Functional Context

The Switch Asia Local Harvest project's objective is promoting "a switch" to sustainable consumption and production of green, healthy, fair and local food by consumers and MSMEs. It is a 4 year's project started from 1 March 2018 and implemented by a consortium consisted of five organizations: Hivos (as a lead), WWF Indonesia, The Indigenous Peoples Alliance of the Archipelago (AMAN), Non Timber Forest Product Exchange Program (NTFP-EP) Indonesia and Association for Assistance to Women in Small Businesses (ASPPUK). The project is supported by the European Union

 

The Project Officer position is part of Hivos' Local Harvest project team to support the Project Manager in coordinating, overseeing and implementing the project in 14 districts and 5 cities, in 10 provinces in Indonesia together with the partners. The Project Officer will support the Project Manager for working in close liaison with partner organizations, where necessary building and developing advocacy capacities and ensuring partnership action particularly in the area of advocacy. She/he will also work together with the Project Manager and the Finance Officer to ensure the management, monitoring and evaluation, and reporting of the project, both narrative and financial report are delivered as outlined in the Grant Contract with the European Union and meet Hivos standard.

 

 

Roles and responsibilities

·            Realizes successful project implementation in accordance with the project Logical Framework Analysis (LFA), Description of Action and budget in close coordination with the partners.

·            Support Project Manager in monitoring the result of the project implementation as well as the effectiveness and efficiency of the implementing partners' performance. In particular: monitoring and evaluation task; compiling, reviewing and provide feedback to the narrative report submitted by the partners; compiling financial reports in accordance with the EU and Hivos standard; and contributes to solutions regarding work in progress. Whenever possible, the project officer is required to travel to different project locations in Indonesia for monitoring purposes.

·            To provide administration and logistics support for program implementation, including filing of project documents

·            Represent Hivos in the Local Harvest activities/meetings in Indonesia and other countries when needed.

·            Ensuring that project information in Hivos' Management Information System is updated

·            To contribute to Hivos overall organizational and policy development.

·            To be a reliable and supportive team member for Hivos.

 

 

Knowledge, experiences and competencies

·            Relevant knowledge and experience in food sector and/ or sustainable production and consumption

·            Minimum of three years working experience

·            Experience in project management, implementation, administration, and working in team

·            Experience overseeing and using LFA, monitoring and evaluation plans and indicators

·            Demonstrate professional verbal and written communication skill in English and Bahasa Indonesia.

·            Having respect for a humanitarian or humanist principle and willing to work in a non-discriminating, neutral, impartial and gender equal environment.

·            Level skills: conceptual skills, persuasiveness, decisiveness.

Background:

Indonesia's education system has made remarkable progress over the last two decades. Increased spending and a range of policy reforms have led to gender-balanced, near-universal school enrolment. Achievement against access targets has been good, but the challenges of improving quality and equity remain. A majority of Indonesian children do not acquire the fundamental skills needed to participate in the economy, society or further education, and are falling further behind their peers in the region and globally. 
The Government of Australia (GoA), through the Australian Department of Foreign Affairs and Trade (DFAT), is partnering with the Government of Indonesia (GoI) to improve education quality by supporting improved effectiveness and efficiency of Indonesia's basic education systems.

Phase II of the Innovation for Indonesia's School Children (INOVASI) program, builds on Phase I of both INOVASI and the Technical Assistance for Education System Strengthening (TASS) program. The integrated program supports national and sub-national partners (e.g. districts, civil society organisations) to pilot school-level approaches to strengthen teaching and learning, and respond to requests for targeted policy support at national level. Phase II is planned to run from July 2020 to December 2023. It will collaborate closely with the GoI at the district, provincial and national level to develop and implement action-oriented research and pilots to answer the broad question: "What works to improve student learning outcomes in Indonesia?" It will focus on three sub-topics of investigation: the quality of teaching in the classroom, the quality of support for teachers, and learning for all.

BACKGROUND

The MITRA KUNCI Initiative is a five-year, $15 million, USAID-funded program that will promote more inclusive economic growth by improving access to workforce and entrepreneurial skills for poor and vulnerable youth. The MITRA KUNCI team will provide USAID project implementers and workforce stakeholders with technical support, connections, and platforms to help build a more robust and responsive workforce development ecosystem. In addition to management support, capacity building, and coordination, DAI's technical assistance will include identifying, piloting, and scaling new workforce development approaches and innovations. The ultimate goal of USAID's inclusive workforce development work is to connect 200,000 poor and vulnerable young Indonesians with learning and livelihood opportunities.

 

TASKS AND RESPONSIBILITIES:

The Advocacy and Partnerships Coordination Manager (APCM) will responsible for managing and coordinating all activities related to advocacy and multi stakeholder partnership engagement for Mitra Kunci, Higher Education Institutions, Ministry of Education and Culture, Ministry of Manpower, private sector, training providers, local CSOs and DPOs, media and other relevant stakeholders in national and sub national level. She/he also will work together with other relevant stakeholders and USAID-Funded Cooperative Agreement Project Implementer team in developing advocacy and partnership engagement strategy, identifying the partnership opportunities and provision of technical assistance is relevant and timely. S/he will contribute to the development of high-quality program activities and establishment of constructive partnerships in Mitra Kunci and support PIs.

 

ESSENTIAL DUTIES

  • Revise existing advocacy and partnership engagement strategy for Mitra Kunci and implement strategy by managing and coordinating the national advocacy and partnership engagement activities.
  • Provide technical support and guidance for MK partners (including higher education institutions, civil society and disabled persons organizations, media, and private sector) in developing advocacy and partnership engagement strategy in sub national and national level
  • Assist MK partners in working with provincial level partners in the organization and delivery of provincial, districts, and villages level activities as well as national level.
  • Guide and provide oversight for MK stakeholders in the implementation of advocacy and partnership engagement activities targeting local leadership to help strengthen inclusive workforce development program ownership and promote the adoption of inclusive workforce principles at national, provincial, and district level.
  • Provide support in establishing coordination forums and in organizing routine coordination meetings of stakeholders on inclusive workforce issues as necessary.
  • Support Knowledge Management Specialist and other related MK specialists to identify and develop Lessons Learned for MK and partners.
  • Facilitate coordination among MK partners, relevant stakeholders, and USAID-funded Cooperative Agreement Project Implementers at local and national levels.
  • Other tasks relevant to fulfilling the objective of Mitra Kunci as assigned by the Deputy Chief of Party.

  • This position is based in Jakarta, Indonesia, with potential travel to West Java, Central Java and East Java as necessary.

 

Reporting

  • The Advocacy and Partnership Coordination Manager will report to the Deputy Chief of Party.

 

QUALIFICATION

  • Bachelor's Degree in communication, public policy, social science, education, management, development studies, or other relevant fields, with 8+ years of work experience in the relevant areas.
  • Has direct experience in working with Indonesia government at national level including but not limited to Ministry of Education and Culture, Ministry of Manpower, and other relevant ministries; in sub national level particularly in West Java, Central Java and East Java; and with local civil society and disabled persons organizations, higher education institutions, media, and private sector.
  • Demonstrated understanding of advocacy and stakeholder engagement management principles and capacity to deliver strong advocacy platforms.
  • Excellent facilitation and strong in program management.
  • Has strong networks with GOI in national and sub national level and other relevant stakeholders such as private sectors, higher education institutions, media, local and international NGOs.
  • Great leadership, excellent people skills and interpersonal skills and able to work effectively with various stakeholders.
  • Good in written and oral communication skills in Bahasa Indonesia and English.
  • Creative problem-solving and ability to work under tight deadlines.
  • Good team player with a positive attitude.

FHI 360 is currently recruiting for the position of Monitoring, Evaluation, and Learning (MEL) Specialist for MADANI, USAID's five-year civil society strengthen project that began in March 2019. MADANI focuses on developing the capacity of civil society organizations (CSOs) to increase accountability and tolerance in 32 districts in the provinces of Banten, West Java, East Java, Central Java, South Sulawesi, and West Kalimantan.

 

Position Description:

The MEL Specialist will serve as a technical resource for the USAID MADANI Project. The Specialist will provide technical assistance to project's monitoring, evaluation, learning and research activities, including the development and dissemination of tools, materials, and capacity building materials. The Specialist will support the design and establishment of MADANI's MEL system, including data collection, analysis, and reporting on key output, outcome and impact indicators for the project, and work closely with the technical team to ensure compatibility and coordination within the existing MEL framework, and consistency with national and donor requirements. The Specialist will support data analysis and production of data use products and mechanisms to promote evidence-based programming, and timely feedback in relation to targets or identification and resolution of gaps. S/he will provide guidance on appropriate information systems for quality assurance, as well as best practices documentation and reporting.

 

Duties & Responsibilities:

The Monitoring, Evaluation and Learning Specialist will:

  • Support monitoring, evaluation and learning activities for MADANI.
  • Support development and implementation of a MEL system to collect, interpret and aggregate data that demonstrate impact and program accountability and progress.
  • Work with the Monitoring and Reporting Officer to ensure that data is collected and reported

·       Work with the Knowledge Management and Information  System (KMIS) Officer to perform data analytics and intelligence, data visualization and analysis for MADANI's KMIS system

  • Work with the DCOP to improve consistency, quality and practicality of MEL strategies; promote dissemination and use of lessons learned within the project, the Government of Indonesia and other development partners.
  • Oversee analytical studies and liaison with vendors and consultant conducting studies
  • Build capacity of staff and MADANI grantees on MEL components and develop tools and materials to improve the capacity of MADANI grantees to accurately monitor and report on program activities
  • Work with the Communications Specialist to develop communication materials to document and share project results and lessons learned
  • Support the design and implementation of evaluations, surveys, implementation research and other research as required.
  • Support high quality quantitative and qualitative methods and participatory methodologies to monitor program quality for performance and results.
  • Performs other duties as assigned

Qualifications:

  • Bachelor's degree in relevant subject with strong grounding in quantitative and qualitative research methods; Master's degree preferred.
  • At least five (5) years of relevant work experience in MEL in Indonesia, preferably with USAID experience.
  • Strong background in quantitative research design, methods, analysis and application of subsequent insights to improve performance.
  • Experience developing MEL plans.
  • Demonstrated MEL experience and skills, complemented by collaboration with varying types of partners.
  • Proficiency in data management and analytic software e.g. MS Excel, MS Power BI, Tableau, SAS, SPSS, Stata, etc.
  • Must have extensive knowledge in collaboration, learning, and adapting concepts for health projects.
  • Must have exceptional writing, communications and presentation skills, fluency in the English language, strong teamwork and effective cross-cultural interpersonal skills.

The Raoul Wallenberg Institute of Human Rights and Humanitarian Law (RWI) is an independent academic institution established in 1984. RWI's office in Jakarta coordinates the institute's programmes and activities in the Asia Pacific region. RWI has been active in different countries across Asia since the 1990s and has coordinated regional programmes since 2007. Our regional focus has been to strengthen the capacities of NHRIs and academic institutions to be actors of change for human rights implementation and their promotion across the region.

From 2017, the Jakarta office commenced a five-year regional programme focusing on the linkages between human rights and environment, climate change and sustainable development. The programme supports research, synergies between sectors and RWI's global thematic foci. The programme is supported by the Swedish Development Cooperation.

Position Description

RWI is seeking applications to fill the position of a Senior Finance and Administration Officer (SFAO) to support the Jakarta office and the programmes across the region. The position is full-time, contract based and subject to funding, with an immediate starting date. The terms and conditions will be for a local Indonesian recruitment.

The SFAO reports to the Director of the Jakarta/Regional Asia Pacific Office and coordinates closely with RWI's Head of Finance and our administration department in Lund, Sweden. The Jakarta/Regional Asia Pacific Office's finance and administration section is currently staffed by two programme associates and a driver/logistic assistant, who will be coordinated by the SFAO.

The SFAO Officer's primary role is to ensure the financial and administrative function to meet RWI's obligations to multiple stakeholders, including: Jakarta/Regional Asia Pacific Office's staff, Indonesian Law (Tax Act, Manpower Act, etc…), established ministry relationships (MOFA, MoL&HR, etc…), donors, programme partners and RWI's internal standards and procedures.

The SFAO also holds responsibilities towards designing and delivering an internal learning and development process to enable systemic compliance with finance and administration practices within the Jakarta/Regional Asia Pacific office team and its programmes.

NGO Council received grant funding from Dutch Ministry of Foreign Affair through grant partnership Agreement with ICCO Cooperation No. 110007/013 for project title "Strengthening CSOs Network for Human Rights Ethical Conduct (PW 4)."  The total of project value is EUR 104.266 equal to IDR 1.720.389.000,00 (One Billion Seven Hundred Twenty Million Three Hundred Eight Nine Thousand Rupiah) with period of contract from 01 February 2019 until 30 April 2020 and extended to 31 December 2020 due to COVID 19 pandemic situation occurred in world and especially in Indonesia.

To ascertain proper and accountable fund management in program implementation, an external audit from the Public Accounting Office (KAP) registered with the Ministry of Finance is needed to assess the feasibility of the Financial Statements of the "Strengthening CSOs Network for Human Rights Ethical Conduct (PW 4) project managed by NGO Council.

NGO Council is seeking a Public Accountant firm to conducting a Project audit, which is auditing the program's financial statements consisting of reports on expenditures and receipts of program funds for the period of February 01, 2019 to April 30, 2020 and extended to 31 December 2020. The period of expenditures and receipts of funds can cover the entire project period or one year within the period.

The objective of this audit is to provide an "Independent Auditor's Opinion" on the financial statements on the total granted project, thus including own contribution(s), over the total recipient's accountability period. As stated in the contract agreement, the accountability period may cover the entire project period or one year within that period is presented fairly, in all material respects, in accordance with generally accepted financial accounting standards in Indonesia, and in particular the audit standards of International Standards on Auditing (ISAs) issued by the International Auditing and Assurance Standards Board (IAASB) of the International Federation of Accountants (IFAC).

Background of the Project and Assignment

The Australia-Indonesia Partnership for Promoting Rural Incomes through Support for Markets in Agriculture (PRISMA ) is a five-year program (2019 – 2023) funded by the Australian Government's aid program and implemented in cooperation with the Government of Indonesia. The program will build upon the achievements and results of Phase 1 (2013-2018), using a market systems development (MSD) approach to support inclusive economic growth in Indonesia's agriculture sector.

PRISMA will improve smallholder farmers' competitiveness and access to new markets, better inputs, know-how, and technology. It will aim to achieve a sustainable 30% increase in the net incomes of a further 700,000 smallholder farming households in Indonesia by 2023 (including phase one 1 million farming households). The program operates in six provinces: East Java, West Nusa Tenggara (NTB), East Nusa Tenggara (NTT), Papua, West Papua, and Central Java. 

Purpose of The Position

The Business Consultant advises national and international private sector partners on business solutions that better reach rural customers. He/she will develop sound business plans and manage projects using strong business analytics to optimize social impact on the rural economy.

The Business Consultant is responsible for organizing and guiding at least one (and supporting other) interventions in the Program. Business Consultants work in close collaboration with each other and with the Result Measurement (RM) team. They oversee the research, identification, and development of new business opportunities within targeted market systems.

Roles and Responsibilities

1. Market Analysis
  • Undertakes data collection and research for analyzing specific market systems in selected agriculture commodities in the target provinces.
  • Analyses root causes of the underperforming market systems and assist in developing an inclusive sector strategy for selected commodities.
2. Intervention Design
  • Identifies, assess, and selects potential private/public partners
  • Contributes to the development of sustainable and inclusive business models to increase sector competitiveness
  • Regularly uses the data and information (financial and results) from the MIS to enhance intervention strategies

3. Partnership Development

  • Negotiates deals with private/public partners to implement innovative business models
  • Develops contract documents
  • Together with private/public partners develops detailed work plans and budgets as the basis of partnership contracts

4. Implementation

  • Oversees the implementation intervention strategies including work plans and budgets
  • Monitors the progress and adjusts strategies to successfully transform the commodity's value chain into a more competitive one
  • Provides accurate monthly forecasting of budgets based on regular monitoring of partnership contracts and takes accountability of monthly invoicing
  • Acts for the intervention partnership/s as the focal contact person

5. Results Measurement (RM) and Communication

  • Supports the RM team to conduct regular monitoring and evaluation of partnerships
  • Undertakes regular impact projections for on-going and pipeline interventions
  • 15.  Supports the communications team to develop learning and communication products

6. Reporting, Administrative and other tasks

  • Contributes to regular reporting including but not limited to annual progress reports, back to office reports, monthly donor updates
  • Contributes to specific gender, social inclusion, or other thematic research initiatives
  • Actively participates in program learning events and capacity building activities
  • Undertakes administrative tasks as required under the operations manual
  • Is an active member of the Portfolio team and contributes to its team spirit and culture
  • Manages any other tasks assigned by the HoP
Key Selection Criteria
  • At least graduate level qualifications in economics, business administration, marketing, agricultural studies, finance, social sciences or an equivalent discipline.
  • A sound understanding of business and economics of how markets work, specifically in Indonesia.
  • Strong analytical mind and a flair for facts and data.
  • A love for out of the box thinking
  • Demonstrated negotiation skills.
  • Strong interpersonal skills to be able to work with partners and in teams.
  • Ability and experience in business plan development.
  • Willingness to learn from mistakes and ability to think 'out-of-the-box'.
  • Fluency in English and Bahasa Indonesia in both verbal and written skills.
  • Proven work experience is one of great advantage.
  • Ability to manage tasks and responsibilities while in the office or when traveling to the fields
  • Experience in development project is not required.

The Opportunity

The Deputy Director of Performance will provide technical leadership for KOMPAK to oversee systems and processes related to performance, strategic planning, activity design and quality control/assurance, and reporting.

 

Key Duties

The Deputy Director of Performance will be expected to fulfill the following duties (but not limited to):

Support to Director of Performance & Executive Team

  • Provide pro-active and effective support to Director of Performance to oversee implementation of KOMPAK's performance management framework, systems and processes
  • Lead and facilitate performance reviews and quality assurance, ensuring KOMPAK's portfolio supports achievement of KOMPAK's objectives at facility- and activity-levels
  • Support the Director of Performance in coordinating a team of cross-program support, including Performance Management & Analytics, Research and Evaluation, Innovations, Communications and KM, and GESI; facilitate effective collaboration between cross-program support unit and program implementation team (national and subnational)

People Management

  • In conjunction with the Director of Performance, be responsible for setting performance goals for the performance and analytics, research and evaluation, communications and KM, GESI, and innovation teams both at team and individual level; undertake regular performance monitoring; provide appropriate performance feedback; and, if needed, initiate and manage Performance Improvement Plan for relevant team members
  • Together with the Director of Performance, coordinate skill development and mentoring plans with the performance and analytics, research and evaluation, communications and KM, GESI, and innovation teams to build capacity in areas of identified need to support improved Program implementation

Other tasks

  • Immediately report any suspected fraudulent or corrupt activities to your KOMPAK supervisor or relevant Director
  • Proactively identify risks, manage those within your level of accountability and escalate any emerging issues/risks that requires the attention of Director of Operations

Key Requirements

  • Ten or more years demonstrated combined relevant education and professional experience, including managing and leading monitoring, evaluation, learning and reporting efforts for large and complex programs, also experience in gender and special inclusion, preferably DFAT funded
  • High level interpersonal skills with a demonstrated ability to build positive relationships with a range of stakeholders including civil society, government, donors, development partners and private sector
  • Demonstrated experience and capacity to manage teams and provide colleagues with supportive advice and strengthening through mentoring and modelling
  • Well-developed project management skills able to plan, manage a budget and forecasts to deliver quality activities as planned and on time
  • High order communications skills – both written and verbal. Strong writing skills required to develop high quality reports and analysis in a clear, concise and convincing manner that caters to different audiences and stakeholders
  • Fluency in English is mandatory, fluency in Bahasa Indonesia is desirable
  • Understanding of gender equality and social inclusion issues
