Project Overview

The Millennium Challenge Corporation (MCC) is a U.S. government corporation established in 2004. Its mission is to provide assistance that will support sustainable and inclusive economic growth and poverty reduction in carefully selected developing countries that demonstrate a commitment to just and democratic governance, economic freedom, and investments in their citizenry.

In December 2018, MCC's Board of Directors selected Indonesia as eligible to develop a second compact. The selection reflected the strong partnership MCC and Indonesia built during the first compact. Following signature of the Indonesia Infrastructure and Finance Compact on April 13, 2023, the entity charged with implementing the compact activities, Millennium Challenge Account-Indonesia II (MCA), is currently in the pre-implementation preparation stage, prior to "Entry-Into-Force" (EIF) of the compact agreement at which time the five-year implementation period begins.

The Indonesia Infrastructure and Finance Compact consists of three projects:

 

  • The Advancing Transport and Logistics Accessibility (ATLAS) Project will work with five provincial governments – South Sumatra, North Sulawesi, Riau, Riau Islands and Bali – to improve infrastructure planning and preparation at the sub-national level, where transport and logistics are more constrained. The resulting projects will improve access to employment opportunities for Indonesians and the accessibility of transport services for women and disabled passengers.

 

  • The Access to Finance for Women-owned/Micro-, Small and Medium Enterprises Project aims to increase formal lending services to MSMEs, especially those owned by women. The project will also provide business training, including digital and financial literacy trainings, and technical assistance to improve credit worthiness and investment readiness.

 

  • The Financial Markets Development (FMD) Project will provide technical assistance and blended finance grants to increase the participation of private sector or commercially oriented finance in infrastructure investments. This will help the government of Indonesia to form new partnerships and unlock existing money to fund lower-risk, high-quality infrastructure projects.

Position Objective

As a member of the Communications and Outreach team at Millennium Challenge Account-Indonesia II, the Communications Officer supports the overall communications efforts by assisting in the development and dissemination of informational material, handling day-to-day communications tasks, and ensuring consistent messaging across various digital and media channels.

Tasks and Responsibilities

  • Work under the guidance of the Communications and Outreach Lead to ensure successful Communication Strategy implementation.
  • Contribute to the development and implementation of Communications strategies for the program including website and social media channels.
  • Support in planning and executing communications effort of MCA-Indonesia II, including events, media exposure, stakeholder outreach, and public information campaigns.
  • Supporting the development of tools and press materials for the media to facilitate effective communication with the public.
  • Develop materials, such as blogs, reports, newsletters, success stories, and other information, as deemed necessary per the communications strategy, gathering input from across MCA-Indonesia II as necessary, and working under the direction of the Communications and Outreach Lead.
  • Organize and execute content collection trips and other internal media outreach campaigns to engage and inform MCA Indonesia's internal stakeholders.
  • Support the implementation of MCA-Indonesia II and MCC branding guidelines.
  • Support development and maintenance of the MCA-Indonesia II website to communicate the latest news to stakeholders and key audiences
  • Support development of MCA social media channels and production of content.
  • Assist with procurement operations, including helping to develop terms of reference, independent cost estimates, and technical evaluations, as needed.
  • Collaborate with cross-functional teams to integrate feedback into communication strategy planning and decision-making.

Key Qualifications (Education, Experience, Technical Competencies)

  1. Education, experience and technical competencies:
  • Degree in any discipline with preference in Journalism, Communications, Public Relations or a related field.
  • At least two or more years of experience in a communications role.
  • Excellent mastery of English and Bahasa Indonesia
  • Excellent writing, copyediting, and proofreading skills.
  • Experience in using design software such as Adobe Creative Suite (Photoshop, Illustrator, InDesign) and video post-production software (adobe premiere pro etc.) is a plus.
  • Other desired qualifications:

o  Experience in creating and managing content across multiple communication platforms, including print, web, and social media.

o  Ability to effectively coordinate and participate in public relations events and media interactions, ensuring accurate and effective representation of the organization's interests.

The officer will also promote Compact activities through effective management of digital communications across these networks.

Tasks and Responsibilities

  • Work under the guidance of the Communications and Outreach Lead to ensure successful Communication Strategy implementation.
  • Contribute to the development and implementation of digital strategies for the program's website and social media channels.

MSH started working in Indonesia in 1980 with a focus on improving child health, decentralizing health services, expanding access to care and treatment for TB, and strengthening pharmaceutical management. In 2023, MSH was awarded the five-year USAID BEBAS-TB activity to reduce TB incidence and mortality by addressing critical gaps and challenges in the TB program. This activity builds on the work of previous USAID projects and aims to improve access and utilization of quality and patient-centered comprehensive TB services. To achieve the objectives, MSH is looking for Consultant with roles as Data Analyst.

While improving TB screening, diagnosis and notification are critical steps, ensuring everyone diagnosed receives appropriate and timely treatment is very important. The gap between notification and treatment could arise due to different reasons in service delivery, access and barriers to care, and issues in the health systems including sources, quality and completeness of data. An assessment to better understand the root causes and mitigating them would be urgently needed. Therefore, this assessment aims to examine the process, barriers, and good practices in treatment initiation including the vertical and horizontal referrals between healthcare facilities.

 

The assessment approach could be streamlined balancing scientific rigor and pragmatic and time needed.

The assessment would use both qualitative and quantitative approaches. These include desk reviews at the beginning of the assessment, development of a data collection tool/questionnaires, plan for data collection including site visits and data analysis.

 

Overall Responsibilities

  • Work in close collaboration with Public Health Expert to ensure all the tasks for DS-TB enrolment gap assessment are done on time
  • Collect and process TB data related to DS-TB enrolment gap assessment
  • Provide clean TB data for further analysis result by consultant team (public health expert and data analyst) in order to develop desk review report.
  • Prepare and support the administration task needed by the consultant team, such as drafting letter, Minutes of Meeting, travel request, schedule and coordinate meetings and data collection schedules.
  • Participate in meetings and regular communication with NTP and USAID-BEBAS TB

 

 

Qualifications:

The five-year, USAID SELARAS activity will address the limiting conditions for better solid waste management services in areas where USG investments can significantly reduce ocean plastic pollution while also partnering with private sector enterprises to scale interventions. Achieving this mutual goal will require a diverse approach to:

1)    strengthen solid waste sector governance and financing,

2)    improve and expand solid waste management services,

3)    strengthen local markets and businesses,

4)    improve social behaviors and practices, and

5)   improve systems for tracking and reducing methane emission.

USAID SELARAS will work at national, provincial, and local levels of government. Partnering with key institutions and stakeholders, the activity will provide timely, relevant, and foundational support to enable the Government of Indonesia (GOI) to make progress towards its development objectives of having 100 percent of solid waste managed by 2024 and reduction of marine plastic pollution by 70 percent by 2025.

USAID SELARAS is looking for individual consultant to deliver Waste Data Training.

The consultant is expected to deliver the following output:

-        Training modules, approach, and schedule. These details out the syllabus and presentation materials that will be delivered, the approach to deliver the training and the training schedule, including the persons/team that will be delivering the training.

- Training delivery which will be reported immediately as a preliminary report. Presented in the form of a presentation file (power point) which covers key sections that are required for the final report.

-          Final report of the training

Required qualifications:

Undergraduate degree (S1) in a relevant subject matter, environmental engineering, environmental management, or environmental science

The Opportunity

The MER KM Specialist will play a key role in ensuring the achievement of the programme objectives which relates to accountable and measurable impact of YPII programme implementation. S/he is accountable for successful implementation of CS5 organizational objective. S/he will support the MER KM Manager and the country leadership team in striving to strengthen YPII's position as one of the leading organisation working to promote girls' rights and agency by strengthening monitoring, evaluation and knowledge management for accountability and measurable impact through providing robust data/information on decision making. Accountabilities for the role

1. Monitoring and Evaluation Framework

  • Supports the development of YPII Office M&E framework and Indicator Tracking Table (ITT), liaise and coordinate with Programme and Project Manager to ensure that Programmes/Projects M&E Framework, ITT and quarterly as well as annual plan are in place based on the Programme/Project Detailed Implementation Plan (DIP), provide support and mentoring as necessary to achieve this to Programme/Project Team,
  • Leads the development of monitoring and evaluation plans as well as tools of YPII programmes and projects, ensuring quality of baseline data, availability of risks registry, monitoring activities and evaluability criteria as per the programmes/projects theory of change, gender transformative approach, CS5 and Plan International Area of Global Distinctiveness (AoGDs).
  • Conducts and/or provides support to programmes/projects monitoring activities as requested by Programme Managers, including support to select M&E consultants and provide mentoring to implementing partners.
  • Works under the technical supports from MER KM Manager to provide oversight to programmes and projects research tools and analysis for M&E.

2. Quality Monitoring and Evaluation Reporting

  • Collects and coordinate data collection required for timely submission of M&E reports of programme and projects for CO quarterly and annual report to Regional and Global Hub, Donors and Nos including manage database and dashboard to monitor monthly, quarterly, annual progress.
  • Maintain quality of data collection and tools to capture change to monitor/track programme and project impacts to reach targeted result e.g national target of 1 million girls.
  • Supports and provides inputs for programme/projects and humanitarian response's data collection and analysis for donor reporting.
  • Ensures the utilization of PROMPT/PMERL or any IT-based platform for M&E is well developed and functional to generate timely report.

3. Knowledge Management and Outreach

  • Manage and provides capacity building and mentoring for YPII Staff on learning
  • Actively involves in Plan International Regional and Global Hub exercise to strengthen MERKM tools, ensuring knowledge sharing and cascade of information to CO, PSO and PIA on Plan International standards and guidelines on M&E.
  • Participates in M&E related events to present YPII as requested by supervisor to establish networks and learn from M&E community of practice.

 

Requirements for the role:

Essential

  • Bachelor degree in social science, statistics, public health and any related field.
  • Fluent in both Bahasa & English speaking & writing. 
  • At least 3 years of experience in project M&E, with practical knowledge on Results Based Management and Theory of Change. Experience in working on M&E focusing on health is an advantage.
  • Well-informed on the trends and development in M&E, evaluation for impact and state-of-the-art methodology for measuring development projects (both quantitative and qualitative).
  • Possess knowledge and skill in research methodology and data collection for baseline and evaluation.
  • Demonstrated experience and skills in project reporting, knowledge management and learning process.
  • Good analytical skill.
  • Well informed about methods to capture change/results of project implementation.
  • Good interpersonal communication and facilitation skills for mentoring and knowledge sharing.
