CRS has been operating in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs to provide both humanitarian response and long-term development to the most vulnerable communities. CRS Indonesia's current strategy includes emergency preparedness and response, disaster risk reduction, climate change adaptation and integrated agriculture and livelihoods. In line with its long-term country strategy, CRS Indonesia is looking to expand programming in the area of climate change in urban contexts.  

 

CRS/Indonesia is currently looking for Project Officer – Resilience for Climate Change Adaptation & Mitigation project, Job Code: PO Resilience. The position will be based in Kupang City and report to Program Manager.

 

Job Summary:

As a Resilience Officer, you will provide city level support to the five-year Caritas Australia-funded project Climate Action Partnerships in Asian Cities (CAPACities), which aims to strengthen inclusive climate change governance and adaptive capacities of Kupang City to manage the impacts of climate.  Embedded in the city LGU, you accompany and support the LGU to develop their capacity to track climate data, build data informed inclusive plans, access private and public financing to support these plans and effectively communicate and engage communities for climate change actions. Reporting to the Program Manager II - Climate Change, you will support, monitor and report on all project activities in support of Catholic Relief Services' (CRS) work serving the poor and vulnerable. Your thorough and service-oriented approach will ensure that the project consistently applies best practices and constantly works towards improving the impact of its benefits to those we serve.

 

Roles and Key Responsibilities:

·       Support the coordination and implementation of all assigned CAPACities project activities as outlined in the detailed implementation plan in line with CRS program quality principles and standards, donor requirements, and good practices.

·       Liaise with city government units and assist their efforts to coordinate and mobilize engagement of relevant stakeholders to support informed climate change plans & policies, financing for climate solutions and climate governance.

·       Monitor and report any challenges and/or gaps identified to inform adjustments to plans and implementation schedules. Assist LGU and relevant city stakeholders in their efforts to reflect on project experiences.

·       Support accountability through coordinating project evaluation activities and assisting government, CSO and private sector partners in their efforts to collect and analyze project data per specified mechanisms and tools. Collaborate with stakeholders to prepare reports per established reporting schedule.

·       Provide technical and operational support in the conceptualization, preparation and delivery of various capacity building workshops, trainings, meetings and events for the city.

·       Collect information on capacity needs and technical assistance needs of targeted local government units, communities, relevant research institutions, private sectors, religious institutions, media, and local leaders and monitor capacity building and technical support activities to ensure effective impact.

·       Complete project documentation for assigned activities. Assist with identifying information for case studies and reports on promising practices.

 

Basic Qualifications

  • Bachelor's Degree holder in Development, Urban Development, Climate/Environmental/Natural Science or related field
  • At least 4 years professional experience in project support, including government engagement.
  • Experience in the field of disaster and climate resilience, urban planning, or public administration, preferably with an international NGO.
  • Additional experience may substitute for some education.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint). 
  • Familiarity with digital risk mapping and ICT4D is an advantage. 

 

Required Languages - Proficiency in Bahasa Indonesia; Basic written and oral English is a plus.

 

Travel - Must be willing and able to travel up to 20%.

 

Duty Station - This position will be based in Kupang. However, in the event of a disaster where CRS launches an emergency response, all CRS staff will be required to support the response and may be deployed to the response areas as necessary.

 

Knowledge, Skills and Abilities

  • Observation, active listening and analysis skills with ability to make sound judgment.
  • Good relationship management skills and the ability to work closely with local partners and community members.
  • Attention to details, accuracy and timeliness in executing assigned responsibilities.
  • Proactive, results-oriented and service-oriented
  • Training on Nature-based solutions and/or Ecosystems-based Adaptation (EbA) is a plus.

 

Preferred Qualifications

  • Experience in participatory action planning and community engagement.
  • Experience monitoring projects and collecting relevant data preferred.
  • Experience using MS Windows and MS Office packages (Excel, Word, PowerPoint).
  • Knowledge on Geographic Information Systems a plus

 

 

Supervisory Responsibilities: None

 

Key Working Relationships:

Internal: Program Manager II - Climate Change Adaptation & Mitigation, CAPACities MEAL Officer, Operations staff, Country-level leadership, and CAPACities Philippines staff. 

External: LGU partners, city-stakeholders (CSO, private sector, academia, media), and peer agencies.
