I.                    Background and Justification

 

Gender-based violence (GBV) and Child Protection is a serious and critical problem in Indonesia. According to a survey by the National Commission on Violence Against Women (Komnas Perempuan), in 2022 there were over 457.895 cases of violence against women reported in the country. There is a slight decrease from the previous year 2021, which saw 459.094 cases reported. (Indonesia National Commission Data 2023). Back to a 2017 survey by the Indonesian Ministry of Women's Empowerment and Child Protection, it reveals shocking data where 35.1% of women in Indonesia have experienced physical violence, and 31.9% have experienced psychological violence. Additionally, 21.7% of women in Indonesia experienced sexual violence, and 11.6% experienced economic violence.

Child marriage as one of Child Protection issue and another form of Gender Based Violence is a prevalent issue in the province of Nusa Tenggara Barat (NTB). According to data from UNICEF, in 2017, the prevalence of child marriage in NTB was at 17.7%, which is higher than the national average of 14.1%. Data in 2019 shows that the rate of child marriage in NTB Province has declined in to 16.09 %. 16% of married woman in NTB is having their 1st marriage before their age reach 18 years old. These statistic data have place NTB province is included in the top 5 of highest child marriage cases in Indonesia during 2019. The NTB Province Woman Empowerment and Child Protection has recorded that during 2021 there are 1,132 Child Marriage cases occurred in NTB Province.

 

Child marriage has serious implications for the health and wellbeing of young girls, including increased risk of maternal mortality, domestic violence, and decreased access to education and opportunities. The Indonesian government has implemented several initiatives to address child marriage, including policies to increase access to education and reduce poverty, but more needs to be done to combat this harmful practice in NTB.

Much work remains to be done to address many forms of GBV. Strengthening law enforcement and judicial efforts, along with improving access to education and economic opportunities, could help to reduce GBV in Aceh and NTB Province. Despite efforts to address gender-based violence in these 2 provinces, such as the establishment of a women's shelter and hotline, more needs to be done to change attitudes and behaviors that perpetuate violence against women. This includes increasing awareness and education about women's rights, providing support and services to survivors of violence, and holding perpetrators accountable for their actions. Furthermore, addressing entrenched cultural and miss understood religious belief and attitudes that normalize GBV will be critical to eradicating the problem for future generations.

 

The Empower project is aimed to:

 

Initiate and enhance multi-stakeholder collaboration and coordination to mobilize civil society, through collective action which guides local conversations among generations in order to achieve concrete, game-changing results across generations for girls and women and young boys to gain knowledge and access to information and understand policies that shape Gender and Child rights in the region.

Better equip faith communities with the skills and knowledge they need to prepare on responding effectively to the affected population’s needs on Gender and child protection issues and to ensure that these issues are addressed through various campaigning platforms within the communities.

 

Systematically collect, monitor, and utilize data and evidence in the field as main tool for evidence-based advocacy action that in turn will informs behavioral and policy changes adequately responding to gender injustice.

 

To achieve its goal, the project will utilize 3 main strategies:

  1. Coordination enhancement
  2. Capacity strengthening
  3. Advocacy by the stakeholders and wider community

 

One advocacy and mobilization consultant with proven track record and experience in conducting advocacy and community as well as stakeholders’ mobilization in NTB Sub national level is required to operationalize the above 3 project strategies with series of planned of activities with targeted results as determined in the Empower project proposal.

 

II.                  Objective

 

Under supervision of the Empower project coordinator the Advocacy and Community Mobilization consultant will be responsible for the strategic implementation of the 3 Empower project strategies: Coordination enhancement, Capacity building, and Advocacy action by the targeted stakeholders.

 

  1. To support the implementation of Empower project series of capacity building event: ToT Gender and CP with CoH methodology and Parenting Training with key targeted participant and stakeholders as per plan of activity in the Empower Project Proposal.
  2. To develop Community Discussion guideline and summarized points of discussion based on ToT and Parenting training module to facilitate the faith-based community FGD on Gender, CP, and parenting.
  3. To mobilize the faith leaders in coordination with community grass root stakeholders such as teachers, village authorities, and community focal point/ cadre able to conduct series of community focus group discussion on gender, child protection and parenting in each of their respective targeted area.
  4. To ensure regular coordination meeting at provincial, district, sub district, and village level involving key gender and child protection stakeholders including faith leaders are taking place in enhancing the existing GBV and CP system. 
  5. To ensure the advocacy activity in grass root/ village level are planed by the targeted local stakeholders (faith leaders, teachers, village authorities) and taking place as per the project activity plan
  6. To assist the key stakeholders in the sub national and grass root level able to conduct gender justice and child protection issues campaign through planed series of campaigning activities and festivals as per project activity plan.
  7. Assist the targeted stakeholders able to conduct campaigning of gender justice and child protection through social media (WA, FB, Instagram, TikTok, etc.) as result of joint coordination planning of social media campaign.
  8. To collect project case studies containing photo, video and stakeholders as well as targeted right holder stories as required by the project reporting

 

III.                 Targeted output

 

Considering above background, justification, and objectives, below are plan of targeted output of the Advocacy and Community Mobilization consultant:

 

  1. Project activity report with available of SADD data for each activity
  2. Monthly progress report highlighting the above highlighted project output activity progress achievement
  3. Project planned activity document in form of TOR and Planned budget as per project proposal and timeline of activity

V.                  Consultant Profile

 

To ensure maximum quality and quantity of the Empower project objectives and results, below is a desirable profile for a skilled and successful personnel/ consultant that required to support the planning and execution of the project:

 

  1. 3-5 years of proven experience in project designing, implementation, monitoring, and evaluation in the sector of livelihood, education, health, and cross cutting issues (protection, gender, disability, and elderly).
  2. Familiar with IR Indonesia project cycle, process, and results: ALO phase 1 and 2, livelihood Mushroom, and climate change project in Lombok office area
  3. Familiar with IR operational, administrative process and sets of standard and regulation
  4. Familiar with IR Project documentation activities and results in form of case study, photos, and video mainly documentation of Gender and CP project
  5. Experience in liaise with and mobilization of project / program stakeholders, community, government, and right holders.

A. Responsibilities

B. Tasks

MSH started working in Indonesia in 1980 with a focus on improving child health, decentralizing health services, expanding access to care and treatment for TB, and strengthening pharmaceutical management. In 2023, MSH was awarded the five-year USAID BEBAS-TB activity to reduce TB incidence and mortality by addressing critical gaps and challenges in the TB program. This activity builds on the work of previous USAID projects and aims to improve access and utilization of quality and patient-centered comprehensive TB services. To achieve the objectives, MSH is looking for a Health Financing for Tuberculosis (TB).

Scope of Work:

In collaboration with the USAID HS4TB Project and USAID BEBAS-TB Project, the Country Consultant will work closely with a Regional Consultant to lead the implementation of the TB-FSI tool in the assigned country from March to September 2024. The Country Consultant must be based in one of the countries highlighted above in which TB-FSI implementation will take place. Application of the TB-FSI requires expertise in health financing concepts and specifically domestic government processes to grow TB resources and foster equitable, efficient, and effective deployment of those resources.

 

Responsibilities will include travel within the implementation country, stakeholder engagement and coordination, data collection, workshop facilitation, analysis, scoring, report preparation, and collaboration with the USAID HS4TB Project and USAID BEBAS-TB Project team.

 

Qualifications:

  • Degree in Public Health, Health Economics, International Development, or a related field.
  • Experience and expertise in domestic government health financing in the assigned country is a requirement.
  • Substantial experience working with the country's government stakeholders involved in health, such as the MOH, required. Experience working with government TB stakeholders is preferred.
  • Experience in TB programs and strengthening health systems is ideal but not required.
  • Proven expertise in conducting key informant interviews, focus group discussions, and stakeholder workshops in the context of health and/or finance.
  • Familiarity with financial analysis, budget formulation, and tracking processes related to health programs.
  • Experience working on international development projects, preferably with USAID or similar development partners.
  • Strong analytical and problem-solving skills to comprehensively analyze the health financing landscape.
  • Excellent communication skills, demonstrated through engaging with government health and finance stakeholders, facilitating workshops, and presenting findings effectively.
  • Previous experience in scoring tools or indices, especially in the health sector, is highly desirable.
  • Ability to collaborate effectively with a diverse team, including regional consultants and logistic advisors.
  • Flexibility and adaptability to travel within the country for in-country engagements.
  • Proficiency in compiling comprehensive country reports, incorporating feedback, and finalizing reports for submission.

Yayasan Relief Islami Indonesia is seeking a Media Assistant based in Jakarta

Job Overview:

Islamic Relief Indonesia has initiated fundraising efforts and opened new opportunities to raise funds from Muslims across Indonesia through 4 ways: offline fundraising, digital fundraising and corporate fundraising. The fundraising target of £2.5 million will be achieved through these four ways. To achieve the fundraising target, they have to create campaign products that highlight Islamic Relief Indonesia's projects and appealing issues requires a blend of compelling storytelling, informative content, and persuasive messaging. Here's a few strategies how to develop such campaign products:

 

  1. Identify Key Projects/Appealing Issues: Choose specific projects or appealing issues that Islamic Relief Indonesia is addressing. These could include orphan sponsorship programme, disaster relief efforts, poverty alleviation programs, education initiatives, healthcare projects, or water and sanitation programme.

 

  1. Research and Gather Information: Collect relevant data, statistics, and stories related to the selected projects or issues. This includes information about the communities served, the challenges they face, and the impact of Islamic Relief's interventions.

 

  1. Create Visual Content: Produce visually engaging content such as videos, photos, infographics, and illustrations to complement our narrative. Show real-life examples, before-and-after scenarios, and success stories to demonstrate the impact of Islamic Relief's work. Also adapt the caption and content format for various platforms such as social media, websites, email newsletters, and print materials. Consider the preferences and behaviours of our target audience on each platform.

 

  1. Adding Appealing Headline and Call-to-Action (CTA): Crafting an appealing headline for grabbing the audience's attention and enticing them to engage with our campaign products, include clear calls-to-action prompting the audience to take potential donor steps such as donating, volunteering, sharing the campaign, or signing up for updates.

Reporting Line:

The post holder would directly report to the Media and Communication Officer.

Requirements:

  • Bachelor’s degree in a related subject such as Communication, graphic design, journalism, social science, or relevant fields
  • Minimum 1-2 years of relevant experience.
  • Excellent interpersonal and teamwork skills, working as a team member.
  • Strong initiative and self-motivation, with a strong commitment to teamwork and humanitarian principles.
  • Able to write report quality reports supported by data and evidence
  • Able to take decent photographs align with Islamic Relief Media guidelines.
  • Able to write quality reports supported by data and evidence.
  • Good communications skills.
  • Excellent interpersonal skills.
  • Good communication skill in both English and Bahasa Indonesia
  • Knowledge and practical understanding of and ability to work within both relief and development NGO contexts
