1       Latar Belakang

Semarang termasuk di antara lima kota besar penyumbang sampah plastik di laut di Indonesia bagian barat.[1] Total sampah kota yang tidak tertangani diperkirakan sekitar 17-22% dari total timbulan sampah.[2][3] Diperkirakan total timbulan sampah Semarang adalah sekitar 1.270-1.388 ton/hari, di mana 965 - 1.054 ton (76,5%) dibuang di TPA Jatibarang. Pembuangan di TPA ini meningkatkan beban lingkungan di Semarang karena kurangnya lahan (untuk pembuangan limbah). Keterbatasan pengolahan sampah di TPA telah mendorong Pemerintah Kota Semarang untuk memperkuat pengurangan sampah dalam rantai pasoka pengelolaan sampah melalui pemilahan di sumber dan mendorong ekonomi sirkular. Sasaran Kebijakan dan Strategi Pengelolaan Sampah Daerah (Jakstrada) Semarang adalah mencapai 100% cakupan pelayanan sampah melalui 70% penanganan sampah dan 30% pengurangan sampah pada tahun 2025.[4] Untuk mencapai target tersebut, pemerintah Kota Semarang mendorong pemulihan material di tingkat rumah tangga melalui bank sampah dan TPS3R.

Berdasarkan data BINTARI (2021) mengenai profil TPS3R, Praktik pemilahan sampah oleh rumah tangga di Kota Semarang diperkirakan mencapai 9% dari total rumah tangga.[5] Sampah yang paling banyak dikumpulkan adalah plastik dan kertas (yang memiliki nilai lebih tinggi dibandingkan produk sampah lainnya). Kurangnya sistem pengumpulan sampah terpilah dan rendahnya kesadaran akan praktik pemisahan sampah adalah dua kendala utama untuk meningkatkan pemisahan.[6] Memperbaiki perilaku pemilahan di tingkat masyarakat adalah kunci untuk mengelola sampah secara lebih efektif. Pendekatan perubahan perilaku perlu dikembangkan untuk melibatkan perempuan dan laki-laki dalam praktik 3R termasuk mengirimkan barang-barang daur ulang seperti sampah dapur, plastik dan kertas ke Bank Sampah atau TPS3R serta mengolah sampah organik rumah tangga.

Berdasarkan penelitian yang dilakukan BINTARI, bank sampah dan TPS3R memiliki peran penting sebagai ujung tombak dalam pengurangan sampah di hulu. Namun, kondisi saat ini, operasional bank sampah dan TPS3R belum optimal karena faktor kelembagaan, finansial, dan infrastruktur. Oleh karena itu, perlu peningkatan kapasitas untuk bank sampah dan TPS3R dalam pengurangan sampah yang berkelanjutan dengan dukungan infrastruktur yang memadai. Kapasitas tersebut meliputi bagaimana mengorganisir masyarakat untuk melakukan pemilahan, menerapkan kelembagaan yang professional dan mengembangkan manajemen keuangan yang dapat membiayai operasional TPS3R/Bank sampah (layak). Sementara itu, dukungan infrastruktur pengurangan sampah dilakukan melalui revitalisasi dan optimalisasi infrastruktur bank sampah dan TPS3R.

Untuk mewujudkan partisipasi masyarakat dalam memilah sampah serta meningkatkan kapasitas TPS3R/Bank sampah dalam pengelolaan sampah hulu, maka perlu peningkatan pemahaman tentang sistem dan praktek pengelolaan sampah yang baik kepada seluruh actor pengelolaan sampah hulu di Kota Semarang. Selain itu, diperlukan juga dukungan fasilitas dan operasional untuk menjamin keberlanjutan pengelolaan fasilitas TPS3R/bank sampah oleh pemerintah.

Badan Pembangunan Internasional Amerika Serikat (USAID) melalui program Kota Bersih, Laut Biru (Clean City Blue Ocean/CCBO) bekerja sama dengan pemerintah Kota Semarang dan menunjuk Yayasan Bintari sebagai pelaksana proyek PILAH 3: "Peningkatan Kapasitas Masyarakat dalam 3R (PKM3R)". Proyek ini diharapkan dapat membantu pemerintah Kota Semarang dalam meningkatkan sistem pengelolaan sampah perkotaan untuk mencegah kebocaran sampah plastik serta menciptakan kota yang lebih bersih dan laut yang lebih sehat melalui (1) peningkatan pemahaman tentang sistem, pelaku, dan praktik pengelolaan sampah hulu, (2) peningkatan kapasitas TPS3R/Bank Sampah, (3) Pelibatan masyarakat dalam praktik 3R/pengelolaan sampah hulu yang berkelanjutan, dan (4) peningkatan kapasitas pemerintah daerah untuk mendukung TPS3R dan bank sampah.

Program CCBO telah memasuki tahun kedua berjalan dan akan berakhir pada April 2024. CCBO Semarang terus berproses untuk mencapai tujuan program dan melaksanakan berbagai inisiatif untuk pengelolaan sampah hulu melalui operasionalisasi TPS3R dan Bank Sampah. Proses pendokumentasian kegiatan menjadi salah satu aspek penting untuk pembelajaran program-program serupa dengan CCBO ke depan baik untuk Kota Semarang maupun Kota lain di Indonesia. Oleh sebab itu, Bintari akan melakukan pembuatan video dokumentasi aktivitas dalam program CCBO di Kota Semarang.

2       Tujuan

Pembuatan video bertujuan untuk merangkum hasil program Clean Cities, Blue Ocean (CCBO) Semarang yang mana memuat perjalanan program dari proses asesmen, proses pendampingan, dan pembelajaran di 11 wilayah dampingan program (terdiri dari 6 TPS 3R dan 5 Bank Sampah). Video ini akan digunakan sebagai material diseminasi dokumentasi program CCBO di Kota Semarang yang juga akan diunggah di dalam media sosial BINTARI.

 

3       Lingkup Pekerjaan

Berikut merupakan lingkup pekerjaan pembuatan video dokumentasi CCBO Kota Semarang:

a.     Bersama dengan tim BINTARI mengembangkan konsep, kerangka cerita, skrip, dan pertanyaan-pertanyaan interview untuk video (pengalaman para pihak terlibat dalam program ini)

b.     Mengarahkan, memfilmkan, dan memproduksi video

c.     Mengkompilasi bahan dari BINTARI dengan hasil pengambilan video oleh vendor serta mengedit dan memperhalus video

d.     Menyediakan solusi menyeluruh pembuatan video dan menambahkan musik, grafik, dan animasi yang bebas hak cipta. Subtitle akan disediakan oleh tim BINTARI.

e.     Melakukan koordinasi dengan BINTARI dalam proses pengembangan dan produksi video

 

4       Luaran (Output)

Pre Produksi

Rencana pengambilan video termasuk pengambilan gambar dengan drone (jika diperlukan) dan script final berdasarkan diskusi dengan tim BINTARI.

 

Produksi:

·         Video dengan format resolusi tinggi serta video dengan format dan / ukuran yang sesuai untuk Youtube dan sosial media lainnya. Beberapa video yang akan dikembangkan adalah sebagai berikut:

a.     Video utama yang memuat dokumentasi seluruh kegiatan program (5-7 menit)

b.     Video proses dan perkembangan TPS 3R selama program CCBO (3 – 4 menit)

c.     Video proses dan perkembangan Bank Sampah selama program CCBO (3 – 4 menit)

d.     Video pendampingan perubahan perilaku masyarakat dalam pengelolaan sampah atau Social Behavior Change (SBC) (3 – 4 menit)

·         Material dan bahan dokumentasi pembuatan video

 

 

5       Kriteria

a.     Mempunyai pengalaman dalam memproduksi video min. 3 tahun

b.     Mempunyai alat pengambilan video profesional (kamera, mic, drone, dan alat pendukung lainnya)

c.     Mampu membuat video dalam format digital dan definisi tinggi

d.     Mampu mengembangkan skrip video dan story board, serta memproduksi dan mengarahkan talent

e.     Mampu menyelesaikan video tepat waktu sesuai jadwal

f.      Lebih diutamakan berdomisili di lokasi program (Semarang)

g.     Mampu dan bersedia melakukan perjalanan ke 11 wilayah di Semarang untuk pengambilan bahan video

7       Lain-Lain

·         Vendor harus menyerahkan seluruh material dan dokumen bahan pembuatan video kepada BINTARI. Selain versi HD, pengiriman akhir juga harus mencakup video dengan format dan / ukuran yang sesuai untuk Youtube dan sosial media lainnya.

·         BINTARI juga akan memberikan material pembuatan video sesuai dengan dokumentasi yang dimiliki.

 

8       Mekanisme Pengajuan Penawaran

Silakan masukan proposal untuk kegiatan ini dengan format:

Yayasan Relief Islami Indonesia is seeking Child Welfare and Protection (CWP) Officer based in Banda Aceh - Indonesia.

 

Reporting Line:

Post  holder  would  directly  report  to  Child Welfare and Protection (CWP) Coordinator.

 

Overall Responsibility:

CWP Officer reaches out to the neediest children’s families within the designated program area and implements different child welfare activities building on IR core child-focused activity of one-to-one orphan sponsorship in an integrated way that leads to sustainable community development

 

Key Duties and Responsibilities:

·       Assists in developing and running one to one orphan sponsorship program as per its implementation strategy set out in the Orphan Policy and Procedure

·       Prepares the community situational report and the individual situational reports of the needy children of the targeted community focusing on their health, education, shelter, emotional and other basic needs

·       Select children from the poorest families and upload their bio-data for one-to-one sponsorship

·       Form cooperatives of the guardians of the orphan families and attend their meetings. Document and report the issues discussed in the meetings to your line manager.

·       Periodically monitor the progress achieved against the community and children's individual profiles. Do the analysis of the old and new reports and take necessary actions (continuation of sponsorship or cancelation)

·       Upload annual progress reports of the sponsored orphans

·       Network with other organizations working for the women and children to ensure the continuous development of Referral System in handling cases of violence, abuse, and exploitation toward children and woman

·       Attend child protection cluster meetings or other such forums in your program area or field office etc.

·       Look for child protection and child welfare issues in the designated program area; i.e. child abuse, street children, child trafficking etc. and report to your line manager.

·       Assist your line manager in developing project proposals that caters to the needs of the child issues.

·       Maintain record of the child welfare activities i.e. individual orphans personal files each comprising of field visit reports, bio-data, date of birth certificates, death certificates, drawing, correspondence between orphan and the donor, TOR, etc.

·       Maintain the confidentiality of all electronic and hard data of orphans including their pictures and pictures of other family members.

·       Maintain record of pictures of each sponsored orphan in chronological order and use these pictures for the purpose of that orphan’s bio-data, progress reports and case studies.

·       Undertake any other task assigned by the line manager.

 

Requirements:

·     Bachelor’s degree in related subject such as social sciences, or a recognized relevant   professional            qualification in reporting in English, or qualified through experience.

·     Able to interact with children and family.

·     Able to organize and lead community meeting.

·     Good Communication skill in English Language (writing and speaking).

·     Skill related to individual counselling would be an advantage.

·     Working in international NGO for more than a year is a preferable.

·     Ability, motivation, and willingness to travel alone within IR Indonesia One to One Sponsorship Project Location

CRS Indonesia's current strategy includes emergency preparedness and response, disaster risk reduction, climate change adaptation and integrated agriculture and livelihoods. In line with its long-term country strategy, CRS Indonesia is looking to expand programming in the area of climate change in urban contexts.  

 

CRS/Indonesia is currently looking for Project Officer – Resilience for Climate Change Adaptation & Mitigation project, Job Code: PO Resilience. The position will be based in Kupang City and report to Program Manager.

 

Job Summary:

As a Resilience Officer, you will provide city level support to the five-year Caritas Australia-funded project Climate Action Partnerships in Asian Cities (CAPACities), which aims to strengthen inclusive climate change governance and adaptive capacities of Kupang City to manage the impacts of climate.  Embedded in the city LGU, you accompany and support the LGU to develop their capacity to track climate data, build data informed inclusive plans, access private and public financing to support these plans and effectively communicate and engage communities for climate change actions. Reporting to the Program Manager II - Climate Change, you will support, monitor and report on all project activities in support of Catholic Relief Services' (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 

Roles and Key Responsibilities:

·       Support the coordination and implementation of all assigned CAPACities project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

·       Liaise with city government units and assist their efforts to coordinate and mobilize engagement of relevant stakeholders to support informed climate change plans & policies, financing for climate solutions and climate governance.

·       Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist LGU and relevant city stakeholders in their efforts to reflect on project experiences.

·       Support accountability through coordinating project evaluation activities and assisting government, CSO and private sector partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with stakeholders to prepare reports per established reporting schedule.

·       Provide technical and operational support in the conceptualization, preparation and delivery of various capacity building workshops, trainings, meetings and events for the city.

·       Collect information on capacity needs and technical assistance needs of targeted local government units, communities, relevant research institutions, private sectors, religious institutions, media, and local leaders and monitor capacity building and technical support activities to ensure effective impact.

·       Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

 

Basic Qualifications

  • Bachelor's Degree holder in Development, Urban Development, Climate/Environmental/Natural Science or related field
  • At least 4 years professional experience in project support, including government engagement.
  • Experience in the field of disaster and climate resilience, urban planning, or public administration, preferably with an international NGO.
  • Additional experience may substitute for some education.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint). 
  • Familiarity with digital risk mapping and ICT4D is an advantage. 

 

Required Languages - Proficiency in Bahasa Indonesia; Basic written and oral English is a plus.

 

Travel - Must be willing and able to travel up to 20%.

 

Duty Station - This position will be based in Kupang. However, in the event of a disaster where CRS launches an emergency response, all CRS staff will be required to support the response and may be deployed to the response areas as necessary.

 

Knowledge, Skills and Abilities

  • Observation, active listening and analysis skills with ability to make sound judgment.
  • Good relationship management skills and the ability to work closely with local partners and community members.
  • Attention to details, accuracy and timeliness in executing assigned responsibilities.
  • Proactive, results-oriented and service-oriented
  • Training on Nature-based solutions and/or Ecosystems-based Adaptation (EbA) is a plus.

 

Preferred Qualifications

  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Knowledge on Geographic Information Systems a plus

 

 

Supervisory Responsibilities: None

 

Key Working Relationships:

Internal: Program Manager II - Climate Change Adaptation & Mitigation, CAPACities MEAL Officer, Operations staff, Country-level leadership, and CAPACities Philippines staff. 

External: LGU partners, city-stakeholders (CSO, private sector, academia, media), and peer agencies.
