and reporting on grant activities.

·         Familiarity with international best practice in grant making.

·         Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint, Project). Superior organizational and time-management skills.

·         Strong supervisory and mentoring skills.

·         Strong interpersonal skills evidenced by demonstrated capability of building and maintaining productive relationships and working collaboratively with a range of actors and stakeholders, including government officials, private sector partners, international donors, contractors, and counterparts.

·         Must demonstrate from previous work experience the ability to collaborate effectively with peers as well as work across departments or divisions.

·         Capability to work with a minimum of supervision, act decisively, and make independent assessments and decisions.

Gender and Social Inclusion (GSI) Lead

I.                    Position Objective

The Gender and Social Inclusion (GSI) Lead leads the Gender and Social Inclusion Unit, and under the guidance of and reporting to the Deputy Executive Director, Programs, provides technical leadership to the MCA management and project teams, implementing partners, contractors, and project stakeholders to ensure social and gender integration across all program functions. The GSI Lead is responsible for assuring high quality implementation of all gender- and inclusion-related activity designs and priorities under the compact. In addition, the GSI Lead is responsible for line supervision of other GSI staff.

II.                  Tasks and Responsibilities

  • Serves as the main counterpart and technical lead for all MCA consultant staff, implementing entities, contractors, and project stakeholders on all gender and social inclusion issues for the Compact;
  • Serve as point of reference, advice and leadership to MCA management and project-level consultant staff on project specific GSI issues, approaches and overall GSI strategy, ensuring coherence, coordination and alignment of GSI approaches across projects towards a common standard;
  • Lead the development of the Compact-wide and the Project-specific Social and Gender Integration Plans (SGIPs) in consultations with project and cross-cutting leads and consultant staff, as well as associated stakeholder engagement, workplans, responsibilities, capacity building, and metrics;
  • Provide technical support to project cross-cutting leads, oversee and monitor the SGIP implementation across projects and activities throughout the duration of the Compact;
  • Provide strategic and technical inputs and clear important Compact and project documents, such as M&E Plan, Environmental and Social Management Plan (ESMP), scopes of work of project feasibility studies, Environmental and Social Inclusion Assessment (ESIA) and other studies.
  • Lead the GSI team through consultant staff recruitment, training, development, quality control, guidance and performance management; 
  • Ensure compliance with the Government of Indonesia’s Gender Mainstreaming Policy, MCC Gender Policy, MCC Gender and Inclusion Operational Requirements, the MCC Inclusion and Gender Strategy, and the MCC Counter-Trafficking in Persons Policy;
  • Reconcile different approaches to inclusion and gender across all programs to present a coherent approach for MCA Indonesia II;
  • Monitor the quality of integration of gender, social inclusion and poverty reduction in all project activities and identify areas where integration can be strengthened or modified.
  • Coordinate closely with other cross-cutting disciplines, including Environment and Social Performance (ESP) and Monitoring and Evaluation (M&E) colleagues, to ensure coordination and alignment between approaches, including for example, around inclusive and gender-informed stakeholder engagement and indicators for monitoring progress.

 

III.                Key Qualifications (Education, Experience, Technical Competencies)

Required Qualifications

  • Advanced University Degree (Masters or higher) in social sciences or a related discipline (e.g., anthropology, sociology, women’s studies, public policy, community development, developmental economics, etc.)
  • Approximately fifteen (15) or more years of experience, including approximately seven (7) in a management or leadership position leading the integration of inclusion and gender efforts in programs of a similar nature, in an international development context.
  • Demonstrated experience in project management, including managing team of experts, program budgets and work plans at country level.
  • Demonstrated experience with internationally recognized gender, social and poverty analysis concepts, frameworks and tools.
  • Demonstrated experience in providing guidance and undertaking technical analysis on gender, social and poverty issues in project designs, assessments, management plans, performance monitoring plans, and in procurement and contract documents.
  • Experience with managing and overseeing contractors toward successful completion of gender and social inclusion activities in large development projects, including demonstrated experience in developing TORs and ensuring compliance with TORs.
  • Knowledge of Indonesian policies, laws and regulations related to inclusion and gender.
  • Experience with inclusive and gender-focused stakeholder engagement.
  • Strong computer skills with Microsoft Office applications (Word, Excel, PowerPoint)
  • Fluency in Indonesian and excellent written and verbal communication skills in English.
  • Willingness to undertake regular field visits and interact with the different stakeholders. Occasional international travel may also be required.

Desired Qualifications

  • Familiarity with projects similar in nature to those supported through the compact, including infrastructure projects and/or projects that seek to increase access to finance for micro-, small and medium enterprises (MSMEs) is a plus.
  • Experience working with international donors is a plus.

 

IV.               Duration and Performance Location

The Consultant is expected to work for a base period of 12 months.  There is potential for a follow-on contracts to cover the implementation of the five-year Compact. Any follow-on contracts will be based on satisfactory performance and mutual agreement.
